PURPOSE: To approve the County Manager's recommendations regarding changes to Orange
County Government's organizational structure (reflecting information the Commissioners have
previously received) as follows:
1. Merge the Finance, Purchasing and Budget functions into a combined department
with the new title of Financial Services Department;
2. Merge the Land .Records/GIS Department with the Tax Assessor Department with
the title of the merged department being the Tax Assessor Department;
3. Change the title of the Department of Human Rights and Relations to the Human
Rights and Relations Office;
4. Change the title of Information Services to Information Technologies;
5. Change the title of the Personnel Department to Human Resources Department;
6. Change the title of Emergency Management Department to Emergency
Services Department; and
7. Change the title of the Recreation and Parks Department to Parks and
Recreation Department.
BACKGROUND:
Financial Services Department
This recommended change is based on the close financial relationship that exists with the
functions of the Finance, Budget and Purchasing operations. The combining of these functions
under one department will allow for the best practice leadership and accountability of the overall
financial functions of the County government. The Board has previously approved the director
level position of this merged department with the title of Financial Services Director and the
Department will report to the County Manager. (See Attachment #1 Financial Services

Land Records/GIS and Tax Assessor Department
This recommendation merges the Land Records/GIS Department with the Tax Assessor
Department. The title will remain the Tax Assessor Department and the department will
continue to report to the County Manager. The GIS support functions currently existing in Land
Records/GIS will be transferred to the Information Technologies Department. (See Attachment
#2 Tax Assessor Department Organizational Chart)
Change the Department of Human Rights and Relations title to the Human Rights and
Relations Office
The Human Rights and Relations organizational size, strategic focus, and relation to the County
Manager is better structured and titled as an office. This will not affect the responsibilities of the
positions or the salary of the incumbents. As in the past, this Office will report to an Assistant
County Manager.
Change Information Services Department 'title to Information Technologies Department
The title of Information Services Department is no longer utilized by best practice organizations.
The new title describes more appropriately the scope of the functions associated with
information technology and its applications within Orange County. The title change will not
affect the responsibilities or salary of the incumbents or the Department's reporting relationship
to the County Manager.
Change Personnel Department Title to Human Resources Department
The title of Personnel Department is no longer used by best practice organizations. The new
title better describes the functions associated with providing strategic direction to the
organization on how best to utilize human capital. The change in the department title will not
affect the responsibilities or salary of the incumbents or the Department's reporting relationship
to the County Manager.
Change Emergency Management Department Title to Emergency Services Department
1/d//hen the position of Emergency Management Director was vacated, the Manager
recommended and the Board approved the re-titling of the Director's ,position to
Emergency Services Director: This changed the Director's title, but did not address the
title of the Department itself. It is proposed that the Department's title be changed from
Emergency Management Department to Emergency Services Department. The new title
will more accurately reflect the various disciplines within the depar#ment which include:
emergency management, emergency medical, Fire Marshal's office and the 9-7-7
Communications Center. The use of the title "Emergency Management" may give the
impression ~ that the Department is only focused on emergency management functions
while the proposed title of Emergency "Services" Department provides a more accurate
representation of multiple functions within the Department. The department's title
change will not affect .the responsibilities or salary of the incumbents or the
Department's reporting relationship to the County Manager. The Department will be
evaluating and developing a process to implement the new department title for uniforms,
vehicles and other related departmental equipment and materials.

Change Recreation and Parks Department Title to Parks and Recreation Department
The title of Recreation and Parks Department no longer reflects the department's current
and future emphasis and focus on parks and parks operation. It is proposed that the
Department's title be changed from Recreation and Parks Department to Parks and
Recreation Department. The Recreation and Parks Advisory Council (RPAC) has also
discussed the proposed title change and concurs. The change in the department title will
not affect the responsibilities or salary of the incumbents or the Department's reporting
relationship to the County Manager.
FINANCIAL IMPACT: Salaries for staff positions will not be changed as a result of the
approval of these recommendations. Future review of positions through the pay and
classification study now being conducted may involve changes. All of the departments will be
evaluating and developing a process to implement the new department title for uniforms,
vehicles and other related departmental equipment and materials along with associated
costs.
RECOMMENDATION (S): The Manager recommends that the Board approve the changes in
the County's organizational structure as follows:
1. Merge the Finance, Purchasing and Budget functions into. a combined department
with the new title of Financial Services Department;
2. Merge the Land Records/GIS Department with the Tax Assessor Department with the
title of the merged department being the Tax Assessor Department;
3. Change the title of the Department of Human Rights and Relations to the Human
Rights and Relations Office;
4. Change the title of Information Services to Information Technologies;
5. Change the title of the Personnel Department to Human Resources Department;
6. Change the title of Emergency Management Department to Emergency Services
Department; and
7. Change the title .of the Recreation. and Parks Department to Parks and
Recreation Department
