SUBJECT: Approval of Expanded White Cross Fire Insurance District

PURPOSE: To approve the White Cross Fire Insurance District Map that has been expanded to
include properties within six road miles of White Cross Fire Department Station 2.
BACKGROUND: The White Cross Fire Department recognized the need to acquire land and
build a fire station to enhance fire protection services for the property owners and residents in
the south east area of their district. On March 19, 2013, the Board of County Commissioners
approved the proposal from the White Cross Fire Department to construct a second station,
purchase a tanker and increase staffing. Property owners in that area were not eligible to be in
the fire insurance district because they were more than six road miles from White Cross Fire
Department Station 1 located at 5722 Old Greensboro Rd.
White Cross Fire Department purchased land on Neville Road and the station was completed in
November 2014. The station is located at 2521 Neville Road. The station is now equipped with
an engine and a tanker and is awaiting certification by the N.C. Department of Insurance, Office
of the State Fire Marshal. The insurance boundaries for Station 2 will need to be expanded to
include properties six miles from the station. Expansion of the insurance district boundaries will
allow property owners in the south east area of the district to be in a rated insurance district and
take advantage of lower rates if within six miles of Station 2. Approval of the expanded
insurance district has no effect on the original fire district boundary.
Emergency Services staff worked with the White Cross Fire Department and Orange County
Information Technologies- Geographic Information Systems (GIS) to ensure an accurate revised
map of the White Cross Fire Insurance District. The map identified as the White Cross Fire
District Insurance map is attached and will also be reviewed by the North Carolina Department
of Insurance, Office of the State Fire Marshal Ratings and Inspection Division. Upon approval
by the Board of County Commissioners, the Office of the State Fire Marshal can extend the fire
insurance district to six road miles from White Cross Fire Department Station 2.
An analysis was conducted by staff to determine the number of property parcels affected by the
insurance district expansion. There will be 239 addressable structures that will be added to the
White Cross Fire Insurance District. The addition of White Cross Fire Department Station 2 has
reduced the number of properties outside the rated insurance district to 36. White Cross Fire
Department and Orange Grove Fire Department are in contract negotiations to provide
coverage from Orange Grove Fire Station #3, located on 4725 Nicks Road in Mebane, for the
coverage on these 36 homes in the White Cross Fire Response District.
FINANCIAL IMPACT: The approval of this item has no financial impact on the County. This is
an administrative action only and no changes in fire tax rates will be reflected by Board
approval. Upon approval, property owners within six road miles of White Cross Fire Station 2
will be eligible for lower fire insurance premiums.
RECOMMENDATION(S): The Manager recommends that the Board approve the attached
White Cross Fire Insurance District Map for insurance purposes only.
