ORANGE COUNTY BOARD OF COMMISSIONERS
RESOLUTION SUPPORTING THE TRIANGLE REGIONAL WATER SUPPLY
PLAN
WHEREAS, the Research Triangle Region continues to grow and serve as the premier
economic engine for our State; and
WHEREAS, the local government jurisdictions in the Research Triangle Region have
responsible and thoughtful land use plans to accommodate the projected growth of our
Region; and
WHEREAS, the local government jurisdictions and their constituent water supply
authorities are responsible for providing for the publicly owned water supply that has
been a critical ingredient in the economic development of the region; and
WHEREAS, the Jordan Lake Partnership was created in 2009 by jurisdictions and water
systems in the Triangle region with the primary purpose of planning for long-term
sustainable and secure water supply for the Triangle Region; and
WHEREAS, the Partners are committed to working collaboratively to enhance the
sustainability and security of the region's water supply resources through conservation
and efficiency, interconnection, and coordinated planning and development of the Jordan
Lake water supply; and
WHEREAS, the Partnership has demonstrated that local governments can work together
in a cooperative fashion — within the region, with constituent organizations, with
jurisdictions and water suppliers up and down stream, and with state and federal
regulators — to create environmentally sustainable, secure and mutually beneficial water
supply strategies for Jordan Lake; and
WHEREAS, the Triangle Regional Water Supply Plan has been developed based on the
best information available from studies and modeling completed by the Partners and
others, including a regional interconnections study and Division of Water Resources'
Combined Cape Fear—Neuse Hydrologic Model; and
WHEREAS, the water demand projections and future water supply needs have been peer-
reviewed by the Partners; and
WHEREAS, the Triangle Regional Water Supply Plan represents the consensus preferred
regional alternative of the Partnership; and
WHEREAS, each jurisdiction seeking an allocation from Jordan Lake may, at its
discretion, incorporate information from the Triangle Regional Water Supply Plan in
preparing its own, individual allocation application to the state; and

WHEREAS, any policy decisions regarding local investments and arrangements needed
to use Jordan Lake as a drinking water supply source will be made by the elected officials
of each jurisdiction or Board of Directors for their constituent water supply authorities.
NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners of
Orange County, North Carolina, supports the efforts of the Partnership to work
collaboratively on regional water supply planning related to Jordan Lake and other water
supply sources in the region, with the goal of defining and securing these sources' roles
in ensuring a long—term, sustainable water supply for the Research Triangle Region; and
BE IT FURTHER RESOLVED that the Board of County Commissioners of Orange
County,North Carolina, supports the Triangle Regional Water Supply Plan developed by
Jordan Lake Partnership which outlines a regional strategy to ensure adequate,
sustainable and reliable supplies of water for the future.
