PURPOSE: To establish a date for a Public Hearing on the Private
Placement Financing Proposal in accordance with Statutory and Local
Government Commission (LGC) Requirements.
BACKGROUND: At the October 2, 1995 meeting, the Board of Commissioners
adopted a Resolution officially authorizing staff to pursue private
placement financing for the Jail/Courthouse and Southern Human Services
Center projects. To meet the statutory and LGC requirements, the County
must hold a Public Hearing on the financing proposal which it intends to
accept. Notice of the Public Hearing must be advertised at least ten days
before the date fixed for the Hearing.
Requests for Financing Proposals will be solicited by October 11, 1995 and
it will be required that all proposals be returned to the County on
November 7, 1995. Staff will review the proposals and make a
recommendation to the Board at the Public Hearing.
RECOMMENDATION(S) : The Manager recommends that the Board:
1. Establish the Public Hearing Date for
November 14, 1995
2. Instruct the Clerk to Board to advertise the
Public Hearing Notice at least ten days prior to
the Hearing.

CONCERNING A PROPOSED INSTALLMENT PAYMENT AGREEMENT
OF THE COUNTY OF ORANGE, NORTH CAROLINA
TO FINANCE ADDITIONS TO THE COUNTY JAIL AND COURTHOUSEr
AND THE CONSTRUCTION OF A SOUTHERN HUMAN SERVICES CENTER.
NOTICE I8 HEREBY GIVEN of a public hearing to be held at
7:30 P.M. on November 14, 1995, in the OWASA Meeting Room on
Jones Ferry Road in Carrboro, North Carolina, for the purpose
of considering whether the Board of Commissioners for the
County of Orange, North Carolina should approve a proposed
installment payment agreement and certain related documents
under which the County would obtain financing for the
construction and equipping of projects consisting of
additions to the County Jail, New Courthouse and new
construction of a Southern Human Services Center, to include
landscaping and other related site work.
Under the proposed installment payment agreement and
related documents the County would secure the repayment by it
of moneys advanced pursuant to such installment payment
agreement by granting a security interest in such project and
certain related property, including the sites of such
project.
