Purpose
To approve proposed budget ordinance amendments,grant project ordinances, and capital project ordinances.
Background
Planning Department
1. The County's Soil and Erosion program has been awarded a$10,000 grant from the North Carolina
Sedimentation Control Commission. These monies will be used by Orange County staff to conduct
formal experiments concerning sediment basins at Penn State University in the near future. The
experiments will compare performance of experimental sediment basins with conventional basins. The
goal of this project is to develop and eventually adopt new standards for sediment basin design that will
improve effectiveness and reduce costs. The attached "Sediment Basin Experiment Grant Project
Ordinance"reflects the receipt of these funds.
Department of Social Services
2. The Orange County Department of Social Services has received Child Day Care reallocation from the
State. These funds,totalling$53,226,will enable this program to assist additional eligible families in
Orange County. This reallocation,reflected on page 3,block 2 of this budget amendment,brings the
total fiscal year 1994-95 Day Care budget to$762,066.
3. The Income Maintenance program has automated its intake division. In the past,client information was
manually gathered by caseworkers and forwarded to clerical personnel for data entry. Computer
hardware and software,which enables client intake and update information data to be directly entered by
caseworkers, has been purchased. The Department recently received an unanticipated reimbursement
from the State for this purchase. Block 3 on page 3 reflects the receipt of this reimbursement.

4. At their April 18, 1995 meeting,the Board of County Commissioners approved a Smart Start grant
award for the County's Department of Social Services. The Parent Education and Skill Building
Initiative grant,totalling$48,706,will enable this department, along with twelve other agencies,to
deliver quality parent education services to all Orange County families with children ages 0-5. Fiscal
management of this grant will be provided by the Department of Social Services while program and
personnel development and management will be provided through a contractual agreement with the
HEARTH Family Foundation. The attached "Smart Start Grant Project Ordinance" reflects the addition
of these funds.
5. The Department of Social Services has received expansion funds,totalling$20,000, for the Aid for
Families with Dependent Children(AFDC)program. The monies will be used to assist the agency with
Master Client Index(MCI)and automation training. The attached "Master Client Index(MCI)Capital
Project Ordinance" budgets these funds.
Health Department
6. Orange County's Breast and Cervical Cancer grant recently received a$5,000 reduction in State funding.
The State plans to revert these monies to other counties in North Carolina who are experiencing higher
demands for these services than Orange County. The attached "Comprehensive Breast and Cervical
Cancer Control Grant Project Ordinance"reflects this program's voluntary funding reduction.
Department on Aging
7. The Department on Aging is sponsoring a County Conference on Aging(including a luncheon)this
month. Conference registrants are reimbursing the County for the costs of meals. This amendment
budgets for these funds. (Block 7,page 3).
8. The Title I11-F Health Promotion allocation for Orange County's Department on Aging has been
increased from the original projection of$1,350 to$4,021. These additional funds,reflected in block 8
on page 3, will be used to increase health-related activities at the County's Senior Centers.
Orange County Library
9. On April 3, 1995,the Board of County Commissioners approved an amendment for the Orange County
Library. This technical amendment identifies this as a transfer of funds to the Library Automation
Capital Project and not a General Fund Fund Balance Appropriation. (Block#9,page 3)
Economic Development
10. On April 19, 1995,the Board of County Commissioners approved a funding request of$750 for Midway
Development Commission. Block#10 on page 4 reflects the appropriation of these funds from the
Commissioners Contingency account.
Criminal Justice Partnership Program
11. Orange and Chatham Counties have jointly been awarded Criminal Justice Partnership Program grant
funds totaling$45,486 for the period April 1 -June 30, 1995. Additional funds totaling$181,841 will
become available for fiscal year 1995-96,and will be budgeted later. The program will provide pre-trial
release and substance abuse services to persons sentenced to intermediate sanctions. The attached
Criminal Justice Partnership Program Grant Project Ordinance authorizes the project and budgets the
grant funds,through June 30, 1995,contingent on the Board's acceptance of these funds,which is
included as a separate abstract on this May 16, 1995 agenda.
Recommendation
The Manager recommends that the Board approve the attached budget ordinance amendment, grant project
ordinances and capital project ordinances.

Sediment Basin Experiment Project

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Sediment Basin Experiment Project as awarded to the Orange County
Planning Department by the North Carolina Sedimentation Control Commission. The purpose of this
grant is to conduct research regarding conventional and experimental sediment basins.
Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained
herein.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental-NC Sedimentation Control Commission $10,000
Section 4. The following amount is appropriated for this project: -
Community Planning-Sediment Basin Experiment $10,000
Section 5. The County Finance Officer-is hereby directed to maintain within the Grant Project sufficient specific
detailed accounting records to provide the accounting to the grantor agency required by the grant
agreement and federal and state regulations.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due. Reimburseme
requests should be made to the grantor agency in an orderly and timely manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer for direction in carry
out this project.
Section 8. There are no permanent positions authorized through this grant project ordinance.
Section 9. This project period begins May 16, 1995 and goes through June 30, 1996.

of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Smart Start Program as awarded to the Orange County Departments of Social Services,
Health,Library and Cooperative Extension by the State of North Carolina and the Orange County Partnership for
Young Children(OCPYC).
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document,and the
rules and regulations of the State of North Carolina.

upon the availability of funds sufficient to cover expenditures.

Master Client Index Project

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following capital project is hereby adopted.
Section 1. The project authorized will provide funds to create a master client index database which will be utilized by
County's human services departments and assist them in total case management activities. This project wil
be financed with proceeds from the County's portion of the one half cent sales taxes and grant funds(for t

Comprehensive Breast and Cervical Cancer Control Program

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159
of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Comprehensive Breast and Cervical Cancer Control Program as awarded
to the Orange County Health Department by the Centers for Disease Control. The purpose of this gran
is to provide screening and follow-up services for women in Orange County.
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant docu
the rules and regulations of the Centers for Disease Control.
Section 3. The following revenue is anticipated to be available to complete this project:

to Orange and Chatham Counties by the North Carolina Department of Corrections.The project will
provide pre-trial release and substance abuse services to persons sentenced to intermediate

Section 2. Under the terms of the agreement,Orange County will administer the grant as fiscal agent.
The officers of the County are hereby directed to proceed with the grant project within
the grant document,the rules and regulations of the North Carolina Department of
Corrections.
Section 3. The following revenue is anticipated to be available to complete this project:
