Manager's Recommended 2008-2018 Capital Investment Plan (CIP) for County and school projects. BACKGROUND: The Board of County Commissioners received the proposed 2008-18 County and Schools Capital Investment Plan (CIP) (http://www.co.orange.nc.us/budget/2008-18CIP- ManagerRecommended.asp) on November 5, 2007 and since then has had several opportunities to exchange ideas with staff and the public about the proposal. As presented to the Board, the plan includes funded as well as unfunded capital needs for the County, Chapel Hill Carrboro City Schools and Orange County Schools. Definition of Funded and Unfunded Capital Needs It is important to clarify the differences between funded and unfunded capital needs. . Funded capital needs include projects whose costs fall within current and future revenues available to the County. o For purposes of the 2008-18 CIP, funding sources include pay-as-you-go funding and unspent 1997 and 2001 voter approved bonds funds. Pay-as- you-go funding consists of the net proceeds of dedicated sales and property tax CIP revenues after School and County debt service obligations have been satisfied plus project related grants and fees. 4 Unfunded capital needs include projects whose costs fall beyond current and projected revenues available to the County. In order to complete the projects that are currently considered unfunded, the County would have to either acquire new debt through voter approved bonds and alternative third party financing or have access to a new local government authorized revenue. It is important to note that while projects fall into the unfunded category, it does not mean that the County does not plan to complete the project. It does mean that in order to complete individual project plans, Commissioners and project partners, such as School Boards, must engage in further discussion regarding infrastructure/facility needs, capital funding and annual operating costs. 2 CIP Related Activities Since November 5, 2007 4- November 15, 2007 - Commissioners conducted a public hearing on the proposed 2008- 18 CIP where five residents addressed the Board and stated their support of specific projects and capital needs: +1- additional clinic and office space for the County's Health Department al- additional client and office space for the Department of Social Services ,l creation of a southwest branch of the Hyconeechee Public Library 4- unfunded needs identified by the Chapel Hill Carrboro City Schools 4- January 2008 - During the month of January 2008, the Board conducted two work sessions to discuss (1) options for meeting current and future space needs for the Department of Social Services and the Health Department, (2) projects recommended 2008-18 CIP, and (3) Capital Investment Revenues. o The options for providing additional space for human services as discussed by the Board included: The lease/purchase option of the Hillsborough Commons shopping center (lease old Wal-Mart space for DSS/potentially purchase facility in 2012); or ¦ Construction of a 50,000 square foot facility at the Southern Human Services site as quickly as debt capacity will allow; or ¦ Construction of an addition to the existing Southern Human Services Center as quickly as debt capacity will allow, with the eventual construction of a 50,000 square foot facility for use by the Department of Social Services in the future. o Staff plans to provide additional information requested by Commissioners for this and several other projects during the February 2008 work sessions. Next Steps for 2008-18 Capital Investment Plan The timeline below outlines remaining steps between tonight's meeting and the adoption of the Schools' and County 2008-09 Capital Budget and project ordinances. February 5, 2008 Second 2008-18 CIP Public Hearing February 7, 2008 BOCC Work Session - further discussion of CIP and Local Revenue Options 2008 February 12 BOCC Work Session - further discussion of CIP, if , needed, and Local Revenue Options February 19, 2008 BOCC Approval of 2008-18 School and County CIPs March/April 2008 Formal Adoption of School and County Capital Project Ordinances and 2008-09 Capital Budget Copies of the County's capital plan and Schools' identified needs are available in the following locations: County website (http://www.co.orange.nc.us/budget/2008-18CIP- ManagerRecommended.asp) 4- County Budget Office, 208 South Cameron Street, Hillsborough, NC 4- Clerk to the Board's Office, 208 South Cameron Street, Hillsborough, NC During tonight's public hearing, staff will provide a brief presentation highlighting major components of the ten-year plan. Following the public comment period, staff will be available to respond to citizen and Commissioner comments or questions. FINANCIAL IMPACT: There are no financial impacts associated with the public hearing. RECOMMENDATION (S): The Manager recommends that the Board of County Commissioners conduct the second public hearing and invite public comment regarding the County Manager's Recommended 2000-2018 Capital Investment Plan.
