PURPOSE:
To request approval to include the Orange County Middle School
Afterschool Program in the Orange County Public Tranportation
(OPT) system for the current fiscal year. This contract would
require leasing three (3) existing OPT vehicles and employing
three new temporary drivers each Monday through Thursday, from
5- 7 pm for the balance of the school year to transport middle
school students home from the Afterschool Program operating at
the new A.L Stanback and Stanford Middle Schools.
BACKGROUND:
The Orange County Public Transportation system, administered by the
Department on Aging, provides vehicles and drivers to transport human
services program participants and the general public. The Orange County
Middle School has requested transportion home for its students in this
special afterschool program. The service is in line with Federal Transi
Act regulations in that it will operate during off- peak hours (5-7 p.m.
and it is not part of the required school curriculum. O.P.T. will employ
temporary, part-time drivers from the Orange County school bus drivers
pool to provide this service. Estimated annual cost would be $25,920.00.
RECOMMENDATION(S) :
The Manager recommends approval and Chair to sign agreements
for a vehicle and driver lease to provide transportation for
the Afterschool Program.

ORANGE COUNTY O.P.T. PROGRAM
DRIVER ASSIGNMENT AGREEMENT
This agreement entered into this 2nd day of October, 1995, by and between the
County of Orange on behalf of the Orange Public Transportation Program(O.P.T.),
hereinafter referred to as the County, and Orange County Middle School Afterschool
Program, hereinafter referred to as Orange County Schools.
The purpose of this Agreement is to outline the conditions under which the County
and Orange County Schools will cooperatively provide human service transportation
through the O.P.T. system.
SPECIFIC RESPONSIBILITIES OF ORANGE COUNTY
1. To provide a certified CDL driver for the following route(s) as described:
three (3) routes transporting Afterschool Program participants home from A.L.
Stanback and Stanford Middle Schools each Monday through Thursday for the
balance of the school year.
2. To provide a back-up driver in case the regular driver is not available.
3. To employ an O.P.T. Transportation Supervisor to handle any problems and to
ensure there is a driver available.
SPECIFIC RESPONSIBILITIES OF ORANGE COUNTY SCHOOLS
1. To reimburse Orange County at the rate of$16.50 per hour for eveningl driver
time which includes administrative personnel.
2. In the event the agency requires specialized training beyond the driver's
current level, it shall be their responsibility to:
a) Indicate the type and level of training;
b) Provide the prescribed training without cost to the County.
3. To provide the Transportation Supervisor written notification of any
transportation problems or unsatisfactory driver's performance in order to
take corrective action.

The term of this agreement shall be from October 2, 1995, through June 30, 1996
unless sooner terminated by either party giving 30 days prior written notice to the other
party of intention to terminate. The laws of North Carolina shall govern the validity and
interpretation of the provisions, terms and conditions of this Agreement.
IN WITNESS WHEREOF, Orange County and Orange County Schools have
executed the Agreement of the date first written above.

VEHICLE LEASE AGREEMENT
This agreement entered into this 2nd day of October, 1995, by and between the
County of Orange on behalf of the Orange Public Transportation(O.P.T.), hereinafter
referred to as the County, and Orange County Middle School Afterschool Program,
hereinafter referred to as Orange County Schools.
The purpose of this agreement is to outline the conditions under which the County
and Orange County Schools will cooperatively provide human service transportation
through the O.P.T. system.
SPECIFIC RESPONSIBILITIES OF ORANGE COUNTY
1. To lease the following identified vehicles or similar size at the hours specified:
Three(3) 14-passenger vans or minibuses- 5:00-7:00 p.m.
2. To provide all insurance, fuel, maintenance repairs and replacement for each leased
vehicle.
SPECIFIC RESPONSIBILITIES OF ORANGE COUNTY SCHOOLS
1. To reimburse at the per-mile rate of$35 for a van or$.45 per mile for a minibus
and $.55 for a passenger bus, due thirty days after billing.
2. To operate and schedule the use of the leased vehicles on behalf of human service
clients and approved groups, according to the Orange County Transportation
Board policies and procedures.
3. To park all leased vehicles at the O.P.T. parking lot (300 W. Tryon St., Hillsborough)
when not in use.
4. To complete all required vehicle operation reports and submit to the Orange County
O.P.T. Supervisor.
The term of this contract shall be from October 2, 1995 through June 30, 1996,
unless sooner terminated by either party giving 30 days prior written notice to the other
party of intention to terminate.

PROPOSED SERVICE:
Number of Vehicles 3 minibuses or vans (rate- $35 per mi/van, $.45 per mi/minbus)
Daily Miles - 60 miles a day per vehicle( 180 miles per day)
Number of Drivers - 3 approved CDL drivers (2 hours a day per driver)
Backup Administration- 2 hours a day for after hours backup ( 5- 7 pm
included in the higher$16.50 per/hr driver rate)
Operation Days/Hours - Monday thru Thursday, 5- 7 pm with pickup at 5:30 pm,
based on a total of 144 days in school year.
PROPOSED AGREEMENT COST:
Vehicle expenses- 3 minibuses @$.45 per/mi x 144 days x 60 mi./day = $ 11,664.00
Driver expenses - 3 drivers @ $16.50 per/hr x 2 hrs each x 144 days = $14,256.00
Total $ 25,920.00
