Utility Plan As-Built Engineered Drawing
PURPOSE: To consider approving a dedication of water and sewer lines built to service the
Seymour Senior Center to the Orange Water and Sewer Authority ("OWASA").
BACKGROUND: OWASA is requesting this dedication in order to properly service the water
and sewer utilities installed to serve the Seymour Senior Center. The lines are depicted on the
attached Utility Plan As-Built Engineered Drawing.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): The Manager recommends that the Board approve the dedication of
these utilities to OWASA as presented, and to authorize the Chair to sign on behalf of the
Board.

according to Plat Book 102 at Page 99 Orange County Registry, does hereby dedicate
and convey unto Orange Water and Sewer Authority, its successors and assigns, all of
its right, title and interest in and to the water and sewer lines constructed in accordance
with plans titled "Utility Plan As-Built, Sheet Number CD 5.OA" prepared by Coulter,
Jewell, Thames, PA, and dated May 3, 2007.

• Standards and Specificetfans-All consttudion shall be in accordance with OWASA Standards and
Specgkatlons dated August, 2003, latest revised version.
• Please be advised that OWASA approval of this project is for compliance with OWASA Policies, Standards, and
Specfications only. All other matters pertaining to this project are the responsibility of the Design Engineer.
The issuance of this lager does not preclude the Develeper, Project Engineer, Contractor, aratherAgents or
Parties acfing on their behalf from full compliance wqh OWASA current StandaNs, Specficatkns, and
Procedures or from comptying with any and al statues, rules, regulations, and aMinanses which may be
imposed by other gavemment agencies (locel, state, and federoQ which may have jurisdicgon. V(otatwns will
result in the OWASA Projed approval being rescinded.

Sewer Usa Ordinance -Discharge gam this project must be In compliance wgh the OWASA Sewer Use
Ordinance. A grease interceptor shall be provided when (n the opinion of OWASA h is necessary far the proper
handling of wastewater containing excessive amounts of grease. All irdercepllon ungs must be of the type and
capacity which is certified by the Projed Engineer as meeting the requirements of OWASA.
• Sewer Services- Each building connected to the sewer system shall be served by a separate building sewerof
not less Than 4' in diameter Sewer services located vrithin public right-0f-ways or OWASA sewer easements
must be constructed of ductlie iron pipe from the tap up to and inoluding the flrst dean-out. Except for dead end
manholes, all4" inch sewer services must be tapped into the sewer main. AII6'services must bo connected to
a manhole.
• OWASA Easements - Na grading or encroachments are stowed wghin OWASA water or sewereasemenls.
Proposed easements must have vehicularaccess far OWASA maintenance vehicles wgh skpes no greater
than 4 to t. Proposed plantings within OWASA easements must came from the OWASA Suggeded Plantings
torWater and Sewer Easements adopted M'the Board of Oledars. A lendsppe plan must be submHted to
OWASA cleary showing the water andlor sewer flno, ifs placement within the easement, proposed p{arNngs
flan the approved list clearly labeled as such, and the distance from the waterlsewer line. OWASA wip Doty

Canstrocgon Inspector, the procedure for dechiarinalion will be savored. Absolukty no pushing, disinfedlon, or
purity sampling is to take place wghout prior approval ota samping plan by the OWASA Inspedar.

• Fire Protecgon Syskms-Pressure tesgng, chbrination, and purity testing shall be completed before the
Indapatlon of the DCDAIRPDA unit.
Temporary hydrant meters are subject to pdority use and are restricted to a 6D day period. For squagans where
temporary service is needed for a period exceeding 60 days, the user can purchase a meter devke of a size,
make, and model specified by OWASA and in axordance with OWASA's Administrative Guide on Tem ore
