Purpose
To approve proposed budget ordinance amendments and grant project ordinances.
Background
Health Department
1. The Orange County Health Department has received several unanticipated grants from the State.
Additional State revenues,totalling$15,018,provide funds for the Child Health Program(General Fund),
Breast and Cervical Cancer Screening Program(Grant Projects Fund),and Immunization Action Plan
Program(Grant Projects Fund).No additional County funds are required for the receipt of these monies.
The Child Health Program will receive$905 for expenses associated with the Orange County Child
Fatality Prevention Team(see block#1,page 3). This team reviews all deaths in Orange County of
children under the age of 18. Additional State funds totalling$1,681 have been allocated to Orange
County's Breast and Cervical Cancer program. These additional funds will enable the Department to
screen a minimum of 191 women for breast and cervical cancer. The attached Breast and Cervical
Cancer Program Grant Project Ordinance reflects the receipt of these additional funds. An additional
allocation of$12,432 has been awarded to the County's Immunization Action Plan Program for this fiscal
year. The attached Immunization Action Plan Grant Project Ordinance reflects this award.
Cooperative Extension
2. Orange County Cooperative Extension Service was recently awarded a Smart Start grant totalling
$17,880. This grant,which does not require County matching funds,will enable staff to work with the
Orange County Coalition for Immunization in promoting childhood immunizations. This grant will
provide an estimated 100 youths'immunizations. The attached Smart Start Grant Project Ordinance
reflects the receipt of these funds.
Contributions to Outside Agencies
3. Rape Crisis of Orange County has received a Victims of Crime Act(VOCA)grant from the State. This
grant,which totals$29,211, will be used to assist victims of sexual assault. No additional County funds
are required for this agency to receive these funds(see block#3,page 3).

Sheriffs Department
4. The Orange County Sheriffs Department recently received drug tax payments from the State totalling
$32,512. According to State Statutes,these forfeitures must be used for drug law enforcement or
additional equipment purchases. The Sheriff plans to use a portion of these funds, $5,200,to purchase
additional weapons for his staff. The use of the balance of these funds has not yet been determined by the
Sheriff. (see block#4,page 3).
Recommendation
The Manager recommends that the Board approve the attached budget ordinance amendments and grant project
ordinances.

Comprehensive Breast and Cervical Cancer Control Program
Grant Project Ordinance

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Comprehensive Breast and Cervical Cancer Control Program as awarded
to the Orange County Health Department by the Centers for Disease Control. The purpose of this grant
is to provide screening and follow-up services for women in Orange County.
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document,
the rules and regulations of the Centers for Disease Control.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental-Breast& Cervical Cancer $26,996
Section 4. The following amount is appropriated for this project:
Human Services-Breast& Cervical Cancer $26,996
Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient specific detailed
accounting records to provide the accounting to the grantor agency required by the grant agreement and
federal and state regulations.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due. Reimbursement
requests should be made to the grantor agency in an orderly and timely manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer for direction in carrying
out this project.
Section 8. Positions authorized through this grant project ordinance include:
.125 Full-Time Equivalent Family Nurse Practitioner position
This position is authorized through June 30, 1996. Subsequent funding in future years is contingent upon
the availability of grant funds.
Section 9. This project period begins July 1, 1995 and goes through June 30, 1996.
Section 10. This ordinance supersedes all previous"Comprehensive Breast and Cervical Cancer Control Program"Grant
Project Ordinances.

Immunization Action Plan Program

of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Immunization Action Plan Program as awarded to the Orange County Health
Department by the North Carolina Department of Environment,Health and Natural Resources.
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document,
the rules and regulations of the North Carolina Department of Environment,Health and Natural
Resources and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental-Immunization Action Plan $26,597
Section 4. The following amount is appropriated for this project:
Human Services-Immunization Action Plan $26,597
Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient specific detailed
accounting records to provide the accounting to the grantor agency required by the grant agreement and

of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Smart Start Program as awarded to the Orange County Departments of Social Services,
Health,Library and Cooperative Extension by the State of North Carolina and the Orange County Partnership for
Young Children(OCPYC).
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document,and the
rules and regulations of the State of North Carolina.
Section 3. The following revenue is anticipated to be available to complete this project:

Section 7. Copies of this grant project ordinance shall be made available to the Finance Officer for direction in carrying out this
project.
Section 8. Positions authorized through this grant project include 3.5 full time equivalent positions in the Department of Social
Services as authorized by the Orange County Board of County Commissioners on February 15, 1994. Subsequent funding
beyond June 30, 1996 is contingent upon the General Assembly's additional allocation of Smart Start funds.
