Subject: Appointment of Mr. Gordon Neville to serve on the Agricultural Preservation Board
Dear Ms. Baker:
The Orange County Agricultural Preservation Board is pleased to be able to recommend the
appointment of Mr. Gordon Neville to serve as the board's new member representing the
White Cross Voluntary Agricultural District. Mr. Neville resides within the White Cross district,
where he operates the farm that has been in his family for eight generations. Mr. Neville's farm
is presently enrolled in the VAD program as required for district membership. He has completed
and submitted a volunteer application form.
Members of the APB are actively working to identify other qualified prospective members who
own farms enrolled in the VAD program and located within the VAD districts where there are
now district member vacancies. The board will forward additional recommendations for those
district slots as. soon as possible.

I have lived in Orange County my entire life. My grandfather and father were both farmers
therefore I continued on the tradition of farming. I have been farming since 1975. My family
farms tobacco and chickens. With my experience in my farming background I could be very
beneficial to this board by having the farmers perspective on the situation. As well as serving on
other boards in the community I have a broad spectrum to want to improve my community an
help out others.
Reasons for wanting to serve on this board:
I would like to serve on this board so the farmers of my county will be properly represented now
and in the future. With farming being such a big supplier in the world our voices need to be
heard and protected for now and future farmers. By serving on this board I could help with
current conditions as well as improving them. I feel that being fully represented in multiple
aspects I could bring a lot of beneficial factors to this board.

Water resources (availability, supply, conservation, reclaimation) are a preeminent issue for all
society even now and will become moreso in the future. I hope my technical background will be
of use to OWASA.

Please list /explain your experience, either professionally and /or from other
boards /commissions that you have in the areas of budget, personnel, and management.
Professionally, my positions involved budgetary responsibility (up to $2 M annually) and
management of direct reporting personnel (up to 14). 1 am aware of the needs for planning,
implementation, and oversight of these resources while maintaining focus on the tasks assigned.
In addition to the experience listed in the question above, please list the work /volunteer
experience /qualifications that would add to your expertise for this board.
University and industry work in soils, crops, regulatory affairs (company representative with
EPA,OPP). Over the years, I have worked with irrigation so am conversant with water use in
agriculture.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
Provision for supply, delivery and stewardship of water resources for Orange County. I have no
specific items to accomplish, but do have an interest in water reuse as a means of minimizing
impact on available resources.
What is OWASA's role in growth /development issues?
I think OWASA works within the larger needs of county and its municipalities. Therein the
provision, delivery and stewardship of water resources is the specific perview of OWASA.
Where growth and development is under consideration of the various branches of county and
municipal government, OWASA would be active in helping to implement those items having to
do with water.
Other Comments:
I would like to serve on the OWASA board as water availability, use and quality are
paramount to the county's future. I suggest my technical background in agriculture will
allow me to quickly become knowledgeable on local issues and challenges. STAFF
