HILL SEATS ON THE ORANGE COUNTY HUMAN RELATIONS COMMISSIONS
(2014- 09- 29/R-10)
WHEREAS, Orange County has requested that the Chapel Hill Town Council nominate
applicants for appointment to the Chapel Hill seats on the Orange County Human Relations
Commission;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the
Council hereby nominates Alan Jefferics and Jilan Li to serve in the Chapel Hill seats on the
Orange County Human Relations Commission.

years at the US Department of Justice in their General Counsel s Office and worked for the
Administrative Office of the US Courts. Prior to that, I worked in the employee relations field. As
a mediator I handled numerous divorce cases for D.C. Multi -door and employment cases for
Federal agencies. I also hold an M.A. in Sociology with a specialization in social psychology. I
have extensive training in EEO and Employment law and am a court trained mediator. I have
represented the Federal Government in numerous EEO and employment cases. I have also
mediated some of thse cases and, at the Defense Dependents Schools and the Administrative
Office of the U. S. Courts, I developed various EEO related plans and training materials and
trained individuals concerning EEO requirements. As a member of the Commission I can bring
my knowledge of the various EEO related statutes to the table. As a trained mediator, I can
bring my skills to assist in resolving issues. As a sociologist I was trained to appreciate cultural
diversity which has left me ope to understanding the morays and cultural differences that may

Previously, I have worked for social change as a Peace Corps Volunteer, the Volunteer
Coordinator on a campus organization, and a hotline counselor for a sexual assault organization.
Social justice and advocacy takes on many forms depending on the context, and my different
experiences with social change work broaden my perspective on how social justice looks in
reality. As a social work student, I believe the interactions between people are the most
important relationships in the life of an individual. We all have the ability and responsibility to
improve relationships between individuals, and change the social conditions that perpetuate
discrimination and inequality. Changes must happen concurrently at the individual and societal
level, and the Human Relations Commission can ensure positive social change occurs at the
societal level in Orange County.
