PURPOSE: To consider amending the Orange County Classification and Pay Plan by:
- Changing the title of the class of Children's Librarian(Salary Grade 67)to Librarian
(Salary Grade 67),
- Changing the title of the class of Assistant to the Library Director to Library
Assistant Director and changing the Salary Grade from 67 to 69 and
- Adding the new class of Community Social Services Technician at Salary Grade 60.
BACKGROUND: The background leading to the recommended three changes in the Orange County
Classification and Pay Plan is as follows:
1. Librarian
The Personnel Department has completed a classification review of the vacant
Library Reference Assistant position in the Orange County Library. The Library
Director requested this review because the duties and responsibilities of the position
have expanded since it became a County position in March 1993. Prior to
recruitment for the position,it is necessary to study it so that the classification
reflects the current duties assigned.
Key changes in the Library Reference Assistant position include:
- It now is responsible for the entire reference function for the Library including
selection of materials for the Reference section. These duties were previously
carried out by the Library Director.
The Library has experienced an increase in citizen demand for professional
information and more technical reference services. This increase in demand for

technical.reference services could no longer provided by the Library Director.
The delegation of this responsibility to the Library Reference Assistant position
uses the current resources to provide citizens with the level of services they
require.
The classification study of this reference position indicates the duties are comparable
in level to those of the established class of Children's Librarian at Salary Grade 67.
Thus the recommendation is to expand this class to include the reference position.
To do this,the title would be changed from Children's Librarian to Librarian and that
class specification would be changed to include the specific duties,responsibilities
and minimum education and experience requirements for the reference position.
Upon approval of this recommended change,the position currently assigned to the
Children's Librarian class will be reassigned to the new class title of Librarian at the
same salary grade,and the vacant Library Reference Assistant position presently at
Salary Grade 62 will be reclassified to Librarian at Salary Grade 67.
2. Library Assistant Director
The Personnel Department has completed a classification review of the Assistant to
the Library Director position in the Orange County Library. The Library Director
requested this review because the duties and responsibilities of the position are
different than those recognized when it became a County position in March 1993.
Key changes in the Assistant to the Library Director position include:
- The Library Director has delegated the overall day-today library operation
responsibility to this position. The Library Director has also delegated
responsibility for supervising four positions in the library to this position.
- The Assistant to the Library Director position is no longer responsible for the
genera/secretarial duties supporting the Library Director such as routine
correspondence,budget maintenance,Board meeting minutes,billinglaccounting
functions,staff time records and other reporting responsibilities. These clerical/
secretarial functions have been reassigned to the Administrative Assistant
position in the Library.
The classification study of this position indicates that the level of responsibility is
comparable to other positions at Salary Grade 69.
The Assistant to the Library Director class specification has been revised to reflect
the current duties and responsibilities and the minimum education and experience
requirements and also includes a class title change to Library Assistant Director.
Based on these comparisons and the changes in duties it is recommended that the
class of Assistant to the Library Director at Salary Grade 67 be changed to Library
Assistant Director at Salary Grade 69. This appropriately places the position two
salary grades higher than the professional librarian positions who do not have these
supervisory and overall operational responsibilities.
Upon approval of this recommended change,the position currently assigned to the
Assistant to the Library Director class at Salary Grade 67 will be reclassified and
assigned to the new class title of Library Assistant Director at Salary Grade 69.

3. Community Social Services Technician
The Personnel Department has completed a classification review of Community
Social Services Assistant position in the Child Protective Services(CPS)Division of
the Social Services Department. Social Services requested this review because the
duties of the position have changed since it was first established in February 1993.
This position is part of the CPS treatment team and provides in-home technical
services to families and children who are in a crisis situation including clients with
substance abuse.
Key changes in the Community Social Services position include:
- The primary focus of the position is not transportation of clients. It is on
providing individual and group education in household management,parenting,
budgeting,personal care,and housing and employment acquisition.
The two other positions currently assigned to the Community Social Services
Assistant class at Salary Grade 57 do focus on providing transportation or arranging
transportation for Medicaid clients and maintaining the related records. This
position functions at a higher level than these two positions due to the human
relations skills that are required in providing education and training to families and
children in crisis situations. Also,the position must be able to write detailed
summary of services for case records and court reports as needed.
The review indicates the need to establish a new class of Community Social Services
Technician at Salary Grade 60 to recognize the duties and the responsibilities
assigned.
Upon approval of the new class,this one Community Social Services Assistant
position at Salary Grade 57 will be reclassified to Community Social Services
Technician at Salary Grade 60.
RECOMMENDATION: The Manager recommends the Board amend the Classification and Pay Plan by:
Changing the tide of the class of Children's Librarian at Salary Grade 67 to Librarian
still at Salary Grade 67,
Changing the title of the class of Assistant to the Library Director to Library
Assistant Director and changing the Salary Grade from grade 67 to grade 69 and
Adding the class of Community Social Services Technician at Salary
Grade 60.

LIBRARIAN
GENERAL DEFINITION OF WORK:
Performs difficult professional work in planning and implementing library services such as
reference or children's programs; does related work as required.
Work is performed under general supervision.
TYPICAL TASKS:
Serves as the Reference or Children's librarian;
Develops and selects the children's or reference collection materials for the library;
Plans for children's or reference services and makes provisions for special projects;
Writes grant proposals, spends allocated money, and submits reports on expenditures;
Manages annual budget for children's or reference program division;
Develops and implements programs to include working with schools, child care centers, and
organizations in the community; _
Performs readers' advisory to patrons on appropriate materials;
Markets programs to appeal to adults, children and organizations in the community;
Markets programs by creating flyers and news releases;
Works general circulation desk assisting patrons, checking books in and out, and answering
questions;
Participates in professional organizations;
Performs related tasks as required.
KNOWLEDGES, SKILLS AND ABILITIES:
Comprehensive knowledge of library operations; comprehensive knowledge of reader interest
levels and books and authors relevant to assigned area; comprehensive knowledge of book
classification; comprehensive knowledge of specific materials collection; ability to work
effectively with children and adults; ability to communicate effectively orally and in writing;
ability to plan effective programs; ability to develop and maintain an effective collection relevant
to the assigned area.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to a Masters degree in library science
and at least two years professional library experience in children's programs or reference services..

LIBRARY ASSISTANT DIRECTOR
GENERAL DEFINITION OF WORK:
Performs difficult professional work and responsible administrative work in overseeing general
library operations, developing programs and supporting the library director; does related work as
required.
Work is performed under general supervision. Supervision is exercised over subordinate
personnel and volunteers.
TYPICAL TASKS:
Supervises daily library operations; Serves as library supervisor over entire staff for general
operations; Supervises volunteer program and English as a Second Language program;
Supervises Library Assistant positions;
Plans, develops, implements, and reviews adult programs; manages program budget and handles
publicity; carries out programs, writes final report, and orders young adult materials;
Assists the director in developing and preparing the annual budget; gathers figures and support
information and writes narrative support;
Participates in the recruitment process by reviewing applications and resumes, contacting
applicants, and interviewing candidates; Trains new employees;
Maintains the library's art gallery; recruits and schedules artists; assists artists with problems
concerning exhibits; promotes art exhibits;
Serves as outreach librarian serving patrons unable to come into the library; selects and delivers
materials; Develops, writes, and co-edits newsletter; Serves as liaison with Friends of the Library;
Composes written documents and correspondence such as grants and contracts;
Works general circulation desk assisting patrons, checking books in and out, and answering
questions; Participates in professional organizations;
Performs related tasks as required.
KNOWLEDGES. SKILLS AND ABILITIES:
Thorough knowledge of library procedures and operations; thorough knowledge of young adult
and adult library materials; thorough knowledge of budget practices and personnel procedures;
thorough knowledge of library media and materials; thorough knowledge of grant writing
practices; ability to plan, assign, instruct and supervise the work of others; ability to communicate
effectively both orally and in writing; ability to establish and maintain effective working
relationships with volunteers, employees, library friends and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from a four-year college
or university with a degree in library science and at least three years of professional library
experience, including two years supervisory and administrative experience.

COMMUNITY SOCIAL SERVICE TECHNICIAN
GENERAL DEFINITION OF WORK:
Performs intermediate paraprofessional work providing supportive services instructing clients
who are in.crisis in household management, parenting skills, personal care, and housing and
employment resources; does related work as required.
Work is performed under regular supervision.
TYPICAL TASKS:
Provides supportive services, including modeling of and instruction in household management and
budgeting, parenting and child development, child care skills, personal hygiene and health care,
social skills, housekeeping methods, and accessing housing and employment resources;
Assists clients with use of community services, serves as facilitator and negotiator;
Develops short-term plans detailing tasks to be completed to achieve the goals specified in the
service plan agreement;
Monitors and reinforces progress on the service plan agreement;
Maintains detailed documentation of all contact with clients;
Provides quarterly reports on the service goals to the client and the social worker;
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
General knowledge of and skill in enlisting available supportive resources for the individuals
served; general knowledge of household management including budgeting, day care tasks, agency
services, income maintenance programs and community resources; general knowledge of the
social, economic and environmental conditions of clients; ability to solve problems within scope of
responsibility; ability to establish and maintain effective working relationships with culturally
diverse clients, professional personnel, co-workers and the general public; ability to interpret and
apply policies and procedures; ability to attend to the needs of others, to converse with people
and to convey or exchange information.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and at
least two years experience in a community based human services activity or related work
involving public contact.
