PURPOSE: To approve, contingent on the agreement of the
governing bodies of Carrboro and Chapel Hill, the
interim expansion of the Landfill Owners Group.
BACKGROUND: The governing bodies established this spring the
Landfill Reorganization Working Group to consider and
develop recommendations on the best structure for
intergovernmental cooperation in the ownership and
financing of the next landfill. This group includes
two or three representatives of the Towns of Chapel
Hill, Carrboro and Hillsborough and the County of
Orange.
The LOG has grown increasingly concerned about its
size vis a vis the number and significance of the
issues it considers. In many cases, this small group
must make a series of policy assumptions before
arriving at its final recommendation to the full
governing bodies. The LOG on June 15, confirmed a
preference for a larger proportion of the governing
bodies to be involved in addressing complex issues.
Examples of such complex issues include:
- Development and implementation of an integrated
solid waste management plan

Siting of a new sanitary landfill
Developing and implementing a form of
intergovernmental cooperation to finance and
operate the new landfill and possibly, other solid
waste management efforts
Financing the acquisition and development of a new
landfill
Acquisition of the Neville tract or other source of
cover soil
The Landfill Reorganization working Group is in the
process of developing recommendations for a structure
to succeed the Landfill Owners Group, but it appears
unlikely that those recommendations will be ready
until, at least, the end of the calendar year.
Therefore, the LOG is asking each governing body to
consider an interim expansion of the current LOG, with
the understanding that more fundamental and permanent
changes will be made later. Each of the owners would
be represented by two or three elected officials.
Each owner would cast only one vote, but the
additional members would help expand our perspective
and bring the governing bodies closer to the
development of final policy recommendations.
Hillsborough would be invited to send another one or
two representatives on the same basis that
Hillsborough presently participates.
The next meeting of the Landfill Owners Group is
scheduled for June 29, directly after the Assembly of
Governments meeting. The acquisition of the Neville
tract is on the agenda. The meeting after that is
August 16, with development of a process for dealing
with the recommendation of the Landfill Site Search
Committee. As can be seen, major decisions will be
needed in the very near future.
RECOMMENDATION: The Manager recommends the approval of this interim
expansion of the LOG and that the Board appoint two
Commissioners to serve.
