PURPOSE: To consider awarding housing bond funds in the amount of $130,000 to the
Chrysalis Foundation to assist with construction costs for the Rusch Hollow Apartments and
authorize the Manager in consultation with the County Attorney to enter into a Development
Agreement.
BACKGROUND: An application for Housing Bond funds was received from Chrysalis
Foundation for Mental Health requesting $130,000 for assistance with the construction costs
associated with the construction of the Rusch Hollow Apartments. Busch Hollow Apartments
consist of a duplex and triplex with two one-bedroom and three two-bedroom units respectively
in the existing Busch Hollow subdivision in the Rogers Road community. The units will serve
low-income persons with disabilities.
The majority of the funding for this complex is being provided by the N.C. Housing Finance
Agency through the Housing 400 Initiative. This is a new program created by the NC General
Assembly to increase the supply of "independent and supportive living apartments for persons
with disabilities". Chrysalis has been awarded $570,167 from this program and the requested
$130,000 in housing bond funds will supplement the construction efforts. Attached to this
abstract is a map of the location of the property within the subdivision and a blueprint of the
apartments.
This property is in the Chapel Hill planning jurisdiction and a building permit application is
pending with the Town. Plans include the provision of public water and sewer provided by the
Orange Water and Sewer Authority. Additionally, this neighborhood is in an area that the Town
of Chapel Hill has targeted for a Small Area Plan currently under development.
As required by the Orange County Housing Bond Policy, the Project Review and Selection
(PBS) Committee held apre-application conference with staff from Habitat to discuss the
proposed application, reviewed the submitted application, and then met with the organization to
discuss the committee's funding recommendation. Members of the Project Review and
Selection Committee include: County Staff Members Gwen Harvey, Paul Thames, Craig
Benedict, Perdita Holtz, and Tara Fikes; Commissioners Valerie Foushee and Barry Jacobs;
and Affordable Housing Advisory Board Members Barbara Mull, Jabrina Robinson, and Gary
Gaddy. The Committee also includes representatives from the Towns of Carrboro, Chapel Hill,
and Hillsborough in the person of James Harris, Loryn Barnes, and Margaret Hauth
respectively.
After review of the application as well as supplemental material submitted by Chrysalis, the
Committee recommends the allocation of up to $130,000 in housing bond funds to assist with
the construction costs for the Rusch Hollow Apartments.
FINANCIAL IMPACT: There is currently approximately $2.35 million available from the FY
2001 Affordable Housing Bond Program. This expenditure will leave a balance of $2.22 million
dollars.

RECOMMENDATION (S): The Manager recommends that the Board award housing bond funds
in the amount of $130,000 to the Chrysalis Foundation to assist with construction costs for the
Rusch Hollow Apartments and authorize the Manager in consultation with the County Attorney
to enter into a Development Agreement.
