PURPOSE: To enter into an agreement between Orange County and United Way of Greater
Orange County for establishing a county-wide, automated information and referral system.
BACKGROUND: On May 16, 1995 the Board endorsed the concept and implementation of the
automated information and referral system as presented by the Manager's Office Management
Intern, Loretta Harper. The report indicated that the Orange County Partnership for Young
Children(Smart Start)would contribute $50,000 toward the initial start-up expenses and an
annual funding amount to be determined each year.
On June 16, 1995, United Way of Greater Orange County agreed to provide ongoing
administration for a county-wide automated information and referral system in collaboration
with Orange County and the Orange County Partnership for Young Children
On June 26, 1995, the Board approved a contract between the Partnership for Young Children
and Orange County which stipulates how Smart Start funds will be expended and the
responsibilities of both parties, Orange County and the Partnership for Young Children, in
establishing a county-wide I&R system.
To begin the implementation process for the I&R system, an agreement must be finalized
between the County and United Way of Greater Orange County for the establishment of the I&R
system. The attached agreement outlines the responsibilities of both parties, United Way of
Greater Orange County and Orange County, for the implementation and overall administration of
an automated information and referral system for human services agencies. The agreement will
become effective immediately and will remain in place until June 30, 1996.

United Way of Greater Orange County will be responsible for reporting on the use of all County
and Smart Start funds for the implementation of a county-wide automated information and
referral system. The Orange County Partnership for Young Children will contribute $50,000 for
start-up expenses and annual funding which is yet to be determined. The County has also
designated funding in the amount of$25,000 in the 1994-1995 Capital Improvements Plan for
the automation of private non-profit agencies in an effort to improve the overall human services
delivery system. These funds may be expended for the development of a county-wide,
automated information and referral system.
RECOMMENDATION(S): The Manager recommends that the Board enter into an agreement
with United Way of Greater Orange County for establishing a county-wide, automated
information and referral system.

AGREEMENT BETWEEN
ORANGE COUNTY GOVERNMENT AND UNITED WAY OF GREATER
ORANGE COUNTY
Introduction
This agreement is entered between Orange County and United Way of Greater Orange County
for the purposes of establishing a comprehensive information and referral service available for
public and private, non-profit agencies and families in Orange County. The County has
completed a feasibility study, in May 1995, which is presented in a report entitled, Orange
County: Information and Referral. In addition, the County prepares the "Orange Book"
which is an annual directory of services available in the county. The County has also designated
funding for the development of an information and referral system in the Annual Budget for FY
1995-1996. As part of the preliminary recommendations outlined in I&R report, the County
identified United Way of Greater Orange as the most appropriate agency to administer
information and referral services for Orange County. On June 16, 1995, the United Way Board
of Directors received a formal presentation regarding the County's proposal and endorsed the
concept for the development of an I&R service to be administered by United Way of Greater
Orange County.
Contract Purpose
This contract is entered into by The County and United Way of Greater Orange County for the
purposes of developing and implementing a comprehensive, county-wide information and
referral service which includes the overall supervision and administration of I&R services for
Orange County. The County will assume full responsibility for overseeing the purchase of
computer equipment for the I&R service(s).
Cost
The County agrees to provide United Way of Greater Orange County with funding in the amount
of$50,000 from Smart Start to assist with start-up expenditures and the annual operating budget.
Responsibilities
The County will:
1) work with United Way of Greater Orange in identifying appropriate sites for locating
computers throughout the County.
2) issue (quarterly or annual) payments for administering the I&R service to United Way of
Greater Orange.
3) oversee purchases for all necessary computer equipment for the I&R system.
4) provide United Way with relevant information and referral resources which include; the
"Orange Book" and all other county directories and databases, excluding confidential
client information.
5) convene a project team for development of the I&R system with two representatives from
United Way of Greater Orange.

United Way of Greater Orange County will:
1) provide all staffing for the information and referral service(s)which includes funding of
any additional staff, with salaries and benefits, as deemed necessary by United Way.
2) provide matching funds for the implementation and annual operating budget for the I&R
service.
3) submit routine progress reports to an Advisory Council\Board on a monthly basis. The
Board will consist of various representatives to include; the County, private, non-profits,
and the towns- Chapel Hill and Carrboro.
4) provide office space and office equipment for I&R staff and space for a central location
for I&R services.
5) develop ongoing training for public and private, non-profit staff for use of the I&R
system.
6) provide maintenance and necessary upgrades for computer equipment and software.
7) document all expenditures for the I&R services and submit annual, or as requested,
detailed accounting reports for grant monies received from Smart Start and funds
received from Orange County.
8) conduct periodic evaluations of the I&R service(s)which includes; statistical data and
community needs assessments.
9) perform all necessary promotion, public relations, advertising, and marketing to increase
and maintain public awareness for I&R services.
10) work with public and private,non-profits to identify gaps in service delivery and assist in
redirecting efforts to improve service delivery.
Timeline
This agreement becomes valid upon signature by both parties. The financial agreement and all
other agreements in this document will continue through June 30, 1996 when the County will
reassess the I&R service for future funding.
