SUBJECT: Efland to Mebane, Buckhorn- Mebane EDD, Phase 2 Extension &
West Ten Road Pump Station & Outfall (AKA CIP #44)
This memo serves as a brief status report of the progress of the above project. The
attached letter from the County Engineering / Stormwater Supervisor, Howard W.
Fleming Jr., PE and our engineering design consultant, Hobbs - Upchurch, explains the
progress and alignment.
We have begun to contact the community that will be affected by this project and our
area meeting of November 20, 2014 was productive and positive. The attorney's office
is assisting with easement acquisition. We plan to have the project ready for Board
approval in February or March 2014.
The City of Mebane has been our partner in reviewing the design and specifications
since they will eventually be the responsible maintenance entity.
This project serves 2 purposes: One, to redirect the Efland sewer flow which stabilizes
future sewer rates for county residents and businesses and reduces County operational
expenses; and two, provides sewer backbone infrastructure for over 350 acres (with
expansion capability for 350 additional acres) of economic development opportunity
north of West Ten Road and 1- 85/1 -40 in the Efland area in the water and sewer
boundary area.
Note: I have not included engineering drawings noted in Mr. Fleming Jr.'s letter as
items 4 through 7 but they are available if requested.

SUBJECT: West Ten Road Sanitary Sewer Routing
Craig,
As you are aware, we recently received what was identified as Revised 100% set of construction plans
for the subject project from our consultant, Hobbs Upchurch Associates (HUA).
Due to the fact that this alignment was adjacent to the Water & Sewer Management Plan and Boundary
Agreement between all local governments and utility providers in the County, we had requested a
detailed explanation of why the specific south -side route on West Ten Road was chosen. Back in
August we received the enclosed professional opinion letter from HUA. As a visual aid, I have attached
the following:
1. An Excerpt from the Orange County /City of Mebane Utility Area Service Agreement, dated
09/09/12, with service area acreage added.
2. Letter from HUA justifying south -side alignment along West Ten Road, dated 08101/14.
3. A two -page aerial photograph, entitled BOCC exhibit, which we prepared from GIS and data
provided by HUA, dated 10/27/14.
4. Gravity Sewer Main Layout Sheet 2 of HUA's Revised 100% plans, received 11119/14.
5. Sewer Force Main Layout Sheet 3 of HUA's Revised 100% plans, received 11/19114.
6. West Ten Rd. Sewer Plan & Profile Shts 4 & 5 of HUA's Revised 100% plans, rec'd 11/19/14.

RE: Sewer Line Location on West Ten Road

Dear Craig,
Pursuant to your request, Hobbs Upchurch & Associates has evaluated the sewer gravity routing on
West Ten Road to the pump station adjacent to Stephanie Creek. The cuts through this area to
maintain gravity flow are in excess of 20 feet and if located on the North side of West Ten Road will
require approximately 50 feet of easement to install the sewer, infringing on at least 5 houses.
Several of these houses on the north side are relatively close to the roadway and will likely be
impacted by the significant cuts requiring laid back side slopes. In addition, the potential for
ancillary construction damage is significantly greater on the North side than on the South side. The
South side routing is primarily through open pasture land and based on topography yields shallower
cuts, but even where deeper cuts have to be made the land is available without interference from
structures.
The cost to lay the line on the South side rather than the North side is at least 20 -30% less in our
professional opinion due to the easier laying conditions. In addition, the South side minimizes if not
eliminates all cases of ancillary damage to structures during construction.
