PURPOSE: To consider awarding a bid for the purchase of ten ( 10) Semi-
Automatic Defibrillators.
BACKGROUND: Funds have been allocated in the 1995-2000 CIP budget for the
purchase of ten ( 10) Semi-Automatic Defibrillators for Orange
County EMS. The defibrillators will be used as part of a study
project to evaluate defibrillation at the First Responder level.
The study is being conducted in Wake and Orange Counties over a
twelve month period, following the recent approval of the study by
the State. The State Office of EMS and the State Board of
Medical Examiners currently allow defibrillation to be performed at
the EMT level. This pilot program will allow us to have
defibrillation performed at the First Responder level which is a
lower certification than EMT. The States ' interest is that most
fire department early responders are trained at a level lower than
EMT. The success of this program will allow early defibrillation
in potential sudden cardiac death cases by responders trained at
basic levels.
Orange County's equipment needs were identified and specifications
were developed by County Staff and Dr. Greg Mears, Medical Director
of Orange County. Bids were solicited from three vendors. Two
bidders responded. A tabulation is attached.
Aero Products of Sanford, Florida submitted the lowest bid.
However, their defibrillator did not meet specifications. The two
major deviations are that they don't have a removable memory module
which would allow the device to remain functional after it has been
used on a patient. Without the removable module, the defibrillator
would have to be taken out of service until the data could be
downloaded. The other deviation is that their unit does not
provide data management. With this study project, the ability to
analyze multiple patient encounters is critical. This will allow
for the analysis of the overall performance an effectiveness of

First Responder Defibrillation. This is a requirement placed by ,
the State for this project.
Therefore, - Physio-Control of Redmond, Washington submitted the
lowest responsible bid at a cost of $4,487.00 per defibrillator.
The 1995-2000 CIP anticipated the acquisition of this equipment as
part of a multi-year lease purchase. However 1994-95 funds not
expended on a new ambulance are available to purchase the equipment
outright so as to avoid interest expense from a lease purchase.
The unexpended ambulance funds can be restored, if needed, as part
of the 1996-2001 CIP, pending the results of the Quick Response
Vehicle (QRV) pilot program that began August 1.
RECOMMENDATION: The Manager recommends award of the bid to Physio-Control of
Redmond, Washington for a total cost of $44,870.00 for ten ( 10)
First Medic 510 Semi-Automatic Defibrillators.
