PURPOSE: To enter into an agreement with New Horizons Computer Learning Center
to provide on-site computer training in Microsoft Office software (Word,
Excel, Power Point and Access)to Orange County employees.
BACKGROUND: To facilitate Orange County's automation effort and move to a windows-
based and Microsoft Office computer environment, the County needs to
provide employee training on windows applications and the Microsoft
Office software, which has been adopted as the County's standard.
To assist in the training effort, during the 1994-95 budget year the
Personnel Department arranged with New Horizons Computer Learning
Center to provide eight computer training classes on-site for County
employees. Employees who participated in these training classes rated
them as excellent. In September 1995, the County again offered training
provided by New Horizons. The feedback from employees on this training
again has been excellent.
The proposed agreement provides that New Horizons will provide all of
the computer hardware and software on-site at an Orange County location.
In addition, New Horizons provides participants with workbooks which
may be kept for reference after attending the session. New Horizons also
allows participants to take free "re-take" sessions for up to a year at its

locations in Greensboro or Research Triangle Park.
The proposed agreement provides for 21 training sessions with 12
participants per session for a total of 252 training opportunities for County
employees. Each session is one day in length. The training will be
scheduled at various times during this fiscal year beginning this fall.
In addition to the on-site training, New Horizons will provide 11 training
coupons for free participation in training classes held at its Raleigh
location. The total estimated cost for the planned on-site computer
training is $15,000. Including the value of the training coupons, New
Horizons will provide training for Orange County employees at an
estimated per participation cost of$57.03. The funds for computer
training are included in the 1995-96 budget.
RECOMMENDATION: The Manager recommends the Board authorize the Board Chair to sign the
Agreement for Employee Computer Training with New Horizons
Computer Learning Center.

Training Agreement between New Horizons Computer Learning Center and
Orange County
This Memorandum of Understanding outlines the agreement between New Horizons Computer
Learning Center and Orange County to provide computer training to Orange County employees
during the period October 1, 1995 through June 30, 1996.
1. New Horizons Computer Learning Center will provide a qualified instructor to an Orange
County government location to teach computer courses in Windows and Microsoft Office
Software (Word for Windows, Excel, Access and Power Point). Each class will offer the
participants at least 6 hours of training time.
2. New Horizons Computer Learning Center will provide the computer hardware and
software necessary to set up 12 learning terminals per session at the designated Orange
County site. This includes necessary extension cords, cables and other accessories to run
the classes in a windows environment.
3. Orange County will arrange the training dates and provide a location for the training
which allows New Horizons to leave the computer hardware and software on-site
overnight during the period the training classes are being held.
4. Orange County will distribute information concerning the classes to County employees,
and coordinate the registration and enrollment process of participants. Orange County
will provide New Horizons with a list of participants attending each class.
5. Orange County will pay New Horizons a fee of $714.28 for each scheduled training
session with 12 allotted participant seats per session for a total of 21 training days.
Payment for each session will be made to New Horizons within 30 days of completion of
the session.
6. In addition to Item 5, New Horizons will provide 11 Training Coupons for free computer
training at the New Horizons Raleigh location for Orange County employees.
7. Either New Horizons Computer Learning Center or Orange County may cancel classes
due to inclement weather. If a class is cancelled for this reason, the class will be
rescheduled for a mutually agreeable date.
8. Either New Horizons Computer Learning Center or Orange County may reschedule a
training class if the class enrollment is fewer than eight participants. The class must be
rescheduled two weeks prior to the date of the scheduled class.
9. New Horizons will provide training class participants, 24-hour, 5 day a week telephone
support on the software application after course completion.. New Horizons will also
provide participants free re-takes of classes for up to 12 months from course completion
at the New Horizons Greensboro or Raleigh Training Center.
