BACKGROUND: The property is located on the south side of Walker Road (SR 1553) in Eno Township. It is zoned Agricultural Residential with the northern portion of the tract in the Little River Watershed and the remaining portion in the Lower Eno Watershed. The area proposed for development is 43 .49 acres in size with 25 lots proposed. Each lot will be served by individual wells and septic tanks. Lots in the Little River Watershed will have a minimum lot size of 2. 00 acres while lots in the Lower Eno have a minimum 40, 000 square feet. A public road (Percussion Drive) is proposed to extend south off Walker Road to serve the subdivision. Stillwater Lane is a proposed public road that will extend southeast off Percussion Drive. Fendt Meadows Drive is an existing private road that extends across lot 1 and previously extended across lot 20 out to Walker Road. This road will continue to provide access to Fendt Meadows Subdivision which is immediately west of this subdivision. A private 50 foot access and utility easement will also be provided between lots 7 2 and 8. This will provide access to the Nancy J. Beauvais property which only has a 15 foot access easement to Fendt Meadows Drive. The stream indicated through lot 22 is actually drainage from a pond that was located on the adjoining property. The Erosion Control officer has confirmed that the pond is no longer holding water but recommends a 30 foot drainage easement be maintained on the previous stream channel. The Planning Board reviewed the Concept Plan for Watkins Place on February 20, 1995. The Concept was approved with public roads constructed to State standards and subject to the following conditions. 1. All lots shall receive access from Percussion Drive or Stillwater Lane. 2 . Name of subdivision shall be changed to avoid duplication of names. A condition in the Resolution of Approval requires all lots to receive access from Percussion Drive or Stillwater Lane. The name of the subdivision was changed from Watkins Place to Thomas Place. On June 19, 1995, the Planning Board unanimously recommended approval of the Preliminary Plan for Thomas Place per the attached Resolution of Approval. RECOMMENDATION: The Administration recommends approval of the Preliminary Plan for Thomas Place per the attached Resolution of Approval. 3 RESOLUTION -OF THE ORANGE COUN'T'Y BOARD OF COUNTY COMMISSIONERS Date August 3. 1995 Name of Subdivision Thomas Place Owner/Applicant Thomas Gates and Thomas Merritt The Board of County Commissioners hereby approves Thomas Place Subdivision Preliminary Plat, dated May 9, 1995 and containing 25 lots in Orange County, subject to the fulfillment of requirements specified herein. Percussion Drive and Stillwater Lane shall be irrevocably dedicated to the general public and be constructed to standards of the North Carolina Department of Transportation. The approval of this resolution authorizes and directs the Orange County Manager to accept for Orange County and on behalf of the public generally, the offer of dedication of Percussion Drive and Stillwater Lane. This acceptance by Orange County of the dedication to the general public of Percussion Drive and Stillwater Lane shall be without maintenance responsibility. These roads shall be maintained by the owner/applicants until such time as they are accepted for maintenance by the North Carolina Department of Transportation or some other governmental body. Before the Final Plat of Thomas Place can be recorded: A. Sewage Disposal 1. Each residential lot shall contain an adequate area for septic disposal, and repair area, approved by the Orange County Division of Environmental Health. 2. The septic system location may restrict the size and location of improvements. This disclosure shall be included in a document describing development restrictions to be recorded concurrently with the Final Plat. The document shall also disclose that information regarding the tentative location of septic systems is available from the Orange County Health Department, Division of Environmental Health. B. Roads and Access 1. Percussion Drive and Stillwater Lane shall be constructed to standards of the North Carolina Department of Transportation, within a 50-foot right-of-way, and the construction shall be inspected and approved by NCDOT. OR 4 A letter of credit, escrow agreement, or bond shall be submitted to secure construction of Percussion Drive and Stillwater Lane to the standards of the North Carolina Department of Transportation. An estimate of the construction cost must be prepared by a certified/licensed engineer or grading contractor and submitted to the Planning and Inspections Department. The financial guarantee must reflect 110% of that estimate and be issued by an accredited financial institution licensed to do business in North Carolina. The document describing development restrictions to be recorded with the Final Plat shall state that the financial guarantee will not be released until the road construction has been inspected and approved by NCDOT. 2. Submit an erosion control plan for construction of the road. 3. A sight triangle to NCDOT standards shall be shown at the intersection of Walker Road and Percussion Drive, and Stillwater Lane and Percussion Drive. 4. An approved street name sign shall be erected at the intersection of streets as required in Section IV-B-3-c-12 of the Orange County Subdivision Regulations. Evidence shall be submitted by the applicant that signs are in place or a copy of the receipt for purchase of the signs shall be submitted to the Planning Department. 5. All lots shall receive access from Percussion Drive or Stillwater Lane. C. Land Use Buffers and Landscaping 1. Landscaping shall be installed or preserved as indicated on the approved landscape plan, and must be inspected and approved by the Planning and Inspections Department. OR Guaranteed financially through a letter of credit, escrow agreement, or bond submitted to secure required landscape installation and preservation. An estimate of the cost for required preservation, plantings and their installation must be provided. The financial guarantee shall reflect 110 percent of the estimate and be issued by an accredited financial institution licensed to do business in North Carolina. 2. Provisions for protection of existing trees as shown on the approved landscape plan shall be included in a document describing development restrictions and requirements to be prepared by Planning Staff and recorded concurrently with the Final Plat. D. Drainage 1. A stream buffer shall be provided on lots 12, 13, 14, 15, 16, 17 and 25 as indicated on the preliminary plan. 5 2.. A 30 foot drainage easement shall be provided through lots 21, 22 and 25 as required by the Orange County Erosion Control Officer. E. Parkland 1. Case in the amount of$2,057.00 [($2,879/acre x 25/35 acre)] shall be paid to Orange County as payment in Lieu of parkland dedication. F. Miscellaneous 1. The Final Plat shall contain a title block and vicinity map in accordance with Section V-D-2 and V-D-3 of the Orange County Subdivision Regulations. G. Certifications 1. A Certificate of Survey and Accuracy signed by a registered Land Surveyor shall be notarized on the face of the Final Plat. 2. A Certificate of Declaration and Maintenance in the form provided in Section V-D-6-b of the Orange County Subdivision Regulations signed by the landowner and developer shall be on the face of the plat and included in a document describing development restrictions to be recorded concurrently with the Final Plat. 3. The Department of Environmental Health shall certify that all residential lots contain sufficient area for septic tank disposal and repair. 4. The North Carolina Department of Transportation shall certify that Percussion Drive and Stillwater Lane have been constructed to State standards or that construction plans have been approved. 5. I 2 3.577 AC. 4? \ 19C 5°re S 19A 6 29-14 96 V�6f 42 10 i FISCAL IMPACT ANALYSIS FOR THOMAS PLACE SUBDIVISION RESIDENTIAL SERVICE STANDARD APPROACH Prepared by The Orange County Planning Department June, 1995 PROJECT DESCRIPTION Thomas Place Subdivision is a proposed 25-lot major subdivision located in Eno Township on the south side of Walker.The total area of the,subdivision is approximately 43.5 acres,and the current zoning is AR-Agricultural Residential and Lower Eno Protected Watershed.The average lot size is approximately 1.6 acres. All lots will be served by individual wells and septic tanks, and public roads. For Thomas Place, project build-out is estimated at five years. Housing units will be constructed, beginning in 1996, with completion of the project scheduled for 2000. Units will consist of detached single-family homes, and the applicant estimates the average sales price to be $160,000 in the first year, including the lot, with annual increase in price of$10,000. METHODOLOGY Fiscal impact analysis is a projection of the direct, current, public costs and revenues associated with residential and non residential growth in the jurisdiction in which the growth is taking place. Fiscal impact analysis considers only direct impact in that it projects only the primary costs that will be incurred and the immediate revenues that will be generated. It calculates the financial effect of a planned development or new subdivision by considering the current costs and revenues such a development would generate if it were completed and occupied today.Fiscal impact analysis does not consider the private costs of public action. It is concerned only with public (governmental) costs and revenues. The method used in preparing the fiscal impact analysis is the Service Standard Approach. While only gross expenditures by service category are derived from the Per Capita Method,the Service Standard method determines the total number of additional employees by service function that will be required as a result of growth. This method employs average county government costs per person, average school costs per pupil, an employee to population ratio, and average operating expenses per employee for each service category and school district. The number of new employees are projected and multiplied times the average operating expenses(includes personnel,operating and capital costs)per employee. These average costs are then weighed against per capita and per pupil revenues to project the total net fiscal impact of the development.
