BACKGROUND: The North Chatham Fire Department provides fire protection services, under contract with Orange County, to two fire tax districts in Orange County - the Damascus and Southern Triangle districts. Recently, North Chatham underwent review by the Insurance Service Office that will reduce their insurance rating from 9 to 7 for the areas they serve in Chatham County. The practical impact for residents of the fire insurance rating district will be eligibility for a sizeable reduction in the premiums they pay for fire insurance for their homes. In order for residents of the Southern Triangle and Damascus fire districts in Orange County to realize similar benefits, it is necessary under Department of Insurance Administrative Procedures Code that the Orange County Board of Commissioners approve the boundaries of the insurance district within Orange County (see item 5 of section .0507 of the attached extract from the code) . An insurance rating district is that territory that is within 5 road miles of a fire station maintained by the responding volunteer fire department. The map referenced in the proposed resolution, prepared on the County's GIS system, depicts the boundaries of the fire tax districts (solid red) and the insurance rating districts (dashed green) . In the case of Southern Triangle and Damascus, the majority of the properties in the fire tax districts fall within five road miles of one of North Chatham's fire stations. Those portions of the fire districts that do not fall within the insurance rating district do, of course, receive fire protection, from North Chatham Fire Department, but would not receive the benefit of reduced insurance rates. The procedure described herein is similar to the process followed by the Board in establishing .the White Cross insurance rating district at the February 16, 1988 meeting. y 2 RECOHMNDATION: The Manager recommends that the Board approve the attached resolution which certifies the North Chatham fire insurance rating district boundaries in Orange County. 3 ORANGE COUNTY BOARD OF COMMISSIONERS A RESOLUTION APPROVING THE BOUNDARIES OF THE NORTH CHATHAM FIRE INSURANCE RATING DISTRICT WITHIN ORANGE COUNTY WHEREAS, the residents of the Southern Triangle and Damascus fire tax districts receive fire protection from the North Chatham Volunteer Fire Department, and WHEREAS, the North Chatham Volunteer Fire Department is involved in a process that may lead to a reduction in their fire insurance rating from 9 to 7, and WHEREAS, such a reduction would benefit residents of the insurance rating district served by North Chatham by making homeowners and businesses eligible for reductions in their fire insurance premiums, and WHEREAS, the Department of Insurance Administrative Procedures Code requires as an element of the certification process that the Orange County Board of Commissioners approve the boundaries of the insurance district that are within Orange County; NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of Commissioners does hereby approve the North Chatham insurance district boundaries in the Southern Triangle and Damascus fire tax districts as reflected on the attached map, which is incorporated in this resolution by reference. This, the 3rd day of August, 1995. rr Records and Documents (Section _0507) 4 • A copy of the following documents should be on file in the , Fire and Rescue Services Division office. If one is not on file, the inspector will obtain it at the time of inspection : 1. Charter (Articles of Incorporation ) - indicates that the ------- ------ -- - ----- - ---- fire department is chartered as a nonprofit corporation under G. S. 55A through the Secretary of State's Office. If a municipal department operates under municipal government, they will not have a separate charter. 2. _Contract with County - this is an agreement between the fire department and the county which gives the fire department the authority to provide fire protection in an area outside of the municipality. If the fire district operates in more than one county, a contract must be obtained from those counties. 3. Verification by city/town - if the fire department is ------------ - -- chartered as a part of municipal government, there should be written verification of that recognition. 4. nap and D_escr_iption - a current map and description of the insurance fire district with a maximum distance of five road miles from the fire station. The district should be indicated on a "one-inch equals one-mile" map which can be obtained from the North Carolina Department of Transportation. 5. Designation of Insurance District - a Designation form, ---- ---- -- ---- ---- ------- resolution or other verification that the county commissioners have approved the boundaries of the insurance district. 6. Roster of Active Firefighters - this document should show the name, social security number and designation as firefighter or traffic control personnel (see Section 0504, Item 1, for personnel requirements) . 7. Service Test on Pumper - the service test on the "first ------- ---- - --- out" pumper must be complete and accurate and have been run within 12 months prior to the fire department inspection. The test should be run the full 40 minutes, form filled out and signed. 8. Certified Weight Tc ikets - weight. tickets from a --------- --- - - certified scale showing the gross (full) weight of the "first out" pumper and tanker are reguired_ It is also recommended that all vehicles be periodically weighed. 9. Protective Clothing Form - if the required sets of protective clothing are not available for inspection, a notarized statement indicating the quantity and type of clothing and signed by the chief may be submitted.
