PURPOSE: To confirm the charge and process of work for the
0 County Innovation and Efficiency Committee.
BACKGROUND: At the June 19 BOCC Budget Worksession, Chair Moses
Carey proposed that the Board appoint a Citizens
Innovation and Efficiency Committee to review all
areas of county government and make recommendations on
areas where innovation and/or efficiency can be taken
to improve service to the public, increase staff
productivity, performance and morale. The committee
will be appointed no sooner than August 3, 1995, and
will complete its work with a status report to the
BOCC no later than December 1, 1995, and final report
to the BOCC by January 31, 1996.
RECOMMENDATION: The Manager recommends the following:
(1) that the committee be comprised of no more than
15 members
(2) that the charge include the following:
a) Review present efforts to improve efficiency,
performance productivity and morale
• b) Determine the areas of county government that
provide the greatest opportunities for
improved innovation or efficiency

c) Utilize the results of a correlative citizen
. survey that determines the opinion of
citizens in general about county services
d) Make recommendations that are outcome
specific and can be implemented under current
law or regulation
e) Identify potential barriers to efficiency and
productivity in current work processes and
suggest specific options to overcome them,
where possible
f) If specific cost savings are identified,
outline any reduction in service level that
might be required to achieve them
g) If increased service is proposed, identify
additional required resources, if any
h) Identify desired staff support to the
Committee to the County Manager so that he
can facilitate the committee's progress while
maintaining progress on regular work
requirements and other special projects
