PURPOSE: To consider approving a Resolution for Incorporating Gender Neutral Language
that Supports the Policies, Goals and Objectives of Orange County
BACKGROUND: At the September 16, 2014 regular Board meeting, Commissioner Alice
Gordon petitioned the Board to consider incorporating gender neutral language into County
documents. The resolution indicates that language used in all county - generated documents
should support the policies, goals and objectives of the County. Currently the County has some
existing practices, but these practices should be made into policies so that they can be
consistently followed.
FINANCIAL IMPACT: NONE
RECOMMENDATION(S): The Manager recommends that the Board adopt and authorize the
Chair to sign the resolution.

ORANGE COUNTY BOARD OF COMMISSIONERS
A RESOLUTION FOR INCORPORATING GENDER NEUTRAL
LANGUAGE THAT SUPPORTS THE POLICIES, GOALS AND
OBJECTIVES OF ORANGE COUNTY
WHEREAS, the language used in all County documents should support the policies,
goals and objectives of the County; and
WHEREAS, currently the County has some existing practices, but these practices
should be made into policies so that they can be consistently followed; and
WHEREAS, in the future, as appropriate, the County could develop other policies for
the language used in County documents;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF ORANGE COUNTY:
That Orange County will adopt the following policy, and that all County departments will
be informed that the policy is in place:
GENDER NEUTRAL LANGUAGE:
All County - generated documents will use gender neutral language. As new documents
are created or existing documents are renewed or revised, these documents will be
checked for compliance with this policy. For example, the term "Chair" should be used
rather than "Chairman," the term "firefighter" should be used rather "fireman," pronouns
should not automatically be male, and so forth.
