BACKGROUND: On May 15, 1995, two interns from the UNC Department of City & Regional Planning were employed to assist the Planning Staff'in collecting and analyzing housing data for the purposes of: • Determining up-to-date student generation rates to be used in the calculation of public school impact fees; and • Determining if a sliding scale system of public school impact fees were possible. At the beginning of August, 1995, the interns met with the Planning director to review their findings. A report detailing the results of their work is to be distributed to the Board of Commissioners on Tuesday, August 8. A sheet outlining"Summary Statistics" and"Student Generation Rates"for new housing units constructed during the 1992-1994 period is provided as an attachment. Significant findings of the study include the following. • Student generation rates in new housing units in the two school districts are significantly different than those used in the Technical Report and based on the 1990 Census. The implication of the data shown on the following page may be that higher impact fees can be justified in the Chapel Hill-Carrboro School District, while lower impact fees are warranted in the Orange County School District. • Few significant relationships were found to exist between student generation rates and variables such as housing type,number of bedrooms, housing value,and square footage in housing unit.The implication of such findings is strong correlations between variables do not exist on which on base a sliding scale impact fee. The continued use of a"flat fee" may be justified by such findings.
