Classification and Pay Plan Maintenance Study - Adopting the recommended class and salary grade changes listed in Attachment 1. 2. Board of Elections Office- - Changing the title of Elections Supervisor to Director of Elections and - Changing the title of the Deputy Supervisor to Deputy Director of Elections and changing the salary grade from 62 to 63. BACKGROUND: The background leading to the recommended changes in the Orange County Classification and Pay Plan is as follows: 1. Classification and Pay Plan Maintenance In keeping with the County's efforts to maintain the position classification and pay plan internally, Personnel has undertaken a series of classification and pay studies. These studies include scheduled classification reviews of individual positions and/or groups of positions and periodic assessment of labor market comparisons through salary surveys. The Personnel Department currently has completed the scheduled classification review of the occupational group of positions which includes planning, inspections,erosion control, environmental health,soil and water and related positions. This review is the first in the series of four studies that are currently scheduled. The classification review included the following steps: - Completing a salary survey to assess labor market comparisons. r 2 Conducting a classification review of positions, including reviewing current position descriptions, interviewing employees and supervisors to clarify a position's duties and responsibilities,reviewing the job factor evaluation information and revisiting the class relationships with related classes. Developing salary grade recommendations for individual classes. For the classes included in this Classification and Pay Plan Maintenance study,Attachment 1 is a list of the classes studied,the current and recommended classes and salary grade assignments, and the number of positions in each class. Of the 33 positions included in this study, - Eleven positions are recommended for a reassignment to a higher salary grade based on a salary range revision for the assigned class. There is no salary increase associated with this reassignment unless an employee's current salary is below the new minimum of the salary range. - Two positions are being recommended for a reclassification to the new class of GIS Project Coordinator. See Attachment 2 for the new GIS Project Coordinator class specification. Under the Orange County Personnel Ordinance, a reclassification provides for a five percent salary increase or an increase to the minimum of the new salary range, whichever is higher. In summary,the reasons for the recommended changes are: - Environmental health classes are recommended for a salary grade increase based on the education,experience and certification requirements set out in the general statutes. The recommendation is also based on the class relationships with related classes in this study. The County also has recently experienced significant recruitment difficulty in this area. - The Property Mapping Supervisor class is recommended for a salary grade increase based on the class relationships with the related classes in this study and due to changes in the duties and responsibilities that have impacted the job factor evaluation information. - Two positions(Planning Technician and Planner I) in the planning department are recommended for a reclassification to the new GIS Project Coordinator class due to significant changes in their duties and responsibilities. Specifically,these positions are now responsible for the creation and preparation of plans,maps, spatial analyses and other illustrative material using GIS hardware and software for ongoing planning studies, reports and other projects. The new GIS Project Coordinator class will accurately reflect the current duties and responsibilities of these two positions. The estimated cost to implement this study,as listed above is approximately$3,450. The funds necessary to implement this study are available in the fiscal year 1995-96 budget. The effective date proposed for implementation is October 1, 1995. Upon approval of this recommendation,the Classification and Pay Plan will be modified to include the GIS Project Coordinator class at Salary Grade 69 and also will include the salary grade changes for the environmental health and property mapping classes, as detailed in Attachment 1. 3 2. Elections In the 1995 session,the North Carolina General Assembly ratified a bill changing the title of the Supervisor of Elections to Director of Elections effective January 1, 1996. To comply with G.S. 163-35, it is proposed that the title of the Supervisor of Elections in the Orange County Classification and Pay Plan be changed to Director of Elections effective January 1, 1996. The Personnel Department has completed a classification review of the three Deputy Supervisor positions in the Board of Elections Office. The Elections Office requested this review because the duties and responsibilities of the positions had changed since the positions were last reviewed in January 1991. Key changes in the Deputy Supervisor positions include: - Significant changes in the requirements for this office have altered the procedures for most functions carried out by these positions. Specifically,the changes include the 1993 Mail-In-Registration service required by the 1995 National Voter Registration Act (NVRA)and revisions to the absentee voting procedures requirements. The impact of NVRA has been a more complex process requiring a wider scope of knowledge, skills and abilities. - The Elections Office has experienced an increase in citizen requests for information requiring research that is more technical in nature. The current duties and responsibilities of the Deputy Supervisor were compared to those of positions in other classes in the Classification Plan. The study indicates that the level of responsibility of the Deputy Supervisor positions is comparable to other positions at salary grade 63. This salary grade assignment also is supported by public employer labor market salary data. Thus it is recommended that the class of Deputy Supervisor be reassigned from Salary Grade 62 to Salary Grade 63 and the title be changed to Deputy Director of Elections. The estimated cost to implement this is$1,700 and these funds are available in the fiscal year 1995-96 budget. Upon approval of the recommended change,the three positions currently assigned to the Deputy Supervisor class will be reclassified and assigned to Deputy Director of Elections at Salary Grade 63. RECOMMENDATION: The Manager recommends the Board amend the Classification and Pay Plan by: 1. Adopting the Classification and Pay Plan Maintenance Study recommendations as specified in Attachment 1. 2. Board of Elections Office- - Changing the title of Elections Supervisor to Director of Elections and - Changing the title of the Deputy Supervisor to Deputy Director of Elections and changing the Salary Grade from 62 to 63. F\PERS\CLASSIFY\ABS3-ATT WPD September 6,1995 5 ► Attachment 2 C3125-10/95 GIS PROJECT COORDINATOR GENERAL DEFINITION OF WORK: Performs difficult professional work in the creation and preparation of plans, maps, spatial analyses and other illustrative materials using Geographic Information Systems (GIS)hardware and software for ongoing planning studies,reports and other projects; does related work as required. Work is performed under general supervision. TYPICAL TASKS: Captures spatial data for GIS projects by digitizing various hardcopy forms such as tax maps or aerial photographs; Creates databases for given coverages by selectively constructing attribute (text) files such as street names file for county roads coverage or an ownership file for a parcel coverage; Updates existing coverages and related databases to reflect actual conditions such as changes in zoning for particular areas; Evaluates planning inquiries,problems or studies and performs spatial analyses on selected coverages to determine outcomes and impacts, such as determining the land best suited for septic systems or farming; Designs and creates computer map compositions for planning projects to be used as illustrations for meetings or publications; Assigns building numbers and maintains street address databases for new construction and existing structures; Responds to public and staff inquiries concerning GIS products and street addresses; Performs related tasks as required. KNOWLEDGES SKILLS, AND ABILITIES: Thorough knowledge of GIS technology and software and its use with modern planning principles; general knowledge of drafting principles and practices as applicable to map design; thorough knowledge of the operation of a computerized digital mapping system and related peripheral equipment; ability to interpret and map planning data; ability to interpret aerial photographs, topographic maps and zoning maps; ability to produce accurate drawings, maps, graphs and illustrations; general knowledge of planning aspects and regulations of county-wide addressing system; skilled in operating computerized graphic/mapping workstations,personal computers, and computer terminals; ability to prepare reports and studies; ability to establish and maintain effective working relationships with County officials, associates and the general public; ability to plan and carry out GIS projects without detailed instructions or close supervision. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in computer science,planning, environmental science, geography, architectural drafting or related field and at least two years experience with GIS analysis and applications.
