Dear Candidate for Board of County Commissioners
Thank you for stepping forward to participate in the 2008 election process. This
election as the first under the voter approved district system ushers in a new era
of citizen participation and governance.
Our County Manager has proposed a strategy - from filing period to post general
election - to help enhance your knowledge and understanding of the
Commission as policymakers and partners in making county government work.
The information enclosed in this packet is the first step and includes the following
basic information:

Of special concern and included in your packet are information on campaign sign
regulations in the County and guidelines on political involvement by County
employees.

Enclosed as well is a brochure on the process underway to update the County's
Comprehensive Plan to guide growth and development through 2030.

The second step in the strategy to support and assist all Board candidates - after
the filing period closes - will be an opportunity to meet with the Chair and other

the filing period closes = will be an opportunity to meet with the Chair and other
members of the current Board and County management for a brief welcome and
introduction to County government. The tentative date and time for this event is
TBD and will be held in the John M. Link, Jr. Government
Services Center in Hillsborough.
The final step - following the November election - will be a full-fledged
orientation session for all newly elected Board members. County Management in
concert with the sifting Board and Clerk's Office has been preparing a
comprehensive program to support and assist new Board members in assuming
their local responsibilities with the greatest assurance and ease when they sit
down in December.
Again, we welcome your interest and involvement, and hope the days ahead are
filled with the most positive experience.

• No sign shall be located in such a manner as to block visibility at any street or driveway
intersection.
• No sign shall be erected or connected to any of the following: utility poles, street signs,
highway control/informational signs (i.e. speed limit signs, stop signs, etc), or other
similar regulated freestanding or wall signed as outlined within Article Nine (9) Signs of
the Orange County Zoning Ordinance.
Time Limitations
• Signs must be removed within seven (7)' days after the election or conclusion of the
campaign.
• In the case of a second or subsequent primary, signs must be removed seven (7) days
after the concluding election.
Enforcement
• We ask that each candidate educate his or her staff on these rules to avoid unnecessary
problems concerning the placement and maintenance of political signs,
® The Zoning Enforcement Officer, as a courtesy, shall contact a candidates' campaign
office in the event of an initial violation to obtain a resolution and bring the offending
sign(s) into compliance. If future violations are discovered, staff will remove the
offending sign in accordance with the provisions of Articles Nine (9) and Twenty-three
(23) of the Orange County Zoning Ordinance,
® Any sign that poses a potential driving or other public safety hazards shall be remove
by the Zoning Enforcement Officer immediately.
Please call the Orange County Planning Department at 919-245-2575 should you
require further assistance regarding maps, right-of-way and the specifics of the
Zoning Ordinance.
NOTE. A copy of the appropriate State Statutes is available from the Board of Elections and is
distributed to each candidate upon filing for any election. These laws apply specifically to
signs located within public rights-of-way or on public property.

5.3.3 Any violation of this section shall subject such employee to dismissal or
other disciplinary action.
6.0 Political Activity
All employees are free to engage in political activity to the widest extent consistent with
the restrictions imposed by law. An employee may participate in all political activity not
specifically restricted by law; including candidacy for office in nonpartisan election and
candidacy for political party office. However, no employee shall:
-Use official authority or influence for the purpose of interfering with or affecting
the result of an election or a nomination for office;
-Directly or indirectly coerce, attempt to command or advise any other employee
of the governmental unit to pay, lend or contribute anything of value to a political
party, committee, organization, agency or person for political purposes;
-Be a candidate for elective public office in a partisan election while on active pay
status;
-Be required as a duty of office or as condition of employment, promotion, or
tenure of office contribute funds for political or partisan purposes;
-Post, nor cause to be posted, signs, notices or other materials related to any
national, state or local political party or candidate, in or on property owned,
leased, or used by the department in the conduct of its official business;
-Wear or display badges, buttons, or other emblems related to a national, state or
local political party or candidate while on duty or during the performance of
__ ,-- services for the department; or_
-Use any supplies or equipment of the governmental unit for political purposes.
6.1 An employee, regardless of employment status, shall give written notice of
candidacy for partisan elective office, or appointment to a vacancy in a partisan
elective office on or before the filing deadline or acceptance of partisan
appointment.
6.2 An employee that files for an elective partisan office shall be placed on leave
without pay effective the following workday. If elected or appointed to partisan
office, the employee shall resign from employment with the County before the
start of the term of office.
6.3 In the event that placing an employee on leave without pay conflicts with the
Hatch Act, such leave shall not be granted. In order to seek office, the employee

would need to resign. The County shall make the determination at the time the
employee requests the leave.
6.4 The following shall not be subject to Section 6.0(c), 6.2 and 6.3 of the Article:
-An employee who files for the office of Register of Deeds or Sheriff as
they are recognized as duly elected heads of executive departments of
State agencies or municipalities; and
-An incumbent candidate for the office of Register of Deeds or Sheriff.
6.5 Any violation of this section shall be deemed improper conduct and the employee
shall be subject to disciplinary action or dismissal by the appointed authority.
7.0 Gifts and Gratuities
7.1 Any employee shall not accept gifts, gratuities or loans, whether in the form of
service, or promise from organizations, business concerns, or individuals while on
official business of the County.
7.1.1 An employee, County Manager, Clerk to the Board, or Board of
Commissioners member, shall not accept any gift, favor, or' thing of value
that may tend to influence the discharge of duties.
7.1.2 An official or employee of the County shall not grant in the discharge of
duties any improper favor, service, or thing of value.
7.2 These limitations are not intended to prohibit the acceptance of articles of
negligible value which are distributed generally, not to prohibit employees from
accepting social courtesies which promote good public relations, nor to prohibit
employees from obtaining loans from regular lending institutions.
7.3 Inspectors, contracting officers, enforcement officers, and other employees should
guard against contacts which might be construed as evidence of favoritism,
coercion, unfair advantage or collusion.
8.0 Safety, Conduct and Performance

It is the objective. of this County to conduct all operations as safely and
efficiently as possible. All County employees should practice supply economy, energy
-conservation, security of County equipment and property and all safety procedures.
8.1 Accidents involving injuries of County personnel using County equipment shall
. be reported immediately, as appropriate, to the employee's immediate supervisor.
