PUBLIC CH.~RGE
The Baard of Commissioners pledges to the citizens of Grange County its respect. The Boas°d asks its citizens to
conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At carry time
should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending
person to leave the meeting until that individual regains personal control. Should decorum fail to be re.storec~ the
Chair will recess the meeting until such time that a genuine commitment to this parblic charge is observed All
electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate.

3. Proclamations/ Resolutianst Special Presentations
a. Resolution to Name the Neer Central Orange Se~uor Center for A~Iariah Ann McPherson
The Board will consider a resolution to name the nets-• Central Orange Senior Center for Mariah Ann
McPherson.
b. North Carolina Governor's Awards and Orange County Key Volunteer Recognition
The Board will consider recognizing the North Carolina Governor's Award / Key V olunteers.
c. Final Report Hmnan Services Issues Farum 2007 - "Domestic ~-'iolence Hurts the ~~~'hole
Community"
The Board «~~ill receive the Final Report on the proceedings of the Human Services Issues Forum held on
September 12, 2007 by the Human Sen~ices Advisory Commission (HSAC}.
4. Consent Agenda

The Board will consider correcting and/or approving the minutes for January 29, (5:30 p.m. and 7:30 p.m.)
and February 7, 2008 as submitted by the Clerk to the Board.

The Board will receive a report on the status of the Comprehensive Plan Update.
d. Renewal Agreement Behveen Chapel Hill Training and Outreach, Inc. and Health Department for
Social «'orker II
The Board will consider approving an agreement renet~~al between Chapel Hill Training Outreach Inc. and
the Health Department for the support of a Social Worker II position for the Early Head Start Program and
authorize the Chair to sign subject to final revie~~-~ by the County t~ttorney.
e. Agreement with Trans-Verse Inc. for Public Health Emergency Preparedness Activities
The Board will consider approving an agreement with Trans-Verse, Inc. for Public health emergency
preparedness activities and authorize the Chair to sign.
f. Restaurant Inspection Field Sofhvare
The Board twill consider approval of a software purchase for Environmental Health and authorize the Chair
to sign subject to final review and approval of the County Attorney.
g. Changes to Orange County Organizational Structure
The Board will consider approving the County Manager's recommendations regarding changes to Orange
County Government's organizational structure and/or department titles.
h. Ratify the Submission of .Joint Application for Funding an Experimental Chapel HilUCarrl
Cross To~s~n Se~uor Shuttle
The Board will consider ratifying staff's submission of a joint funding application for a Chapel Hill/
Carrboro Cross Town Senior Shuttle in cooperation with the Chapel Hill Transit and Orange Public
Transportation.
i. Dedication of Water and Sewer Utilities Seis~ina the Seymour Center to O~VASA
The Board will consider approving a dedication of water and sewer lines built to service the Seymour Senior
Center to the Orange Water and Sewer Authority (OW_~SA}, and authorize the Chair to sign.
5. Public Hearings
b. Regular Agenda
a. Potential Uses of Land Transfer Tax Proceeds
The Board «~ill consider options for the use of proceeds from a .4% land transfer tax, if approved by voters
on the May 6, 2448 ballot, and subsequently implemented by the Orange County Board of Commissioners.
b. Local Revenue Options Education Effort
The Board ~~~ill discuss alternative approaches, and prospective budgets fro those alternatives, regarding the
County's planned effort to educate voters about the purposes for and implications of the land transfer tax
measure that the Orange County Commissioners have placed on the IL1ay 6, 2048 ballot.
c. DSS/Health Department Space Options
The Board will consider approving an option to address long-term space needs in Central/Northern Orange
County for the Department of Social Services (DSS) and Health Department.
7. Reports
a. Solid Waste Plannin6 Work Graup - Recyclables Processing Recommendation
The Board will receive a recommendation by the Solid Waste Planning Work Group from its November 28,
2047 meeting regarding recyclables processing and provide guidance to staff as necessary.

The Board will consider making a new appointment to the Adult Care Home community Advisory
Committee.
b. Agricultural Preservation Board -New Appointment
The Board «~ill consider making a ne«-~ appointment to the Agricultural Preservation Board.
c. Orange County Pla~ining Boarcl -New Apponitment
The Board will consider making one new appointment to the Orange County Planning Board.
d. Commission For Women -New Appointments
The Board will consider making nev~~ appointments to the Commission for Women.
