Background Miscellaneous Function 1. On September 5, 1995, the Board of County Commissioners approved appropriations from their Contingency fund for two Farmland Preservation Workshops and a Wildlife Habitat Study. The appropriation for the Farmland Preservation Workshops, totalling$3,040, will enable the Agricultural Districts Advisory Board to conduct workshops relating to comprehensive approaches to preservation of farmland. The Wildlife Habitat Study will allow the Triangle Land Conservancy to study and identify wildlife corridors which animals must travel in order to survive. In turn,this will help the County better plan wisely and avoid inadvertently destroying endangered animals and their habitats. The appropriation for this study totals $10,000 (see block#1,page 3). Community Development Fund 2. The North Carolina Department of Commerce recently awarded Orange County$378,495 in Community Development Block Grant Funds. This grant,approved by the Board of County Commissioners on August 31,995,will be used to rehabilitate 17 deteriorated homes in the County. The attached grant project ordinance(page 4 of this amendment),Community Development Block Grant, provides for the receipt of these funds. 3. The Orange County HOME Consortium has been designated as a HOME Program Participating Jurisdiction by the US Department of Housing and Urban Development(HUD). As the lead administrative entity for the Consortium,Orange County will receive an entitlement allocation totalling $500,000 from HUD. In addition, local jurisdictions will contribute a combined local match of 25 percent of the entitlement allocation($500,000 less$50,000 for administration). Based on a Consortium agreement,the following individual jurisdiction contributions are: Orange County 42% $47,250 Chapel Hill 41% $46,125 Carrboro 12% $13,500 Hillsborough 5% $ 5,625 4 Orange County Budget Ordinance Amendment #2 2 Fiscal Year 1995-96 These appropriations are included in each jurisdictions 1995-96 approved budget. The attached HOME Program Grant Project Ordinance on page 5 of this amendment provides for this program. Jail and Courthouse Addition Capital Project 4. On September 5, 1995, the Board of County Commissioners awarded a bid and approved a contract for construction of additions to the Orange County Jail and the New Courthouse. Components of this combined project have previously been accounted for in separate capital project ordinances. This amendment consolidates the Jail Addition Capital Project Ordinance and portions of the New Courthouse Renovations Capital Project Ordinance into a new capital project ordinance-Jail and Courthouse Addition Capital Project. The new ordinance also provides for private placement funding of $1.5 million which was endorsed at the September 5th meeting. As discussed by the Board of Commissioners, revenues attributed to additional Federal Marshal inmates being housed in the Jail's new addition will provide a funding source for the repayment of this debt. The capital project ordinances on pages 6 through 9 of this budget amendment provide for these changes. Recommendation The Manager recommends that the Board approve the attached budget ordinance amendments, grant project ordinances, and capital project ordinances. Budget Amendment#2 September 20, 1995 4 Community Development Block Grant Project Ordinance Project Number Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina,the following grant project is hereby adopted. Section 1. The project authorized is the Community Development Block Grant which will provide funds for the rehabilitation of 17 deteriorated houses in Orange County. This project will be funded with a block grant from the North Carolina Department of Commerce. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to be available to complete this project: Intergovernmental $378,495 Section 4. The following amount is appropriated for this project: Human Services-Community Development $378,495 Section 5. This ordinance supersedes all previous"Community Development Block Grant Grant Project Ordinances". Section 6. This ordinance shall be in effect from the date of adoption through June 30, 1996. Section 1. The project authorized is the HOME Participating Jurisdiction Grant project. Eligible program activities include new construction,acquisition,housing rehabilitation,and tenant based rental assistance. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to be available to complete this project: Intergovernmental(Federal Grant) $500,000 Intergovernmental(Town of Chapel Hill) 46,125 Intergovernmental(Town of Carrboro) 13,500 Intergovernmental(Town of Hillsborough) S 625 Total Intergovernmental $565,250 Transfer from General Fund(1995-96) 47 2 0 Total Revenues Section 4. Section 1. The project authorized will provide funds to construct an addition to the existing jail and an additional Superior courtroom for the New Courthouse. This project will be financed by proceeds from the County's portion of the one half cent sales tax,a federal grant from the U.S.Marshals Office,and private placement funding. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: Transfer from Jail Addition Project(1995-96) $2,000,000 Transfer from New Courthouse Capital Project(1995-96) S507,104 Total Transfers $2,507,104 Private Placement(1995-96) $1,500,000 Total Revenue $ 007104 Section 4.
