BACKGROUND: Planning for the Saddle Club Road Solid Waste Convenience Center has been in the process for the past year. The project was bid on June 13, 1995. As reflected in the attached tabulation, the bids ranged from $151,290 to$259,000. Pjr�ojject cost summa is as follows: Li" '. `:' :>;: <? 5'2 ' £% '...:3s1:';::::;':;:': **Fencing and gates $8,000.00 "*Construct well and septic system $10,000.00 **Electrical Contract/building and equipment $3,000.00 **Plumbing for site attendant building $500.00 **Relocate attendant office from High Rock Road $1,000.00 "Landscaping $9,000.00 **Signage $1,500.00 Sub total estimated additional expenses $33,000.00 Compactor/Collectlon equipment(purchased 1994) $27,001.00 Construction Contract/Burlington Mechanical $151,290.00 Estimated Project Grand Total $211,291.00 (**Estimated costs;work yet to be bid) 2 The total anticipated project cost is about $60,000 higher than projected in the 1995-2000 Capital Improvements Plan,due in large part to the generally unfavorable construction market at this time. Sufficient funds are available in the CIP to complete construction and implementation of the Saddle Club Road site. However,if the County accepts this bid,there would not be sufficient 1995-96 funds remaining to construct any further solid waste convenience centers,without reallocation of funds from other projects. Staff will be sharing the bid results with the Orange County Solid Waste Committee at its June 22 meeting. Comments from the Solid Waste Committee will be related to the Board of Commissioners at the June 26 meeting. It may be prudent to postpone a decision to award the Saddle Club Road construction bid until the August 3 meeting to allow staff to consider Solid Waste Committee and Commissioner comments in evaluation our options for proceeding with the solid waste convenience center program. Construction bids received on June 13 are valid for 60 days,so delay of the bid award decision to August 3 is an available option.
