THIS AGREEMENT, entered into this 18th day of December, 2014, by and between Orange
County ("County"), by and through the Orange County Arts Commission ("Arts Commission")
and Sarah Corvette("Grant Recipient").
WHEREAS, the Arts Commission is a countywide arts agency that ensures the growth of
local arts experiences by providing funding and support for diverse high quality programs and
proj ects.
WHEREAS, the Arts Commission administers the Spring and Fall Arts Grants Program
to provide economic opportunities to Orange County artists and non-profit organizations
coordinating arts projects benefiting the citizens of Orange County.
WHEREAS, the Spring Arts Grants Program is supported by Arts Commission with
funds from the Grassroots Program of the North Carolina Arts Council, an agency of the
Department of Cultural Resources and the National Endowment for the Arts.
WHEREAS, the Grant Recipient was selected by the Arts Commission to receive the
Spring Arts Grant through the procedures duly adopted by the Arts Commission; and
WHEREAS, both parties wish to promote and maintain the integrity and clarity of the
Grant Recipient's ideas and statements and delineate the Grant Recipient's obligations to the
County;
NOW, THEREFORE, the County and the Grant Recipient, for the consideration and
under the conditions hereinafter set forth, agree as follows:
1. Approved Grant Project. Grant funds are provided under this Agreement for the project
("Project") described in the Grant Recipient's Grant Application, attached hereto and
incorporated herein as Exhibit A.
2. Grant Award. Grant funds in an amount not to exceed nine hundred ninety-nine dollars
($999) have been awarded by the Arts Commission to the Grant Recipient for the
approved Project. These funds must be matched at least dollar-for-dollar with cash from
the Grant Recipient's funds not derived from either Orange County appropriations or the
North Carolina Arts Council.
3. Contingency. This grant is contingent on North Carolina Arts Council Grassroots
Program funding to the Arts Commission. Final decisions on Grassroots Program funds
to the North Carolina Arts Council are subject to approval by the North Carolina General
Assembly.
4. Responsibilities of the Grant Recipient

A. Implementation. The Project implementation shall take place between January 1,
2015 and December 31, 2015. The Project shall be implemented in the manner
described in Exhibit A. Time is of the essence in the implementation of the
Project.
B. Modifications to project. Grant Recipient shall present major changes to the
original proposal, including but not limited to changes in design, implementation
schedule and increase in Project budget by more than 10%, in writing to the Arts
Commission for approval. Arts Commission shall approve or disapprove Grant
Recipient's request for modifications within seven (7) days of receipt thereof.
Consent to project modifications shall not be unreasonably withheld. Arts
Commission's decisions shall be in writing. In the event the Arts Commission
fails to approve or disapprove the requested modifications within the time stated
herein,the modifications shall be deemed approved.
C. Non—assignment. The grant cannot be assigned or transferred to a different project
or artist without prior written approval of the Arts Commission.
D. Records. Grant Recipient must maintain records and other evidence pertaining
to costs incurred and revenues acquired during the Project implementation. Grant
Recipient shall maintain financial records pertaining to the Project for three (3)
years from the date of this Agreement, in case of audit.
E. Use of Funds. Grant Recipient shall not use the grant funds to repay outstanding
taxes or other debts of any nature. The grants shall be utilized solely for the
purpose of implementing the Project and Project related expenses.
F. Final Report. Grant Recipient shall submit to the Arts Commission a Final Report
on January 15, 2016 . The Final Report shall be in the format required by
the North Carolina Arts Council. Failure to submit the Final Report or late
submission of the Final Report, for any reason, shall be grounds for denial and/or
cancellation of grant funds for the Project and future grant proposals.
5. Responsibilities of the Arts Commission
A. Payment. The Arts Commission shall release the grant funds in the amount of
$999 to the Grant Recipient.
6. Publicity
A. Acknowled eg ment. Credit must be given to the Orange County Arts
Commission using the Arts Commission logo and if State funds are received
to the North Carolina Grassroots Program in brochures, news releases,
programs, and all other printed and online publications. Copies of such printed
materials must accompany the evaluation report. When no printed information is
used, verbal credit shall be given. In addition, all print and promotional material
must include the following credit line (check all that apply):

i. x County Funds Only. "This program is supported by the Orange County
Arts Commission. "
ii. North Carolina Arts Council Funding. "This program is supported by
the Orange County Arts Commission with funds from the Grassroots Program
of the North Carolina Arts Council, a state agency. "
B. The Grant Recipient must enter all events, exhibits and performances open to the
public and related to this grant award on the ExploreChapelHillARTS.com
website and display ExploreChapelHHURTS.com publicity materials
(postcards, brochures, etc.) prominently and consistently at their venue or
performance space. In addition, the Grant Recipient must add a link to the
ExploreChapelHillARTS.com (ExploreChapelHillARTS.com logo preferred)
to their main webpage. The Grant Recipient shall contact the Orange County Arts
Commission for replacement ExploreChapelHillARTS.com publicity materials.
7. Indemnity. The Grant Recipient agrees to indemnify and hold harmless the County, the
Arts Commission and the North Carolina Arts Council and their officers and employees
from any and all claims„or actual injury, damage or loss to a person, or real or personal
property that results from or is in any way connected to the use of the grant funds.
8. Independent Contractor. The Grant Recipient is an independent contractor and not an
employee, agent or other representative of the County and/or the Arts Commission.
Nothing contained in this Agreement shall be construed to create the relationship of
principal and agent, or employer and employee, between Grant Recipient and Arts
Commission or Orange County Government. Grant Recipient understands and agrees
that he/she is not authorized to incur any expenses or any liability whatsoever on behalf
of the County or the Arts Commission and has no authority, expressed or implied, to
obligate or make representations on behalf of the County or the Arts Commission. In
addition, Grant Recipient agrees to maintain his or her own worker's compensation
insurance for himself/herself and his or her employees for the duration of the art work's
installation.
9. Termination
A. In the event of any of the circumstances set forth below (hereinafter referred to as
"default"), the Arts Commission may immediately terminate this Agreement:
(i) Any fraudulent representation in any verification required to obtain
payment under this Agreement or other dishonesty on a material matter
relating to the performance of services under this Agreement.
(ii) Nonperformance, incomplete service or performance, or failure to
satisfactorily perform any part of the Project or to comply with any
provision of this Agreement, as determined by the Arts Commission in its
sole discretion.

(iii) Failure to adhere to the terms of applicable county, state or federal laws,
regulations, or stated public policy.
B. In the event of default by the Grant Recipient, the Arts Commission has the
discretion to elect to terminate this Agreement, in whole or in part and/or require
the Grant Recipient to repay the grant funds within seven (7) from written notice
of default or allow the grant recipient the opportunity to cure the default. This
clause shall not be interpreted to limit the County's or the Arts Commission's
remedies in law or in equity.
10. Miscellaneous.
A. Entire Agreement. This Agreement and the attachments contain the final and
entire understanding of the parties with respect to the subject matter of this
Agreement. All modifications and amendments to this Agreement shall be in
writing. This Agreement shall be binding upon the parties, their heirs, successors
and assigns.
B. Governing Law. This Agreement shall be interpreted in accordance with the laws
of the State of North Carolina and the Orange County.
IN WITNESS WHEREOF, the Orange County and the Grant Recipient have signed this Grant
Agreement, effective on the last date this Agreement is signed by both parties as indicated by the
dates set forth under signatures below.

Proposed Project--Sarah Corvette
Together We Are More: A Collaborative Art and Literacy Experience for Students and Families
of Scroggs Elementary School.
A passage from a favorite novel, a letter from one beloved, a feather found on a walk that changed
one's life, a special shell from a joyful holiday, a quote from an inspiring figure, a festive shirt woven
with cultural patterns--these objects, words,'and patterns function like keyholes through which we
catch a glimpse of a wider experience we want to remember, to hold on to--a memory that will
continue to shape us on our journey even when the original moment is long past. The physical
presence of the object, the words on the page, holding the stone from the Grand Canyon in one's
hand--creates a kinetic connection with lived experience. We all carry with us a cultural legacy
manifest in part in the tokens we treasure.
Inspired by the work of Italian artist Siglinda Scarpa, this project is designed to create a process of
artistic empowerment for the children of many cultures at Scroggs Elementary School. The project
will culminate in the completion of a tile- and object-embedded mural installed on the wall of the
school. The mural will consist of tiles etched with cultural patterns, quotes, and embedded objects
from the families of the student body, at once unifying the local school culture and celebrating the
diversity of the families who attend.

For this project I will reach out to the community on a number of levels. First, I will create an after
school art club for interested students, with pro-rated tuition (to secure matching funds) and
scholarship seats to be inclusive of as diverse a population as possible. The sole purpose of the club
will be to create this project, start to finish.

Next, the students in the club will help me reach out to the whole school community. Chapel Hill-
Carrboro City Schools has a terrific translation program, and I can easily make my requests in the
many languages I will need: Korean, German, Danish, Karen, Burmese, Chinese, Spanish, etc. I will
request from the community objects, images, examples of cultural patterns (like textile patterns), or
photographs to be included in the final piece.
The students and I will create ceramic tiles which will be treated with a a variety of decorative
methods. I have the equipment I need for this--a slab roller and a kiln. Tiles will be etched, screen-
printed, and/or glazed to create the patterns and quotes for the wall.
The students in the art club will help me with the final design of the wall, based on the elements we
acquire from the community. Tiles and objects will be applied to tile backerboard with construction
adhesive and grouted into place. The whole will then be trimmed with a simple wood trim,
polyuretheane finished for durability. The wall I have chosen for the work is one every child passes
every day, and is the wall right next to the cafeteria door, where hungry children often have to wait for
long minutes--a time they could spend exploring and thinking about the ideas in the piece. This will
magnify the impact of the art, as students will become quite familiar and intimate with it in a way they
could not with a work in a gallery, or even in a different public space in the school. They must linger,
look, and explore--and this is a work that will welcome hands to touch.
Community Impact
Scroggs Elementary School serves almost 600 students in grades Kindergarten through fifth, on the
urban fringe of the mid-sized city of Chapel Hill, North Carolina. Most students live in or around
Southern Village, a mixed-income development including many families professionally affiliated with
the University of North Carolina and UNC Hospital. In addition, the school serves a substantial
number of minority students, including a large population of Karen refugees, an ethnic group from
south-east Asia near the Thai border, currently in violent conflict with the government of
Burma. Scroggs has Title 1 programming, enrolling at least 40% of students from poor
families. While some students have families at liberty to enjoy the arts, many of our students are
struggling with basic language barriers and economic survival, and do not have access to cultural arts
experiences outside of school.
I serve every student at Scroggs as the sole art teacher and the face of my program for their
elementary school experience. In every class I have a number of students native to another culture,
often with little or no English, some straight from refugee camps in Thailand. Fortunately for me, art
media transcend language barriers, but how disempowering for a student to spend all day every day
awash in cultural experiences and language so foreign? I wonder how empowering it would be for all
of my students to create together a work that celebrates their home cultures, their home languages,
the memories and inspirations they bring to our community. From invisible and voiceless, to visible
and engaged--we would be creating a permanent haven for their native cultures embedded in the
walls of our school.
When complete, this project will reach an exponential number of students. Firstly, our current
community of 600 students, all of whom pass the proposed location of the mural daily. Next, the
families, who will feel tangibly connected and celebrated in this artwork. In addition, such a project
will be treasured for years to come, as a durable artwork in a school that serves six hundred students
a year. Last but not least will be the impact on the fifteen students who attend the art club,
empowered as artists in their own right, collaborating to create this work together. It is their vision
that will be supported, expanded, and honored in this process. As they scatter to the far corners of
the world in their journey, who knows what memories, tokens, and inspirations they will bring with
them?

Artist Experience
am extremely experienced in collaborative community art projects with schoolchildren. I have three
degrees in art and art-related areas: a Bachelor's of Arts in Art and Expository Writing from Oberlin
College in 1992, a Master's of Arts in Art Therapy from Naropa University in 1996, and a Bachelor's
of Fine Arts in Art Education from the University of North Carolina, Greensboro in 2012. 1 have been
teaching in the area since 1996, first at the ArtsCenter in Carrboro, then in a variety of private
schools, and finally at public middle and elementary schools in our area. Specifically, we have built
an earth oven, made a zombie movie, created a tiled piece using prints from the student's shoes,
crafted a huge Chihuly-style chandelier using pop bottles and heat guns, and are currently weaving
tapestries entirely from found objects in specific color families. My favorite collaborative projects do
what this one does, address a need in the community. At my last school I headed an Empty Bowls
project, in which every child and staff member created a bowl to sell, all the proceeds going to three
local food banks serving our families.
I also have extensive experience in the tile work I am undertaking. I have taken a tilework class with
Siglinda Scarpa, and went on tile my entire kitchen and dining room floor in saggar-fired tiles I
created. I have taught children how to make clay tiles every year I have taught, now nearly twenty
years. I have a wide variety of clay experience, both in handbuilding, wheelthrowing, and slip
casting. I have Siglinda to turn to if I have any questions or issues arise. My husband is a builder,
and we have access to any tools or expertise I need, from tile saws, to cement mixers, etc. I can do
this, and do it well.

Created an art program for children aged three to six using the Reggio Emilia philosophy of education and
theories of psychological development in art therapy. Published extensive and beautiful documentation of
children's work to parents and the school community. Designed and built exciting and beautiful learning areas
for children indoors and out,including shaped gardens, outdoor studio spaces,and topic-specific learning
centers for all areas of investigation. Founded strong relationships with local farmers, creating beloved
extended members of the Sunflower School community, and expanding student awareness of seasonal food
production.

Conducted art psychotherapy for children and adults,providing skilled counseling and creative experiences for
clients struggling with depression,eating disorders, and trauma. Coordinated with primary therapists to target
therapeutic work more effectively.

THE ARTSCENTER, CARRBORO,NC —Art Teacher 1997-2001
Designed and taught preschool,family, and adult art classes. Children and family art classes included Fairy
Wings and Other Things: Creating Enchanting Play Prods for Kids, and Wild Families Making Art.Adult classes included
archetypal mask making based on face casting. Classes were designed to expose children to high-quality and
recycled art materials,teach basic skills,and guide families in supporting their children's creative and artistic
development.
CARVER HILL SCHOOL, DURHAM,NC —Art Teacher/Art Therapist 1996-1997
Instituted the first therapeutic art curriculum in a school for special needs middle school children. Prepared
psychological assessments and consulted with teachers and staff to develop a comprehensive therapeutic
program. Conducted one-on-one and group art therapy with students. Received a grant to fund a special
project making masks and creating a calendar for the students to share with their families.

To Whom it May Concern,
I am Sarah Cornette's colleague and a fellow elementary art teacher in Chapel Hill Carrboro City Schools.
I am writing to advocate and support Sarah's proposal to facilitate a community arts project at
Scroggs. Sarah has a true passion for the arts and for teaching, along with many years of
experience. Being new to the district, she has quickly shown that she is motivated to create opportunities
for her students to express their individuality, diversity and culture through art.
I am also an art teacher in a culturally diverse elementary school here in Chapel Hill. I understand that it
is absolutely essential for school environments to be inclusive, and accepting of all backgrounds. Students
feel valued when their uniqueness is acknowledged. But how can schools make visible and celebrate their
rich diversity? Sarah's project proposal to bring students and their families together in order to create a
permanent art installation, will not only be valuable in it's completion but also in it's process. Participants
of the project can build connections with each other and share their stories while making their
collaborative art work.
I think this permanent community art installation will contribute to the celebration of culture at Scroggs
Elementary School and help students to feel valued as a part of their community. I am in true support of
this project.
