Purpose: To consider changing a permanent part-time 32 hours per week(.80 full-time
equivalent) Social Worker II position to permanent full-time 40 hours per week(1.00
full-time equivalent).
Background: The Social Worker II position in the Family Services Unit is vacant.
Before recruitment to fill the position, this request is to increase the position's hours by
eight hours (20 full-time equivalent). The Social Worker II position is responsible for
training foster parents, initial licensing, annual relicensing, and ongoing supportive case
management. The additional hours are needed to address the formal training that is
required for foster parents and encouraged for adoptive parents to assist them to develop
the skills necessary to serve children who have experienced varying degrees of emotional
and physical trauma. The primary outcome expected from the additional hours is a 40%
- 50% reduction in disrupted placements. Children are moved from home to home when
foster parents are not trained and supported to handle the behaviors that many abused and
neglected children exhibit when they are removed from their original homes. As such,
inservice training must be an essential component of foster care services.
Funding for the additional hours is available in the department's current budget. The
DSS Board approved this request at its July 1995 meeting
Recommendation: The manager recommends that the Board approve changing the
social Worker II position from permanent part-time 32 hours per week to permanent full-
time.
