PURPOSE: To consider the Preliminary Plan for Meadow Ridge.
BACKGROUND: The property is located on the south side of New Hope
Church Road (SR 1723) west of Interstate 40 in Chapel
Hill Township. It is zoned Rural Buffer and designated
Rural Buffer in the Land Use Element of the
Comprehensive Plan for Orange County.
The property is wooded with large acreage lots to the
south and residential development to the west and east.
The tract is 26.02 acres in size with thirteen (13) new
residential lots proposed. Individual wells and septic
tanks are proposed to serve the new lots:
Access to the lots will be provided by Woodlot Ridge
and Spring House Lane which are proposed public roads.
Spring House Lane will extend south off New Hope Church
Road (SR 1723) and Woodlot Ridge will extend off Spring
House Lane.
Lots range in size from 1.00 acre to 1. 67 acres with
two areas of open space proposed. One area of open
space is 6.51 acres and the other area is 3.30 acres.
A drainage area with an intermittent stream runs
through the common area.

The Planning Board approved the Concept Plan for
Meadowridge Park on March 20, 1995. The applicant
changed the name of the subdivision from Meadowridge
Park to Meadow Ridge.
On July 17, 1995, the Planning Board unanimously
approved the Preliminary Plan for Meadow Ridge per the
attached Resolution of Approval.
RECOMMENDATION: The Administration recommends approval of the
Preliminary Plan for Meadow Ridge per the attached
Resolution of Approval.

OF THE
ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS

The Board of County Commissioners hereby approves Meadow Ridge Subdivision
Preliminary Plat, dated May 30, 1995 and containing 13 lots in Orange County, subject to
the fulfillment of requirements specified herein.
Woodlot Ridge and Spring House Lane shall be irrevocably dedicated to the general public
and be constructed to standards of the North Carolina Department of Transportation. The
approval of this resolution authorizes and directs the Orange County Manager to accept for
Orange County and on behalf of the public generally, the offer of dedication of Woodlot
Ridge and Spring House Lane. This acceptance by Orange County of the dedication to the
general public of Woodlot Ridge and Spring House Lane shall be without maintenance
responsibility. These roads shall be maintained by the owner/applicants until such time as
they are accepted for maintenance by the North Carolina Department of Transportation or
some other governmental body. Before the Final Plat of Meadow Ridge can be recorded:
A. Sewage Disposal
1. Each residential lot shall contain an adequate area for septic disposal, and
repair area, approved by the Orange County Division of Environmental
Health.
2. The septic system location may restrict the size and location of improvements.
This disclosure shall be included in a document describing development
restrictions to be recorded concurrently with the Final Plat. The document
shall also disclose that information regarding the tentative location of septic
systems is available from the Orange County Health Department, Division of
Environmental Health.
B. Roads and Access
1. Woodlot Ridge and Spring House Lane shall be constructed to standards of the
North Carolina Department of Transportation, within a 50-foot right-of-way,
and the construction shall be inspected and approved by NCDOT.

A letter of credit, escrow agreement, or bond shall be submitted to secure
construction of Woodlot Ridge and Spring House Lane to the standards of the
North Carolina Department of Transportation. An estimate of the construction
cost must be prepared by a certified/licensed engineer or grading contractor
and submitted to the Planning and Inspections Department. The financial
guarantee must reflect 110% of that estimate and be issued by an accredited
financial institution licensed to do business in North Carolina.
The document describing development restrictions to be recorded with the
Final Plat shall state that the financial guarantee will not be released until the
road construction has been inspected and approved by NCDOT.
2. Submit an erosion control plan for construction of the road.
3. A sight triangle to NCDOT standards shall be shown at the intersection of
New Hope Church Road and Woodlot Ridge, and Spring House Lane and
Woodlot Ridge.
4. An approved street name sign shall be erected at the intersection of streets as
required in Section IV-B-3-c-12 of the Orange County Subdivision
Regulations. Evidence shall be submitted by the applicant that signs are in
place or a copy of the receipt for purchase of the signs shall be submitted to
the Planning Department.
5. All lots shall receive access from Woodlot Ridge or Spring House Lane.
C. Land Use Buffers and Landscaping
1. Landscaping shall be installed or preserved as indicated on the approved
landscape plan, and must be inspected and approved by the Planning and
Inspections Department.

D. Drainage
1. A 30 foot drainage easement shall be provided through parcels A, B and lot 11
as required by the Orange County Erosion Control Officer.
E. Parkland
1. Cash in the amount of$1,961.00 [($5,279/acre x 13/35 acre)] shall be paid to
Orange County as payment in lieu of parkland dedication.
2. The entirety of the open space shown as lots A and B shall be shown on the
Final Plat(s) and shall be irrevocably dedicated to the homeowners association
for recreation/open space use by residents of the subdivision.
F. Miscellaneous
1. The Final Plat shall contain a title block and vicinity map in accordance with
Section V-D-2 and V-D-3 of the Orange County Subdivision Regulations.
G. Certifications
1. A Certificate of Survey and Accuracy signed by a registered Land Surveyor
shall be notarized on the face of the Final Plat.
2. A Certificate of Declaration and Maintenance in the form provided in Section
V-D-6-b of the Orange County Subdivision Regulations signed by the
landowner and developer shall be on the face of the plat and included in a
document describing development restrictions to be recorded concurrently with
the Final Plat.
3. The Department of Environmental Health shall certify that all lot residential
lots contain sufficient area for septic tank disposal and repair.
4. The North Carolina Department of Transportation shall certify that Woodlot
Ridge and Spring House Lane has been constructed to State standards or that
construction plans have been approved.
5. A Certificate of Approval signed by the Orange County Planning and
Inspections Department.

FISCAL IMPACT ANALYSIS FOR MEADOW RIDGE SUBDIVISION
RESIDENTIAL SERVICE STANDARD APPROACH

PROJECT DESCRIPTION
Meadow Ridge Subdivision is a proposed 13-lot cluster subdivision located in Chapel Hill Township
on the south side of New Hope Church Road.The total area of the subdivision is approximately 26 acres,
and the current zoning is RB - Rural Buffer. Excluding 9.81 acres of open space to be owned and
maintained by a homeowners association, the average lot size is approximately 1.25 acres. All lots will be
served by individual wells and septic tanks, and public roads.
For Meadow Ridge,project build-out is estimated at three years.Housing units will be constructed,
beginning in 1996, with completion of the project scheduled for 1998. Units will consist of detached
single-family homes, and the applicant estimates the average sales price to be $350,000 in the first year,
including the lot, with an annual increase in price of$30,000 to $35,000.
METHODOLOGY
Fiscal impact analysis is a projection of the direct, current, public costs and revenues associated
with residential and non residential growth in the jurisdiction in which the growth is taking place. Fiscal
impact analysis considers only direct impact in that it projects only the primary costs that will be incurred
and the immediate revenues that will be generated. It calculates the financial effect of a planned
development or new subdivision by considering the current costs and revenues such a development would
generate if it were completed and occupied today.Fiscal impact analysis does not consider the private costs
of public action. It is concerned only with public (governmental) costs and revenues.
The method used in preparing the fiscal impact analysis is the Service Standard Approach. While
only gross expenditures by service category are derived from the Per Capita Method,the Service Standard
method determines the total number of additional employees by service function that will be required as
a result of growth. This method employs average county government costs per person, average school
costs per pupil, an employee to population ratio, and average operating expenses per employee for each
service category and school district. The number of new employees are projected and multiplied times the
average operating expenses(includes personnel,operating and capital costs)per employee. These average
costs are then weighed against per capita and per pupil revenues to project the total net fiscal impact of
the development.

.� On July 14, 1994, a minor subdivision creating 17
five lots for Habitat for Humanity was approved
on a portion of the original lot owned by the
applicant. One of the conditions of approval of
the Habitat subdivision was that Alpha Drive be
improved to NCDOT unpaved public road standards.
All of the conditions of approval will be met
after final approval of the security agreement
for the future construction of Alpha Drive.
Unless Alpha Drive has been secured or
constructed prior to Preliminary Plan approval
for Scarlett Woods Phase 2, the same requirement
for approval of Alpha Drive to NCDOT unpaved
public road standards would apply.
The Planning Staff recommends approval of the
Concept Plan for Scarlett Woods Phase 2.
b. Preliminary Plans
(1) Meadow Ridge
( 13 Lots - Chapel Hill Township)
Presentation by Eddie Kirk.
The property is located on the south side of New
Hope Church Road (SR 1723) west of Interstate 40
in Chapel Hill Township. It is zoned Rural Buffer
and designated Rural Buffer in the Land Use
Element of the Comprehensive Plan for Orange
County.
The property is wooded with large acreage lots
to the south and residential development to the
west and east. The tract is 26.02 acres in size
with thirteen ( 13) new residential lots proposed.
Individual wells and septic tanks are proposed to
serve the new lots.
Access to the lots will be provided by Woodlot
Ridge and Spring House Lane which are proposed
public roads. Woodlot Ridge will extend south off
New Hope Church Road (SR 1723) and connect to
Spring House Lane.
Lots range in size form 1.00 acre to 1.65 acres
with two areas of open space proposed. One area
of open space is 6.51 acres and the other area is
3.30 acres. A drainage area with an intermittent
stream runs through the common area.
The Planning Board approved the Concept Plan for
Meadowridge Park on March 20, 1995. The applicant
changed the name of the subdivision from
0 RN 18
Meadowridge Park to Meadow Ridge.
Kirk stated that the surveyor submitted a new
plan today which changes the road alignment.
This change was due to topo problems. Kirk
continued that this change will affect lot size
of Lots 3, 8, 10 and 11. Lots 3 and 8 increased
slightly in size and Lots 10 and 11 had a slight
decrease. Kirk indicated that the Planning Staff
is supportive of the change in road alignment.
The Planning Staff recommends approval of the
Preliminary Plan for Meadow Ridge per the
Resolution of Approval (an attachment to these
minutes on pages ) .
Price noted the odd shape of lot #10 and asked
about buildable area. Surveyor, Steve Yuhasz,
responded that the house would need to be built
reasonably close to the road, but there is
sufficient buildable area. Kirk noted that
Environmental Health Department has approved each
lot for a septic system.
Brown asked how the open space is to be
dedicated. Kirk responded that the open space
will be dedicated to and maintained by the
homeowners, association. Brown continued, asking
if this type of open space would be considered
Type A in the Flexible Development Proposal.
Yuhasz responded that the majority of Lot A is an
open field and will have use for playground and
ball fields. Lot B is wooded and has a drainage
through it so it would be more secondary with
uses such as nature walks.
Brown asked if there were septic easements in the
subdivision. The response was no, they are all
on-lot.
Howie complimented the owner and developer of
Meadow Ridge for the amount of open space set
aside.

Planning Staff. Seconded by Rosemond.
VOTE: Unanimous.
