Number and Qualifications of Members The Orange County Transportation Services Board is composed of seventeen voting members. The members shall be appointed by the Board of County Commissioners, with. priority given to residents of Orange County. (a) Ten members will be the Director or Executive Director or designee nominated by the following agencies: (1) Orange County Planning Department (2) Economic Development Commission (3) Emergency Medical Services (4) O.P.C. Mental Health Center (S) Orange County Department on Aging (6) Orange County Department of Social Services (7) Orange County Health Department (8) Orange County Recreation and Parks Department (9) Orange Enterprises (10)Town of Hillsborough (b)Five members, residents of Orange County, shall be chosen at large by the Orange County Board of Commissioners with priority given to those in rural areas and/or experience in the following fields: private transit operation, transportation, business, faith and disability communities, child care providers and health care providers. (c) Two liaison members shall be chosen by the Board of County Commissioners. One of these members may be a County Commissioner and the other may be from the County Manager's office. 2 2. Terms and Replacement of Members Members of the Transportation Services Board shall serve three-year terms, but no more than two consecutive three-year terms. 3. Vacancies All vacancies on the Transportation Services Board shall be filled by appointment by the County Board of Commissioners. The person appointed shall serve for the unexpired portion of the term. 4. Attendance Any member of the Board who misses more than three meetings in any twelve month period shall lose his/her status as a member of the Board and shall be replaced by the Orange County Board of Commissioners. Absences due to siclmess or death of an immediate family member shall be considered approved absences and shall not affect the member's status. Following the second absence, the secretary will notify the member in writing of the attendance policy. 5. Organization Representation Representatives of the following four organizations shall be designated by the Director or Executive Director of these organizations. These are non-voting representatives who are not required to be residents of Orange County: (1) Chapel Hill Transit (2) Durham Technical Community College (3) Employment Security Commission (4) Triangle Transit Authority (TTA) Article IV - Regular Meetings 1. Dates and Locations Regular meetings of the Orange County Transportation Services Board will be held at least quarterly according to a schedule decided at the first meeting of each year, to be held in February. All meetings will be conducted with a maximum time limit of two hours unless extended by a majority vote of those present.
