BACKGROUND: The design work to be performed by Gary Merritt will encompass the following scope of work: • Animal Shelter drain system: The drains in the older portion of the Animal Shelter continue to require significant maintenance due to frequent stoppage. As the Board may recall,the new section of the Shelter, constructed in 1988, utilized raised floors of the kennels with a flush drainage system. This number of service calls for this section of the Shelter is minimal. It is anticipated that the design will incorporate this concept into the modifications for the older section. Funds are available in the current Capital Improvements Program (CIP)to support this project(appro)(imately$55,000). • Replacement water lines at Northern Human Services Building,Cedar Grove: The water supply for this building has a high metal content,which is believed to be derived from the copper pipes supplying water to the building. The scope of work for this project includes removing the copper and replacing all water piping with PVC as well as installing water supply holding tanks in the building. The installation of the holding tanks will eliminate the need to utilize the existing water tower as a source for potable water. The water tower, however, will continue to be available for use by the fire department. Funds are available in the current CIP to support this project(approximately$20,000). Merritt has proposed a cost of$10,500 to design and prepare drawings and technical specifications for both projects. This represents approximately 12%of construction costs and is in line with standard engineering fees for projects of this size. RECOMMENDATION: The Manager recommends that the Board authorize the use of services of Gary Merritt, PE for the sum of$10,500;and authorize the Purchasing Director to execute the appropriate paperwork. l REQUEST FOR PROPOSAL 2 ENGINEERING WORK TO BE DONE AT ANIMAL SHELTER, CHAPEL HILL AND AT THE NORTHERN HUMAN SERVICES CENTER CEDAR GROVE. Orange County seeks a single proposal for provision of design services for projects at two sites owned by the County. The design services shall be provided by a professional engineer or engineering firm with expertise in the field of plumbing and mechanical design and construction. The two project sites requiring design services are a) the Orange County Animal Shelter which is located within the Chapel Hill Public Works compound on Airport Road/NC Hwy. 86 in Chapel Hill; and b) the Orange County Northern Human Services Center which is located on NC Hwy. 86, approximately ten miles north of Hillsborough. ANIMAL SHELTER The Animal Shelter is a single story slab on grade concrete block building which has been expanded in two phases over the years. The facility contains office and meeting space, storage, rooms with small animal (cat) cages, kennel areas, etc. Most of the floor space area within the shelter is used for the kennels. This area consists of a number of individual dog pens, each with an interior and exterior component. The pens are separated on the sides by either a concrete block wall or chain link fencing. The interior and exterior components of the cages are separated by a concrete block wall containing an opening which may be covered by a drop sliding metal panel or door. All pens are fronted by interior aisles. The interior and exterior component of each pen contains floor drains which discharge through a drain piping network into the sanitary sewer system. In the older sections of the building, the pen floor drains were designed to collect and remove floor wash water and storm water. In the newer section of the building, the pen floor drains are used not only to collect wash and storm water, but as a receptacle for disposal of fecal material, hair, straw and other solid waste during the cage cleaning process. The Shelter has two problems, one of which is generating public complaints and the other of which is causing operating difficulties and hardships on shelter staff. Kennel floor drains in the older section of shelter require frequent plumbing service as they tend to become clogged with solid waste. In addition, kennel staff have become accustomed to flushing solid waste directly into the floor drains during cleaning operations in the newer kennel areas and wish to be able to clean the older cages in a similar manner. The problem generating public complaints stems from the washing out of the animal cages in animal control vehicles. Although animal control officers remove and dispose of most solid prior to the vehicle wash down, some solid material and all wash water streams down a concrete and asphalt drive, crosses a service road and ponds in the gravel parking area of the adjacent solid waste convenience center. The ponding of water is objectionable to convenience center operators and patrons. The proposed solution to the Animal Shelter problems requires retrofitting the drainage systems. The solution to the animal control vehicle wash water problem consists of intercepting the water by means of installing less than thirty feet of cast iron grated precast polymer-concrete trench drain across the existing asphalt and concrete driveway. Installation of approximately thirty feet of small diameter drain pipe (and possibly a junction box) will be sufficient to connect the trench drain to an existing storm sewer. The solution to the floor drain problem, which is significantly more complex, involves a retrofit installation of approximately 40 floor drains and associated drain piping. The new floor drains and drain piping were configured and sized to provide for the removal of wash water, storm water and solid wastes without stoppages. Installing the new system of floor drains and piping will require: a) demolishing and replacing sections of the existing concrete floor slab as required to 3 disconnect drain lines form the existing floor drains at the drain header, b) constructing raised concrete floor slabs in the interior and exterior portion of each pen as necessary to install new floor drains, traps and piping; c) relocating (raising) masonry openings in concrete block walls between interior and exterior portion of the pens as to compensate for the raised floor slabs; d) adjusting chain link portions of cages to accommodate raised floor slabs; e) raising water spigots in each cage as necessary to accommodate raised floor slabs; and f) identifying and making all necessary modifications, repairs, etc., required to make the new floor drain system function in a manner consistent with the kennel cleanup procedures practiced at the shelter. NORTHERN HUMAN SERVICES BUILDING; CEDAR GROVE. The County's Northern Human Services Center is a forty-five year old building that was initially designed and utilized as an elementary school. The building has been converted for use by day care, senior nutrition, recreational and other miscellaneous human services activities which generate a total water demand of approximately 3000 gallons per day. The building contains nine restrooms that have single toilets and sinks, two restrooms which contain multiple sinks and toilets, several water fountains and a large kitchen facility. Potable water is currently supplied to and throughout the facility by a system which consists of an on-site well, an elevated storage tank, a chlorinator and an interior water distribution network consisting of wall-mounted or otherwise exposed copper piping and tubing. The water system is currently experiencing two problems: 1) the copper levels in water samples drawn from various points in the plumbing network are in violation of water quality standards; and 2) the interior of the elevated water tank is in need of painting. Orange County proposed to address the water system problems at the Northern facility by a) replacing all copper piping and tubing with PVC/plastic piping and tubing and b) installing an interior floor mounted storage tank and compressor system to replace the elevated tank. The elevated tank is to remain in service, however, as a source of water and water storage for local volunteer fire departments. It will continue to be filled from the existing well, but will be isolated from the potable water system by a double check valve assembly or other approved backflow preventer. SERVICES REQUESTED Services upon which your proposal will be based include the following: 1. Analysis of preliminary design proposal, developing and recommending more cost efficient design alternatives where appropriate. 2. Preparation of plans, specifications and bid documents sufficient for all necessary permit application submissions, construction and construction bidding. 3. Provision of accurate and detailed construction cost estimates. 4. Contract administration including periodic inspection of work in progress, and review and approval of shop drawings, materials certification, etc. Plans and specifications for the work at these two sites should be prepared such that the projects can be bid as either a single or combined project and so that either portion of the project can be deleted after the bids are taken. 4 COST OF ENGINEERING SERVICES Your proposal must indicate a lump sum amount for all work cited above. It is understood that certain costs will be paid upon a reimbursement basis (eg. copies, postage, etc.). Your proposal must identify those items which are not within the scope of your lump sum cost. If the cost will be billed on any basis other than actual cost incurred the basis for billing must be cited as well. It will expedite the evaluation process greatly if you will use the form of proposal included in this information packet. PROJECT TIME TABLE We anticipate that the Board of Commissioners will award the contract for engineering work on this project on October 2, with Notice to Proceed issued by October 6. Time is of the essence to get the project out to bid, particularly the Northern Human Services Building-component. Please include in your proposal your estimate of when the plans and specs can be ready for bidding.
