PURPOSE: To consider renewing the Memorandum of Understanding between Orange County and
the State-DMV for space leased by the County and used as the Driver License Bureau in Carrboro
Plaza,Carrboro.
BACKGROUND: In 1986 the County relocated the Driver License Bureau from Carrboro Town Hall to
space leased by the County at the Carrboro Plaza(then, Plantation Plaza). The County and the State
have since that lease was instituted, executed a Memorandum of Understanding between them to
clarify the responsibilities of each party. The tenets of the understanding are as follows:
♦ Orange County leases and pays for 1,200 square feet of space;
♦ Orange County maintains the facility to the extent of routine maintenance on systems(such as
heat and air conditioning and plumbing);
♦ The State provides cleaning services for the building;
♦ The State pays all costs for phone service and utilities (except water and sewer, which are
included in the lease amount.
As a reminder,Orange County's financial commitment for this lease is as follows:
♦ Rent: $8.00 s.f.with CPI adjustments annually. Adjustments will be determined by utilizing the
applicable indices determined by the United States Bureau of Labor Statistics through its
Consumer Price Index entitled "United States City Average-All items All Urban Consumers
Index".
♦ Taxes,Insurance,Common Area Maintenance charges: $3.87/s.f.
♦ (Total County funds to support this lease,year 1 only: $14,244.)
The lease expires January 31,1998.
RECOMMENDATION: The Manager recommends that the Board approve the Memorandum of
Understanding; and authorize the Chair to sign on behalf of the Board.

Re: Assignment of Space for Driver License Office, Carrboro, N.C.
Dear Ms. Jones:
This letter represents the memorandum of an understanding between the Orange County
Board of Commissioners and the Division of Motor Vehicles concerning space for
a Driver License Office in Carrboro, North Carolina, subject to the following
conditions:
(1) Orange County, subject to all of the terms and conditions
of the lease between Orange County and the owner of
Carrboro Plaza, agrees to provide unit number thirteen
(13) of the Plantation Plaza Shopping Center located at
the intersection of North Carolina Highway 54 By-Pass and
North Carolina Highway 54 Business in Carrboro as space
for a Driver License Office with the following services:
(a) Heating facilities, air-conditioning facilities,
electrical facilities, adequate lighting fixtures
and sockets, ventilation, hot and cold water
facilities, and adequate toilet facilities.
(b) General maintenance including plumbing repairs,
electrical repairs, etc.
(c) Adequate parking for driver license clients and
employees.
(d) Water and sewer.
(2) The Division of Motor Vehicles agrees to pay the cost of
utilities including heat, air-conditioning, telephone,
lights and water.

(3) The Division of Motor Vehicles agrees to provide
janitorial services and trash removal for the above
mentioned space.
(4) It is agreed between the parties hereto that upon
expiration or termination of this assignment, the
Division of Motor Vehicles may remove all equipment and
improvements placed upon the premises at its expense,
provided the same can be removed without material damage
to the premises.
This agreement is for a period beginning and
terminating on . This agreement may be extended
upon mutual consent by all parties involved.
Acceptance and understanding of these conditions are evidenced by the signatures
appearing below. We trust this will be agreeable with your office. If there are
