SUBJECT: Work Session on the Greene Tract and Work Session on the Northwest Small
Area Plan With and Without Site "OC-17" as the New Landfill Site

We have attached information for your consideration in conducting two joint work sessions this
evening on the:
• Greene Tract; and the
• Draft Northwest Small Area Plan with and without site "OC-17" as the new landfill site.
Background
On January 25, 1993, the Council initiated a small area planning process for the Northwest Area
of Chapel Hill. The Northwest Small Area Plan Work Group met monthly from May 18, 1993
until December 20, 1994. During the Work Group's planning process, the Group held three
neighborhood meetings to receive public comment on September 21, 1993, February 22, 1994,
and on October 6, 1994.
On December 20, 1994, the Work Group unanimously recommended the Northwest Small Area
Plan to the Council as a proposed addition to the Town's Comprehensive Plan.
On January 23, 1995, the Council adopted a resolution that called a public hearing and referred
the recommended small area plan to advisory boards for review. On March 1, 1995, the
Council held a public hearing on the recommended plan. On June 26, 1995, the Council
reviewed all of the comments that had been received on the recommended Northwest Small Area
Plan, and scheduled a work session on August 30, 1995.
At the work session on August 30, the Council and representatives from the Orange County
Board of Commissioners and a representative from the Carrboro Board of Aldermen discussed
several key issues regarding the Plan. On September 11, following the work session, the Chapel
Hill Town Council adopted a resolution inviting Orange County and the Town of Carrboro to
attend a Work Session on the Greene Tract to be followed by a Joint Planning Area Public
Hearing on October 11, 1995.

On September 21, the Orange County Board of Commissioners received the Town Council's
resolution. The Commissioners agreed to the work session on the Greene Tract and requested
that, in lieu of the public hearing, a second work session be conducted on the same evening
regarding the Draft Northwest Small Area Plan with and without site "OC-17" as the new
landfill.
On September 27, the Chapel Hill Town Council concurred with Orange County's request and
adopted a resolution inviting the Orange County Board of Commissioners and the Town of
Carrboro Board of Aldermen to joint work sessions on October 11, 1995.
Carrboro's Small Area Plan Work Group
During the Chapel Hill Northwest Small Area Plan Work Group's planning process, the Work
Group coordinated with the Town of Carrboro's Small Area Plan Work Group. The two Small
Area Plan Work Groups held joint meetings in January and October of 1994. As previously
mentioned the Northwest Small Area Plan Work Group recommended a Plan to the Town
Council on December 20, 1994. We note that on September 12, 1995, the Carrboro Small Area
Plan Work Group submitted a draft Small Area Plan for Carrboro's Northern Transition Area
to the Board of Aldermen for review and discussion.
Next Steps
Based on the joint ownership of the Greene Tract by Orange County, Carrboro and Chapel Hill,
and because the majority of the Northwest Small Area is in the Joint Planning Area, and
therefore would require joint action in order to adopt a new land use plan, a key next step in the
consideration of this draft Northwest Small Area Plan would be for Chapel Hill Town Council
to request that the draft Plan be scheduled for consideration at the Joint Planning Public Hearing
on Wednesday, April 10, 1996. We believe that it is possible that the Town of Carrboro may
also request to have their draft Small Area Plan scheduled for consideration at this Joint Planning
Public Hearing, which would provide the opportunity for additional coordination among all three
jurisdictions.
