PURPOSE: To receive the jail inspection report for January 28, 2008 from the North Carolina
Department of Health and Human Services.
BACKGROUND: The General Statutes require the Board of County Commissioners to receive
and take necessary corrective action to the semi-annual jail inspection reports submitted by the
North Carolina Department of Health and Human Services. The statute further states that the
governing body shall promptly initiate any action necessary to bring jail facilities into conformity
to standards. The report for January 28, 2008 is enclosed for review and indicates Orange
County's compliance with standards.
The Sheriff has provided a letter of response.
FINANCIAL IMPACT: There is no financial impact associated with accepting the report.
RECOMMENDATION(S): The Manager recommends that the Board of Commissioners
receive the report. Corrective action is being taken as required.

Dear Mr. Wood,
I have reviewed your recommendations and they have been addressed;
Written classification procedures. Inmate classification for safety is a primary duty of our supervisors
and is ongoing daily.
1) On the Friday January 18, 2008 on the date of your inspection we were holding in our jail 152 inmates.
We-were as stated 23 over our 129 of capacity. You also wrote that we should reduce Federal Inmate
population as soon as possible to prevent unnecessary overcrowding. In 1997 we received a 2 million
dollars from the US Marshal to build our annex. We also signed a contract to hold daily 75 federal
inmates. On this date we were 12 under our contracted number.
The other 89 "inmates' housed in the jail were state intiiates either being held-for trial; sentenced to the jail
or waiting to be sent to DOC.
2) The fan near E-block has been moved and placed back in storage. The fan had been used to cool the
area when the air-conditioning went out.
3) The desk in the area of K-block has been moved. The desk had been used to write reports.
4) Hallway leading to the annex has been addressed with the Fire Marshall. The Fire Marshall has no
problem with the storage lockers in the hallway being used to store inmates property. We are not to
increase or place any more lockers beyond those now in place. Our evacuation route for emergencies
is in the opposite direction down the stairwell to the outside of the jail.
5) Sanitation inspection will be conducted within 30 days.
6) Painting of the entire annex is being completed as of this week.
7) Cleaning of the vents by public works should be completed within 1 week.

8) Shower stall drains in K and L cellblocks have been treated and are draining properly.
