PURPOSE: To consider a resolution appointing the new Orange County Tax
Collector to a two year appointment, effective July 1, 1995.
BACKGROUND: In early 1995, Orange County Tax Collector John Horner
announced his retirement, effective June 30, 1995. Since that
announcement, County staff have conducted a recruitment process leading
to a recommendation to the Manager of a successor to Mr. Horner.
In accordance with Chapter 105-349 of the North Carolina
General Statutes, the Board of Commissioners is responsible for
appointing the Tax Collector. The statute does not specify length of
term, but rather indicates that the Board appoints the tax collector
"for a term to be determined by the appointing body" . Staff discussion
with Institute of Government faculty indicated that there is a
widespread practice in North Carolina of Boards of Commissioners
appointing tax collectors for two year terms. While not a policy, two
year appointments have also been the practice in Orange County.
Assuming approval by the Board of the Manager's recommendation, Ms.
Virginia Rolfe will begin work on Monday, July 3, 1995, as outlined in
the attached draft resolution. Ms. Rolfe is a 1983 Phi Beta Kappa
graduate of Clemson University, with a Bachelor of Science degree in
Industrial Management. She has been employed by Moore County as Tax
Collections Supervisor/Revenue Officer since 1987, supervising a staff
of six. During her tenure, the collection rate on Moore County's tax
levy has increased annually. According to statistics prepared by the
Association of County Commissioners and the State Treasurer' s Office,
Moore County' s collection rate for 1993-94 was 99.51%, the highest
among the State' s 100 counties. Ms. Rolfe is recommended to be hired
at Step 6A, Grade 76 of the Orange County Salary Schedule, which
currently reflects a salary of $49,517 annually.
RECOMMENDATION: The Manager recommends that the Board adopt the
resolution appointing Ms. Virginia Rolfe as the Orange County Tax
Collector for a two year term, beginning July 1, 1995.

A RESOLUTION APPOINTING THE ORANGE COUNTY TAX COLLECTOR
FOR A TWO YEAR TERM BEGINNING JULY 1, 1995
WHEREAS, Mr. John Horner has tendered his resignation as Orange County
Tax Collector effective June 30, 1995, upon his retirement from more
than 30 years of service to Orange County and its citizens; and
WHEREAS, the Orange County Manager has recommended that Ms. Virginia
Rolfe be appointed to succeed Mr. Horner as Orange County Tax Collector
effective July 1, 1995, based on her extensive qualifications for that
office in terms of education and experience; and
WHEREAS, Ms. Rolfe has indicated her strong desire to be appointed to
that office as indicated;
NOW, THERFORE, BE IT RESOLVED THAT the Orange County Board of
Commissioners, as provided for under Chapter 105-349 of the North
Carolina General Statutes, does hereby appoint Virginia Rolfe as Orange
County Tax Collector, effective July 1, 1995, for a term of two years;
and
BE IT FURTHER RESOLVED that Ms. Rolfe shall be compensated by an annual
salary associated with Grade 76, Step 6A of the Orange County Salary
Schedule, which salary is currently $49,517; further, that Ms. Rolfe
shall be entitled to all other pay and benefits as are made available
to other permanent County employees under the provisions of the Orange
County Personnel Ordinance.
