PURPOSE: To adopt a resolution granting permission to the Orange-
Person-Chatham Mental Health, Mental Retardation, and
Substance Abuse Authority to seek exemption from certain
provisions of the State Personnel Act.
BACKGROUND: The North Carolina Legislature changed the state
personnel law a few years ago to permit area mental
health agencies serving multiple counties to apply for
substantial equivalency under the State Personnel Act.
OPC Board of Directors approved the attached resolution
on April 25, 1995 seeking substantial equivalency. The
Board of Directors are requesting that the Board of
Commissioners approve the same resolution.
The State will not entertain this request without the
specific approval of all three Boards of Commissioners
from the three county programs. The Person and Chatham
Boards of Commissioners have adopted the resolution.
Tom Maynard, Are Director, OPC Mental Health, will
present the resolution and discuss the issues
regarding substantial equivalency.
