PURPOSE: To approve request for proposal and negotiation team for
Cable TV franchise renewal discussions.
BACKGROUND: On September 20, 1995 the Board received public comments
regarding future cable-related community needs and
interests. The comments received during the public
hearing concerning public access television were
already included in the draft Request For Proposal For
Cable-Telecommunication Distribution System
Infrastructure (RFP) developed by the County Cable
Committee and submitted to the Board on September 20.
The comments from citizens were reaffirmations of
recommendations from the Cable TV Citizen Advisory
Committee.
The RFP will be submitted on October 5, 1995 to Time
Warner and Cablevision Industries for their responses in
late November 1995. After the responses, the Cable
Committee will request the Board to conduct a public
hearing to receive comments on the cable companies'
responses to the RFP.

After the public hearing on the cable companies'
responses to the RFP, negotiations for the new cable
franchise agreement will begin. The Cable Committee has
recommended that two cable committee members, County
Manager, Assistant County Manager, County Attorney
and Cable Consultant represent the County during
negotiations.
Hopefully negotiations will be completed by February 24,
1996 which is the expiration date of existing cable
franchise agreements with the cable companies.
RECOMMENDATION(S) : The Manager recommends that the Board approve
the Request For Proposal for Cable-
Telecommunication Distribution System
Infrastructure and authorize two cable committee
members, County Manager, Assistant County
Manager, County Attorney and Cable Consultant to
represent the County during negotiations with
the cable companies.
