Background: In March 1995, EDC staff was approached by representatives of Builders' Supply and Lumber Company, Incorporated to consider locating a manufacturing and distribution facility in Orange County. This facility would employ about 100, invest at least $5,000,000, and serve both the Research Triangle area and the Piedmont Triad area. Significant milestones in the process are as follows: March 1995 site consultant reviews available buildings makes offer on Greenwich Miffs/Chock Full o'Nuts bldg April 1995 offer denied(Armstrong offer accepted) review land options in area May 1995 obtain option on 21.5 acres on East Washington Street apply for NCDOT Rail Industrial Access Funds June 1995 NCDOT Funds approved for 50% rail spur funding Continued . . . 2 Action Agenda Item Industrial Rail Access for Builders' Supply Meeting Date: June 26, 2995 Page 2 At this point in the selection process, one other NC county is being considered. In order to finalize Builders' Supply and Lumber's ability to use the NC Department of Transportation Industrial Rail Access Funds in Orange County, the Board of County Commissioners must adopt a Resolution in Support of their project. Adopting this Resolution will in no way obligate the Orange County to fund any portion of this rail access project. Box 25201 Raleigh, NC 27611 Dear Mr. Grabarek, As Director of the Orange County Economic Development, I write to you in support of the application being submitted for funding of a rail industrial access track for Builder's Supply and Lumber, an industrial project strongly considering locating in Orange County, North Carolina. The project is anticipated to make a $5, 000,000 investment in the community and employ 100 area citizens. The land on which they intend to locate is on East Washington Street (SR 1303 ) in the City of Mebane's extra-territorial planning jurisdiction, and is zoned Heavy Industrial (M-1) . Directly across East Washington Street are rail lines owned by North Carolina Railroad, with rail freight service provided by Norfolk Southern Railroad. The application from Builder's Supply and Lumber will reflect a request for 50% funding for the project. The Orange County Economic Development Commission staff supports the project, and will approach the Orange County Board of County Commissioners to pass a Resolution supporting the project at their first meeting in June. Washington Street in Mebane's ETJ as a manufacturing and distribution facility that will employ approximately 100 people and invest at least $5,000,000 in buildings, land, and equipment; and WHEREAS, on June 2, 1995, the NC Dept of Transportation Board approved a request for a maximum of$80,587.50 of Rail Industrial Access Funds to pay for up to 50%of Builders' Supply and Lumber's projected expense for serving their Mebane site with a rail spur; and WHEREAS, Builders' Supply and Lumber will pay the remaining portion(50%) of this rail access project costs to serve their site; and WHEREAS, Orange County will not be responsible for any costs associated with providing rail to this proposed site for Builders' Supply and Lumber.
