THIS AGREEMENT, entered into this 17th day of December, 2014, by and between Orange
County ( "County "), by and through the Orange County Arts Commission ( "Arts Commission ")
and Seawell Elementary School PTA ( "Grant Recipient ").
WHEREAS, the Arts Commission is a countywide arts agency that ensures the growth of
local arts experiences by providing funding and support for diverse high quality programs and
proj ects.
WHEREAS, the Arts Commission administers the Spring and Fall Arts Grants Program
to provide economic opportunities to Orange County artists and non - profit organizations
coordinating arts projects benefiting the citizens of Orange County.
WHEREAS, the Spring Arts Grants Program is supported by Arts Commission with
funds from the Grassroots Program of the North Carolina Arts Council, an agency of the
Department of Cultural Resources and the National Endowment for the Arts.
WHEREAS, the Grant Recipient was selected by the Arts Commission to receive the
Spring Arts Grant through the procedures duly adopted by the Arts Commission; and
WHEREAS, both parties wish to promote and maintain the integrity and clarity of the
Grant Recipient's ideas and statements and delineate the Grant Recipient's obligations to the
County;
NOW, THEREFORE, the County and the Grant Recipient, for the consideration and
under the conditions hereinafter set forth, agree as follows:
1. Approved Grant Project. Grant funds are provided under this Agreement for the project
( "Project ") described in the Grant Recipient's Grant Application, attached hereto and
incorporated herein as Exhibit A.
2. Grant Award. Grant funds in an amount not to exceed one thousand dollars ($1,000)
have been awarded by the Arts Commission to the Grant Recipient for the approved
Project. These funds must be matched at least dollar- for - dollar with cash from the Grant
Recipient's funds not derived from either Orange County appropriations or the North
Carolina Arts Council.
3. Contingency. This grant is contingent on North Carolina Arts Council Grassroots
Program funding to the Arts Commission. Final decisions on Grassroots Program funds
to the North Carolina Arts Council are subject to approval by the North Carolina General
Assembly.
4. Responsibilities of the Grant Recipient

A. Implementation. The Project implementation shall take place between January 1,
2015 and December 31, 2015. The Project shall be implemented in the manner
described in Exhibit A. Time is of the essence in the implementation of the
Project.
B. Modifications to project. Grant Recipient shall present major changes to the
original proposal, including but not limited to changes in design, implementation
schedule and increase in Project budget by more than 10 %, in writing to the Arts
Commission for approval. Arts Commission shall approve or disapprove Grant
Recipient's request for modifications within seven (7) days of receipt thereof.
Consent to project modifications shall not be unreasonably withheld. Arts
Commission's decisions shall be in writing. In the event the Arts Commission
fails to approve or disapprove the requested modifications within the time stated
herein, the modifications shall be deemed approved.
C. Non — assignment. The grant cannot be assigned or transferred to a different project
or artist without prior written approval of the Arts Commission.
D. Records. Grant Recipient must maintain records and other evidence pertaining
to costs incurred and revenues acquired during the Project implementation. Grant
Recipient shall maintain financial records pertaining to the Project for three (3)
years from the date of this Agreement, in case of audit.
E. Use of Funds. Grant Recipient shall not use the grant funds to repay outstanding
taxes or other debts of any nature. The grants shall be utilized solely for the
purpose of implementing the Project and Project related expenses.
F. Final Report. Grant Recipient shall submit to the Arts Commission a Final Report
on January 15, 2016 . The Final Report shall be in the format required by
the North Carolina Arts Council. Failure to submit the Final Report or late
submission of the Final Report, for any reason, shall be grounds for denial and /or
cancellation of grant funds for the Project and future grant proposals.
Responsibilities of the Arts Commission
A. Pae. The Arts Commission shall release the grant funds in the amount of
$1,000 to the Grant Recipient.
6. Publicity
A. Acknowled eg ment. Credit must be given to the Orange County Arts
Commission using the Arts Commission logo and if State funds are received
to the North Carolina Grassroots Program in brochures, news releases,
programs, and all other printed and online publications. Copies of such printed
materials must accompany the evaluation report. When no printed information is
used, verbal credit shall be given. In addition, all print and promotional material
must include the following credit line (check all that apply):

i. x County Funds Only. "This program is supported by the Orange County
Arts Commission. "
ii. North Carolina Arts Council Funding. "This program is supported by
the Orange County Arts Commission with funds from the Grassroots Program
of the North Carolina Arts Council, a state agency. "
B. The Grant Recipient must enter all events, exhibits and performances open to the
public and related to this grant award on the ExploreChapelHillARTS.com
website and display ExploreChapelHillARTS.com publicity materials
(postcards, brochures, etc.) prominently and consistently at their venue or
performance space. In addition, the Grant Recipient must add a link to the
ExploreChapelHillARTS.com (ExploreChapelHillARTS.com logo preferred)
to their main webpage. The Grant Recipient shall contact the Orange County Arts
Commission for replacement ExploreChapelHillARTS.com publicity materials.
7. Indemnity. The Grant Recipient agrees to indemnify and hold harmless the County, the
Arts Commission and the North Carolina Arts Council and their officers and employees
from any and all claims or actual injury, damage or loss to a person, or real or personal
property that results from or is in any way connected to the use of the grant funds.
8. Independent Contractor. The Grant Recipient is an independent contractor and not an
employee, agent or other representative of the County and/or the Arts Commission.
Nothing contained in this Agreement shall be construed to create the relationship of
principal and agent, or employer and employee, between Grant Recipient and Arts
Commission or Orange County Government. Grant Recipient understands and agrees
that he /she is not authorized to incur any expenses or any liability whatsoever on behalf
of the County or the Arts Commission and has no authority, expressed or implied, to
obligate or make representations on behalf of the County or the Arts Commission. In
addition, Grant Recipient agrees to maintain his or her own worker's compensation
insurance for himself /herself and his or her employees for the duration of the art work's
installation.
9. Termination
A. In the event of any of the circumstances set forth below (hereinafter referred to as
"default "), the Arts Commission may immediately terminate this Agreement:
(i) Any fraudulent representation in any verification required to obtain
payment under this Agreement or other dishonesty on a material matter
relating to the performance of services under this Agreement.
(ii) Nonperformance, incomplete service or performance, or failure to
satisfactorily perform any part of the Project or to comply with any
provision of this Agreement, as determined by the Arts Commission in its
sole discretion.

(iii) Failure to adhere to the terms of applicable county, state or federal laws,
regulations, or stated public policy.
B. In the event of default by the Grant Recipient, the Arts Commission has the
discretion to elect to terminate this Agreement, in whole or in part and /or require
the Grant Recipient to repay the grant funds within seven (7) from written notice
of default or allow the grant recipient the opportunity to cure the default. This
clause shall not be interpreted to limit the County's or the Arts Commission's
remedies in law or in equity.
10. Miscellaneous.
A. Entire Agreement. This Agreement and the attachments contain the final and
entire understanding of the parties with respect to the subject matter of this
Agreement. All modifications and amendments to this Agreement shall be in
writing. This Agreement shall be binding upon the parties, their heirs, successors
and assigns.
B. Governing Law. This Agreement shall be interpreted in accordance with the laws
of the State of North Carolina and the Orange County.
IN WITNESS WHEREOF, the Orange County and the Grant Recipient have signed this Grant
Agreement, effective on the last date this Agreement is signed by both parties as indicated by the
dates set forth under signatures below.

Arts Program Application Narrative
School Profile
Seawell Elementary is located in Chapel Hill, NC and has a student body composed of
565 students from a Wide range of cultures and backgrounds, 47% White, 31% Asian,
16% Black, 7% Hispanic, and 1% Other. 15% of our student are eligible for free and
reduced lunch. We have a very active outreach in our school to support families in need
through the work of our school social worker; L=inda Williford: Seawell Elementary offers
a variety of in- school and after - school activities that enrich the students' educational and
social development. Some school and district level activities provided to the student body
include Soaring Seahawks, Math Olympiads, and Odyssey of the Mind. The Seawell
PTA provides funding for art, music, and technology; sponsors family programming
events like Big Fall Play Day and Bingo Night; and provides teacher reimbursement for
classroom supplies. Additionally with the financial support of the PTA, Seawell is able to
offer 3 -4 cultural enrichment programs in the form of artistic presentations for the
students. By creating well - rounded students, Seawell is able to have a positive impact on
the lives of its students, families, and the communities of Chapel Hill and Orange
County.

Proposed Uses of Funds
A significant way that we enhance the educational experience for children at Seawell is to
bring in live performances of artists from around the world— artists who introduce our
students to history, culture, and a wide range of human expression through artistically
rendered stories, dynamic dance forms, and a spectrum of musical traditions. With each
performance, we provide study guides and curriculum ideas to all of the teachers as a tool
to prepare students for what they will encounter. In choosing our artists each year, we
have purposefully emphasized performances that highlight the wide range of cultures
present in our own student body: Asian, European, Latin, African as well as looked for
opportunities to tie in artists representing North Carolina traditions and culture. This has
been exciting to watch the children recognize elements of their own identity and
background in the presentations and to see their pride in the association. Well after
performances, the children continue to hum a memorable melody, cut a break dance
move, and reminisce about key events and memorable moments. Unfortunately, in recent
years, we have seen our Cultural Enrichment funds diminish and have had to scale back
considerably the number of performances and, consequently the amount of access the
children have to quality performing arts.
We are seeking the Arts in Education Grant for Fall 2014 -2015 in order to bring two
strong performing arts groups to our stage in Spring 2015. Without Arts Commission

funding, we will be financially obliged to limit our spring performances to half of the
student body. In February, The Bright Star Touring Theater would perform Aesop's
Fables for a pre -K -2 group, and Heroes of the Underground Railroad for the 3 -5 group.
Well known for their engaging style and ability to bring transformative stories to life,
these productions would make significant character connections and accentuate the
African- American experience during Black History month. In March, Hobey Ford's
Golden Rod Puppets would introduce the older grades to "Migrations" --a show that
focuses on the migrations of animals across the globe and the necessity of movement in
the natural world. The tale is told through the voice of a young Mexican girl, linking the
natural story to the narrative of human migrations. The younger children would see
14obey Ford's breathtaking puppets in "Animalia " —a visual portrayal of the
metamorphosis of animals, from tadpoles to frogs, caterpillar to butterfly.

Assistant Director, Traditional Arts Indiana
Worked with Executive Director, Jonathan Kay, to develop a statewide network of programs and
support for traditional arts in Indiana. Developed traveling exhibit series, co- produced public
programs and performances, and evaluated organizational structures for improvement.
2001 -2005
North Carolina Mammography Project, Lumbee Breast Cancer Oral History Project,
Consultant. With a team of health care specialists from University of North Carolina, Chapel Hill
and UNC- Pembroke, I oversaw the development of an archive of 30 interviews with Lumbee
breast cancer survivors that examine the experience of breast cancer from a Lumbee
perspective with the goal to inform and influence the procedures and policies surrounding
treatment of Lumbee breast cancer patients. This involves research, conceptualization,
interview development, training of Lumbee interviewers, and ongoing analysis.
2002 -2004
Researcher and co- coordinator of North Carolina's representation at the 2004 Smithsonian
Folklife Festival program "Water Ways: Mid - Atlantic Maritime Culture." Developed community
support and profiles for the Albemarle Sound region and helped define and coordinate
programming to represent North Carolina's maritime cultures and traditions to festival visitors.
Acted as interpreter and presenter at festival.
1999 -2001
Southern Oral History Program, Project Coordinator
A major oral history initiative, "Listening for a Change" was launched across the state by a multi-
disciplinary team of researchers seeking to elicit a more inclusive state history. As one of the
project coordinators in the initiative, I worked with colleague Alicia Rouverol to develop a project
focused on the changing neighborhoods of Northeast Central Durham where large numbers of
Latinos are settling into historically African - American communities. Managing a team of
graduate students and neighborhood folks and using a collaborative approach that seeks to
engage community leaders in the planning and implementation of the project, we completed a
community mural, a community history booklet, and a housing advocacy video. The emerging
impact of the project has been the engagement of area residents in a dialogue about community
challenges, solutions and visions for the future. Our work is already becoming a model for
similar community building initiatives.
Student Action with Farmworkers, Folklife Consultant
SAF administers an internship program each summer to give college students an opportunity to
work within the farmworker community on advocacy issues. Over three years, I helped the
organization develop a documentary structure for surveying folklife among farmworkers. In a

workshop format, I trained interns inboth oral history techniques and identifying, documenting
and recording folklife using fieldwork methodology and the tools of photography and tape -
recorded interviews. Resulting intern projects are used as educational outreach tools by SAF
and are submitted to the Southern Folklife Collection at University of North Carolina at Chapel
Hill (UNC -CH).
1998 American Folklore Society, Public Sector Folklorist in Residence
A prestigious appointment, the Public Sector residency seeks to bridge the division between
folklorists working in academic and public realms. Hosted for two weeks by Utah State
University, I conducted a fieldwork seminar for graduate students in folklore and presented a
regional folkways class for undergraduate students. I also pursued a personal research project
on Mormon Genealogy quilts in the Utah State Archives, Fife Folklore Archives, and through
fieldw6rk in the surrounding counties.
North Carolina Museum of Natural Sciences, Folklife Consultant
Reviewed existing oral histories with artists, writers and tradition bearers within the state for
references to North Carolina landscape and natural resources and recommended portions for
auditory component of museum exhibit space.
North Carolina Arts Council, Folk Heritage Award Program Fieldworker
Researched and interviewed recipients of the 1998 North Carolina Folk Heritage Awards:
country gospel singers The Wilson Brothers and weaver Ossie Phillips. Processed
documentation, highlighted key materials, and drafted biographical sketches for program
book.
Museum of the Jewish Family, Researcher and Writer
Researched and wrote text for an exhibit, booklet and brochure on Israel's culture and
history as expressed through stamp images in celebration of Israel's 5oth anniversary:
"The Running Stag: Images of Israel in Postage Stamp Art" exhibited at Duke University
in Durham.
1997 North Carolina Arts Council, Northeast Folklife Survey Coordinator
Working with state folklorists, developed a comprehensive survey strategy for the coastal
counties of North Carolina with the goal of establishing contacts and cultural resources for both
the state arts council and for people living in these communities. Generated hundreds of
images and fifteen interviews in twenty days of fieldwork and co- authored a written report for
use by community development groups in the region.
North Carolina Museum of Art, Festival Participant Coordinator
Assisted the museum's Events Director in orchestrating a fiftieth anniversary festival for the NC
Museum of Art that highlighted connections between culture, art and celebration. Managed
arrangements and stage needs for participants and performers.
1996 The Southern Oral History Program, Oral History Interviewer
Completed four interviews with four Native American women of leadership in the Waccamaw-
Siouan and Coharie tribes of North Carolina. The processed interviews are part of a Women's
Leadership and Grassroots Activism Project that culminated in a documentary video and in oral
history performances throughout the state.
North Carolina Museum of History, Folklore Consultant
Gathered contemporary stories of health and healing for upcoming exhibit on the cultural
systems and attitudes that surround health and sickness. Generated interviews on health issues
such as AIDS, cancer and migrant health; processed and analyzed the stories for use in the
written and interactive portions of the exhibit.

1995 Idaho Commission on the Arts, Fieldworker for Traditional Arts Survey
Traveled nine - county region of southeast Idaho gathering resources for the Idaho State
Folklorist. Interviewed, photographed and gathered traditional music, stories, handicrafts and
other folklore of the region to be used in programming by the Commission. Completed twenty -
three interviews with tape logs, generated and labeled hundreds of slides and B &W images and
maintained detailed field notes for fifty -five days.
1994 The Western Folklife Center, Archive Consultant
Created archival system for existing and incoming audio, image, artifact and text collection.
Researched and installed Filemaker Pro database management software. Participated in
documenting Native American ranching traditions in preparation for the Center's annual Cowboy
Poetry Gathering.
Festival for the Eno, Assistant Coordinator
Engaged and managed a large number of staff and volunteers. Designed and handled publicity
mailings and press releases. Conceived and procured grant funding for a hands -on pottery
event and demonstration which introduced festival visitors to North Carolina's pottery traditions.

2002 North Carolina Arts Council, Documentation Grant
Developed a community narrative of the Southern Albemarle region of North Carolina for
inclusion in the Smithsonian Folklife Festival 2004 program "Water Ways: Mid - Atlantic Maritime
Culture." This included facilitation of community planning meetings, fieldwork, processing,
interpretation and recommendations to Smithsonian staff.
1998 North Carolina Arts Council, Documentation Grant.
Fieldwork documentation of commercial fishing culture in Albemarle Sound region — specifically
the pound netting and boat building traditions of the Davenports, brother fishermen regionally
recognized as extraordinary practitioners of traditional fishing. This work led to the Davenports
receiving a prestigious NC Folk Heritage Award in 2007. Resulting interviews, field notes, and
slides housed in the Southern Folklife Collection at UNC -CH.
1997 North Carolina Arts Council, Folklife Projects Grant
Grant co- written with Waccamaw- Siouan tribe to fund the publication of a booklet on quilters
and quilting traditions in the Waccamaw community. Copies have been sold locally and given to
participating quilters and their families.
1996 North Carolina Arts Council, Documentation Grant.
Fieldwork survey of traditional culture in the Waccamaw- Siouan tribe, including church music
and worship, cornhusk weaving, and fishing. Also under this grant, worked with tribal leaders to
procure funding for a publication on quilting as follow -up to a previous quilt documentation
project. Documentation housed in the Southern Folklife Collection at UNC -CH. 1996.
1994 North Carolina Arts Council, Documentation Grant.
Used fieldwork techniques to survey, interview and photograph quilters from the Waccamaw -
Siouan tribe of North Carolina. The documentation from this project has enriched state quilt
history and introduced Waccamaw- Siouan culture outside their region. Waccamaw quilters
showed quilts and demonstrated quilting at the 1995 Eno River Festival in Durham, NC - -an
event attended by over 30,000 people. Also, through my nomination, Waccamaw quilter Lee
Jacobs received a prestigious 1996 North Carolina Folk Heritage Award. Documentation
housed in the Southern Folklife Collection at UNC -CH. 1994.

Hobey Ford has never had another career. Internationally renowned in
the puppetry field, and an award - winning performer and Kennedy Center
Partner in Education teaching artist, Ford knew early on what he wanted
to do after seeing a puppet show while still a youngster. He was bitten by
the puppetry bug! While studying at an arts college, Hobey eventually
found "... one of my cornerstones , that I would approach puppetry as
storytelling with puppets."
Ford designs and constructs all of his Golden Rod Puppets as well as the beautiful sets that surround them. Now a resident
of Asheville NC, Hobey also draws on his early experiences growing up in coastal Connecticut or living in a Nevada Native
American community in writing the scripts for some of his performances such as "Whale Walker" and "Turtle Island Tales."
He first created the Golden Rod Puppets in 1980 and often adapts folk tales and global cultural traditions for his perfor-
mances, always adding a special "Golden Rod" twist. His performances incorporate a variety of puppetry styles: Bunraku,
rod, marionettes, Foamies and shadow puppetry. Hobey is quick to credit his audiences for completing the creative spark
that is ignited with every live performance and he has brought his amazing talent to family audiences all over the world for
over two decades.
Ford has received the highest awards for his brilliant and priceless contributions to the world of puppetry: two -time winner
of puppetry's highest honor, the UNIMA Citation of Excellence, recipient of three Jim Henson Foundation grants, and The
Hermitage Fellowship, Hobey Ford is renowned for excellence in in his craft. Chosen as a Kennedy Center Partner to teach
teachers (and other artists) how to use the performing arts in the classroom curriculum, Hobey not only performs his original
works all over the world but offers workshops to teachers and students alike.
Hobey Is considered by his peers both an Innovator In puppetry craft and a master storyteller. He created both the
"Foamies" and the clever hand puppet known as "Peepers," an imaginative, patented set of plastic eyes - for hands of any
size- worn in several ways that turn the bare hand into an innovative and inexpensive instant puppet! The "Foamies" are
large animal puppets that Hobey designs, carves and palnts from blacks of foam. After studying each animal's characteristic
movements, Hobey designs various rod control mechanisms to make the puppets themselves move in an incredibly life -like
manner. The "Foamies" are presented using both stage and house performance spaces, often flying or "walking" right out
over the audiences' heads!

Underground Railroad to Perform Locally
Bright Star Touring Theatre, a national professional touring theatre company based in Asheville,
NC, is visiting the area with their acclaimed show Heroes of the Underground Railroad. From
the National Underground Railroad Freedom Center in Cincinnati to audiences across America,
this accessible production has received nation -wide acclaim.
Heroes of the Underground Railroad is an inspiring exploration of the lives and work of
notable Abolitionists and slaves from America's Underground Railroad. The show provides a
fundamental historical context of the time period while recreating the lives and work of several
prominent and nearly forgotten heroes. Harriet Tubman, Levi Coffin, Henry `Box' Brown, John
Parker and Frederick Douglass are just some of the figures brought to life within this 45- minute
show. The play sheds light on everything from secret messages along the routes to music from
the period.
Heroes of the Underground Railroad seeks to inspire young audiences with the stories of
everyday Americans who stood up for their beliefs and worked to make our world a better place.
This show is best appreciated by grades 2nd through adult.
