Calvin Horton, Town Manager SUBJECT: Request by Orange County Regarding Consideration of the Proposed Northwest Small Area Plan and the Greene Tract DATE: September 27, 1995 As indicated in the attached letter from the County Manager, the Orange County Board of Commissioners on September 20th requested that there be work sessions on Wednesday, October 11th, to discuss: * the Greene tract (5:30 p.m. as previously proposed by the Council) * the draft Northwest Small Area Plan with and without site "OC 17" as the new landfill site. ('Phis work session would be in place of a Joint Planning public hearing on the Northwest Small Area Plan.) The attached resolution,which I recommend in light of the Commissioners' concerns,would concur with the County's request. I 2 A RESOLUTION CONCURRING IN THE REQUEST BY THE ORANGE COUNTY BOARD OF COMMISSIONERS FOR WORK SESSIONS REGARDING THE GREENE TRACT AND THE PROPOSED NORTHWEST SMALL AREA PLAN (95-9-27/R-9) i BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council concurs with the requests by the Orange County Board of Commissioners for joint work sessions of the Chapel Hill Town Council, Carrboro Board of Aldermen and Orange County Board of Commissioners on Wednesday, October 11th, to discuss: * the Greene tract (5:30 p.m. as previously proposed by the Council) * the draft Northwest Small Area Plan with and without site "OC 17' as the new landfill site. BE IT FURTHER RESOLVED that the Council authorizes the Mayor to forward copies of this resolution to the Orange County board of Commissioners and Carrboro Board of Aldermen. The rosolvtion requested the Commissioners' attendance at a work session on the Greene Tract an October 11 at 5:30 PK to be followed by a joint p1wMing Area Public Hearing on the Draft Northwest small Area plan..zt:? 10. PlK. ]after due' deliberation, the COamissioners voted unanisoualy not to approvi a notice of public hearing for October 11. In that the jointly-gowned Greene Tract is a focal point of the draft plan, the cosvijs�siaFnnrs felt that the future disposition of the property should be Luny -discussed by Chapel Hill, Carrboro, and Orange county before the plan is considered at public hearing. They were supportive of the 5:30-vwk session, .butt didn't feel that two hours was adequate ties to consider and .resolvo all issues. A related.. issue 'discussed -by the Comwissioners was the possibility of .a iuturt -landfill on site 17. As you know, a public hearing on possible landfill sites is scheduled for September 29. The Cosstissiorers- acknowledged that if site i ultimately f th selected for .a- -landfill# there will .be implications Northwest Small Area Plan.
