Purpose
To consider approval of one additional Deputy I position to be assigned to the New Stanback Middle
School, funded by a Department of Crime Control and Public Safety grant with the matching local funds
paid by the Orange County Schools.
Background
In May the Sheriffs Department requested second year funding from the North Carolina Department of
Crime Control and Public Safety for the Violence Prevention-School Resource Officer program. First
year funding of this grant provided for two Deputy I positions (with one assigned to Stanford Middle
School and the other position assigned to Orange High School.). The grant also provided for one half-
time social worker/safety position. The second year funding provides for continuation of the 2.5 Full
Time Equivalent positions (FTE)plus one additional Deputy position to be assigned to the new
Stanback Middle School, scheduled to open this Fall.
The Sheriff has received notification that the second year funding has been approved by the State. The
funding plan is contingent on approval by the Orange County Board of Education. Although the School
Board has not formally adopted their 1995-96 budget, it is likely that they will include $24,262 in
matching local funds in their approved budget.
The primary purpose of the School Resources program is to stabilize the school community, using
resource officers to implement violence prevention strategies. The mission of the program is to establish
local law enforcement as an active prevention resource in addition to its role as a responsive
enforcement agency.
Recommendation
The Manager recommends that the Board of County Commissioners approve the revised grant project
ordinance for the Violence Prevention School Resources program and authorizes one additional deputy
position(1 FTE) funded by the State and the Orange County Schools.

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Violence Prevention-School Resources Program as awarded to the Orange
County Sheriffs Department by the Drug Control and System Improvement grant. The primary purpose
of this program is to stabilize the school community,using resource officers(deputies)to implement violence
prevention strategies. The mission of the program will be to establish local law enforcement as an active
prevention resource in addition to its role as a responsive enforcement agency.
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document,
the rules and regulations of the Drug Control and System Improvement grant and the budget contained
herein.
Section 3. The following revenue is anticipated to be available to complete this project:

Section 4. Seventy five percent of the total cost of this project is funded by grant funds. The required match for this
grant is'included in the Sheriffs Department General Fund operating budget.

Section 6. The finance officer is hereby directed to maintain within the Grant Project sufficient specific detailed
accounting records to provide the accounting to the grantor agency required by the grant agreement
and federal and state regulations.
Section 7. Funds may be advanced from the General Fund for the purpose of making payments due. Reimbursement
requests should be made to the grantor agency in an orderly and timely manner.
Section 8. Copies of this grant project ordinance shall be made available to the finance officer for direction in carrying
out this project.
Section 9. Positions authorized through this grant project ordinance include:

These positions are authorized through June 30, 1996. Subsequent funding in future years is contingent
upon the availability of grant funds.

Section 10. This ordinance supersedes all previous "Violence Prevention(School Resources)"Grant Project
Ordinances.
Section 11. This project period begins July 1, 1994 and is in effect until June 30, 1996.
Adopted this 3rd day of August 1995.
