PURPOSE: To discuss topics of mutual interest between the governing boards of Orange
County and the Town of Hillsborough.
1. Fairview Park Update on Construction Timetable and Other Issues
Work is continuing on permit approvals and construction drawings for Fairview Park. A
$500,000 grant application to the NC Parks and Recreation Trust Fund was submitted on
January 31, with funding award notice expected in May or July. The attached memo from
Environment & Resource Conservation Director David Stancil and Recreation & Parks Director
Lori Taft provides additional information.
Staff will provide any other information at the meeting, and the Boards can discuss issues
related to the park as necessary.

2. Update on Five Acre Land Swap for Hillsborough Motor Pool and Orange County
Public Works Needs
Assistant Town Manager Nicole Ard and other staff will provide the Boards with an update at
the meeting on progress and other information related to the five acre land swap for Town of

Hillsborough's Motor Pool and Orange County Public Works needs, and the Boards can discuss
this item as necessary.

3. Meeting Room at Link Government Services Center and Financial Considerations
In conjunction with the County's construction of new facilities in Hillsborough, and the pending
relocation of various County functions/departments to these new buildings, there have been
discussions regarding the possible establishment of a permanent meeting room for the Board of
County Commissioners. Space that would become available at the John M. Link, Jr.
Government Services Center due to the departmental relocations has been the focus of the
discussions for this potential meeting room. The Board of County Commissioners has directed
staff to evaluate the Link Center for future uses, including a possible meeting room. If this
evaluation confirms that there is adequate space at the Link Center, and the BOCC moves
forward with renovation efforts to establish a permanent meeting room, it is expected that the
room would be equipped to allow for the television broadcast of BOCC meetings.
There have also 0 been discussions regarding this meeting room being utilized for other
meetings, specifically Hillsborough Board of Commissioners' meetings. Town Manager Eric
Peterson and County Manager Laura Blackmon have had some discussion regarding this
possibility. That discussion has included financial matters related to the Town's potential use of
the meeting room. The Hillsborough Board of Commissioners has also adopted a resolution
(attached) related to financial issues for a potential meeting room. The resolution reads in part
that'the town is willing to commit financial and other support, including the incursion of debt
payments if necessary, to partner with Orange County in building a shared meeting facility".
The Managers can provide additional information to the Boards at the meeting regarding a
proposed meeting room, financial issues, and any other matters, and the Boards can discuss
these issues as necessary.

4. County Facilities Construction Update
a) Justice Facilities, Farmers' Market and River Park
The Justice Facilities expansion is approximately 40% complete. The facility is still on schedule
to be completed in early 2009, after which the necessary renovations to the existing Courthouse
will begin. The entire facility is expected to be fully operational in the second quarter 2009, with
work in River Park also complete by that time.
The Public Market House is 99% complete, with only gutters and parking bollards remaining for
installation. The first public market is tentatively scheduled to open in early-March 2008. Since
the site will be severely congested until the Justice Facility expansion is completed, Wednesday
markets are not anticipated until closer to the completion of the Justice Facility expansion
project.
Staff will provide any other information at the meeting, and the Boards can discuss these
projects as necessary.

b) County Campus
Gateway Center
The developer has completed the Gateway Center and a Certificate of Occupancy has been
received for Suites 200 and 300 (second and third floors). The Revenue and Tax
Assessor/Land Records departments will occupy the second floor. The Register of Deeds
along with the Land Records staff associated directly with the Register of Deeds' operations will
occupy the third floor.
Over the next month, the County will stage the furniture and put finishing touches on the
Gateway space. Relocation of the departments will be completed March 15 through March 18,
and the offices will open in their new location on March 19. A public information effort is being
coordinated through the staff of the Clerk to the Board of Commissioners' office.
Parking
Parking and traffic at the site has been the subject of considerable discussion. The developer
has arranged for the County to temporarily use the Weaver Street Market parking lot until such
time the parking deck is opened to the public. The parking deck is tentatively scheduled to
open to the public in early to mid-April in advance of Weaver Street Market's opening by early-
May 2008. The traffic signal to be installed at Churton Street and Nash and Kollock Streets will
not be installed prior to the County's move to the Gateway Center. The County will instruct
employees in ways to access the site that will minimize potential congestion on Churton Street.
It is County staffs understanding the traffic signal will be installed prior to Weaver Street
Market's opening.
The parking deck will remain in the ownership of the developer, with the County receiving a
license to use approximately 200 spaces as designated in the various agreements between the
parties. The County Commissioners will be considering approval of a License Agreement prior
to the public opening of the deck. Of the approximately 400 spaces on the parking deck, the
developer will offer approximately 200 spaces for pay-by-the-hour public parking. The spaces
licensed to the County will also be available for pay-by-the-hour parking when not in use by the
County.
Library and Office Building
Final work on the plans for both the library and the office building is being completed by the
architect and the plumbing, mechanical, and electrical engineers. The developer expects to
commence construction within the next several weeks, with essentially simultaneous completion
of the buildings anticipated for early-2009. A ground-breaking ceremony for the buildings is
being planned and should occur within the next few weeks as well.

listed above as necessary.

c) Central Orange Senior Center and SportsPlex Renovations
Construction of the 15,000 square foot senior center and the 11,000 square foot renovation of
the SportsPlex are on schedule for completion and opening by the end of 2008. Recent
membership and financial information from the SportsPlex DO NOT show a decline in usage or
revenue as had been anticipated would be the case during the construction period. This
speaks well to the efforts of the SportsPlex management, Resolute Building Company (the
contractor) and the County to minimize, to the extent possible, the impact on the facility users.
The strong effort by the SportsPlex management to keep the membership informed, coupled
with the flexibility and consideration demonstrated by the SportsPlex users, is key in the
success experienced thus far.

d) Durham Technical Community College Satellite Campus Development
The first building on the Durham Technical Community College (DTCC) satellite campus is
complete. According to DTCC officials, the furnishings and equipment will be staged during the
next several weeks, with a grand opening tentatively scheduled early in May 2008. DTCC
expects to offer some continuing education classes at the campus prior to offering curriculum
classes beginning with the Fall 2008 semester. It is notable the County began paying expenses
for the facility in December 2007, approximately three months ahead of the date projected by
DTCC for the facility's completion. Annual expenses for which the County will be responsible
are estimated at approximately $1 million.

5. Update on the County's Plans for Consolidating or Reconfiguring Services in
Hillsborough
Town of Hillsborough representatives requested that the Boards discuss any potential County
plans for consolidating or reconfiguring County services in Hillsborough. The Boards can
discuss this item as necessary.

6. Planning & Transportation Issues
a) County Comprehensive Plan Update
The County, with assistance from Clarion Associates, is preparing a complete update to its
Comprehensive Plan. The Plan is being developed in two phases. Phase I was completed in
September 2007 and included the development of goals and a County Profile (Data) Element.
Phase 11 will include objectives and supporting text for the remaining seven (7) Elements of the
Plan. Public input meetings will be conducted in April and a public hearing on the draft Plan is
scheduled for May 19, 2008. Additional information is provided in the attached brochure.

necessary.

b) Hillsborough Area-Orange County Strategic Growth Plan Phase 11
Interlocal Agreement Committee (IAC)
An Interlocal Agreement Committee (IAC) to assist staff and Clarion Associates on Phase 11 of
the Hillsborough Area-Orange County Strategic Growth Plan is underway.
Over the last few years, Orange County and the Town of Hillsborough have been jointly working
on a Hillsborough Area strategic growth plan or'Small Area Plan'.
• Plan for the future within the sustainability constraints of resources (natural, fiscal, and
public service) which are then programmed for location and intensity;
• Jurisdictional planning review guidelines to promote an efficient and coordinated orderly
pattern of growth - in this case, a cooperative planning agreement between the Town of
Hillsborough and Orange County; and
® Implementation strategy noted in Phase 1, but the actual regulatory land use and zoning
changes or interlocal agreements which are the next formal stage in Phase 11.
The Phase I Small Area Plan was approved on February 20, 2007 by the Board of County
Commissioners and previously by the Town of Hillsborough. An IAC composed of members
familiar with the Strategic Growth Plan process should result in less start-up time — a distinct
advantage given the Interlocal Agreement is targeted for the BOCCs May 19 Quarterly Public
Hearing. This phase includes an important focus on the peripheral area around Hillsborough
(i.e. the urban fringe and coordinated planning area in the 'middle' Eno watershed).

c) US 70/Highway 57/Highway 86
The Town of Hillsborough Strategic Growth Plan Phase 1, Churton Street Corridor Plan and
Cornelius Road Plan suggested that an Access Management Study (similar to the joint
town/county effort on Orange Grove Road) be undertaken in this general area. Such a study
would develop a master plan for access points and frontage roads, etc. to improve the traffic
capacity of the area and economic development opportunities as development continues. Joint
staffs are adding this to their 2008 work program.

d) Town/County/NCDOT Meetings Regarding Downtown Hillsborough Traffic
The Town of Hillsborough and Orange County have met with North Carolina Department of
Transportation (NCDOT) officials twice over the last month to review and suggest
enhancements to the traffic signal timing, traffic signs, and traffic turning movement systems.
This is done both in consideration of existing traffic capacity conditions as well as the impending
opening of new County office space facilities.
In addition, some critical intersection areas encumbered by on-street parking were discussed
along with the upcoming opportunities for more public parking on the new parking deck and the
ongoing re-analysis of the traffic study that is part of the Gateway project.
All meeting participants understand the need to continue to monitor the conditions as new
development unfolds and to analyze existing or suggested connectivity in parallel off-street
parking arrangements access patterns.

e) US 70/Cornelius Street Business Incubator Funding Assistance Request
As part of follow-up efforts related to the US 70- Cornelius Street Corridor activities, Orange
County pursued funding last year through Congressman David Price for a service and retail
business incubator proposed for the corridor. Orange County has tentatively planned to move
forward again this year with Congressman Price with a similar request. An incubator would
provide shared space for new and expanding businesses.

necessary.

f) Possible Reassignment of Elizabeth Brady Road Funding Without Loss of

A question was recently raised regarding the possible reassignment of Elizabeth Brady Road
funding to address other needs without, losing those funds for the Elizabeth Brady Road project.
The Boards' members can share any additional information at the meeting, and the Boards can
discuss this item as necessary.

7. Green Building Standards Resolution Proposed by Hillsborough's Water/Sewer
Advisory Committee and Adopted by the Town Board
The Town of Hillsborough Board of Commissioners adopted a resolution regarding green
building standards at the Board's January 14, 2008 meeting. Town of Hillsborough
representatives requested that the Boards discuss this resolution at this meeting. The Boards
can discuss this item as necessary.

RE: Fairview Park Status Report

As the Board of County Commissioners prepares to meet with the Hillsborough
Town Board, we thought a brief update on the progress at Fairview Park might
be useful. In way of background, the master plan for this park was approved in
2006/2007 by the two boards. The Board of County Commissioners approved a
contract with the firm of Corley, Redfoot and Zack / Susan Hatchell in 2007 to
develop engineering, construction drawings and bid documents for the park.
The following is a summary of the status of the project:
❑ A grant application in the amount of $500,000 was developed and
transmitted to the N.C. Parks and Recreation Trust Fund on January 31 to
help fund park facility construction. Word on the grant should be received
by May (first grant awards) or July (subsequent awards).
❑ The consultants have been meeting with staff weekly to review work on
the final design and construction documents.
❑ In the next few months, application will be made to the town for site plan
review and approval. By the summer, results of the grant application will
be known and the project should go out to bid during the summer months.
A construction contract should be ready for approval by Fall 2008
❑ Following execution of the contract (late-fall 2008), a Groundbreaking
Ceremony would be held on site.
❑ Construction would continue through the year, and should be complete in
less than 12 months. Theoretically, the park could open during the
summer/fall of 2009.
❑ County and Town staff have held a meeting to discuss ideas for the
operation of the park (please see attached letter).

RESOLUTION
Stating Support for Participating in the Development of a Joint -Public Meeting Facility
with Orange County and the Town of Hillsborough
WHEREAS, it is vital that governmental business be conducted in a manner that makes it easy for citizens to listen,
learn, participate, question, and voice their opinions during public meetings; and
WHEREAS, a well designed meeting room aids the public, media, staff, and elected officials in performing their
critical roles in the public process; and
WHEREAS, there appears to be a mutual need for a quality public meeting space in downtown Hillsborough to
assist the governments of Orange County and the Town of Hillsborough in conducting their business, and
WHEREAS, one possible solution to providing quality public meeting space that has been discussed is future
renovation of a portion of Orange County's John Link Government Center building on- Cameron Street; and
WHEREAS, as referenced in the November 16, 2006 letter from Town Manager Eric Peterson to then Acting
County Manager Rod Visser, Orange County officials articulated a willingness to consider joint participation with
Hillsborough on construction of a new meeting facility in the Link Center in'return for Hillsborough's agreement to
not build in the "hardwoods" section of their future Motor Pool/Public Works Facility to help finalize the Fairview
Public Campus Master Plan approval process; and
NOW THEREFORE LET IT RESOLVED by the Town Board of Commissioners, that if Orange County
determines they have a need for a new or improved meeting space in downtown Hillsborough that the town is
willing to commit financial and other support, including the incursion of debt payments if necessary, to partner with
Orange County in building a shared meeting facility. The Town Board of Commissioners authorizes the town
manager to have discussions with Orange County officials regarding this matter, if they feel there is an opportunity
to address critical capital and customer service needs for both governments in a cost effective manner by
cooperating with Orange Orange County.

Orange County is proposing to develop an incubator on the Cornelius Street/Highway 70 Corridor, adjacent to
an African-American neighborhood north of downtown Hillsborough. The incubator would provide shared
space for new and expanding businesses.
DETAILED SUMMARY
Please provide a more detailed description and justification for the project within the space provided,
including the local, regional, or national significance of the project and the rationale for the federal support.
In recent years, a growing number of developers have brought forward development proposals for
undeveloped and underdeveloped parcels in and around Hillsborough, the county seat of Orange County. To
date, the historically African-American community of Fairview has been largely overlooked. For the past
year, Orange County and the Town of Hillsborough have led a community-based effort to plan for the
redevelopment of the Cornelius Street/Highway 70 Corridor, adjacent to Fairview, "to encourage new business
enterprises and the expansion of current businesses that will sustain the local economy and be complimentary
to the adjoingin residential areas."
We are proposing to develop a retail and service business incubator on one of the vacant commercial parcels
along the corridor. The facility would offer shared space and services to start-up businesses, and would also
be marketed to existing small businesses that are currently located in a 40-year old commercial area slated for
redevelopment and will need to relocate.
The project would create jobs and entrepreneurship opportunities for area residents, would permit current
businesses to expand within the community, and would redevelop this significant corridor near downtown
Hillsborough. As part of the planning, the community is considering creating a community development
corporation which would create further opportunities for community ownership and control.

WHEAREAS, The Hillsborough Water /Sewer Advisory committee is trying to be proactive by
encouraging the use of Green Building Codes. Water conservation continues to be one of the
primary focuses of the Committee and they are of the opinion that encouraging the use of Green
Building Codes will not only protect our diminishing water source, but also protect all the other
natural resources affected during construction projects; and
W EAREAS, The Water Sewer Advisory Committee encourages the Town to incorporate a
preference for Green Building Codes into the Development Review process. By stating that green
plans, such as those utilizing NAHB and/or LEEDS Green Guidelines, will receive priority
consideration in the planning/approval process, we can encourage smart growth within Hillsborough
and postpone the need for finding new water sources for the town. By implementing the water
resource management actions included in the Green Building Codes, the town can help preserve the
existing water capacity and keep our debt service lower, thus delaying water rate increases; and
VMEREAS, The Water /Sewer Advisory Committee continues to seek ways to protect and
conserve usage for current and future users. The use of Green Building regulations will
encourage the conservation of all resources, including water;
NOW, THEREFORE, BE IT RESOLVED the Hillsborough Board of Commissioners hereby
request that Orange County include Green Building Standards in the Building Code and take all
necessary action to create a more sustainable community.
BE TI FURTHER RESOLVED that a copy of this resolution be sent to each municipality in
Orange County
