Reynolds Foundation for Support of Healthy Carolinians of Orange County DEPARTMENT: Health PUBLIC HEARING: (Y/N) No ATTACHMENT(S): INFORMATION CONTACT: Grant Application Rosemary Summers, 245-2411 PURPOSE: To accept funds for support of Healthy Carolinians of Orange County and authorize staff to create a grant ordinance for the management of the grant funds. BACKGROUND: The Kate B. Reynolds Foundation has made available small grant support for Healthy Carolinians partnerships across the state. The maximum award is $10,000 per year for three years and can only be awarded to Healthy Carolinian partnerships that have been certified by the state. The Health Department received notification in late December from Kate B. Reynolds Foundation that the County was awarded the maximum amount of $30,000 over three years. Grant funding will begin January 1, 2008 and $10,000 will be available for the period January 1, 2008 through December 31, 2008. Calendar years 2009 and 2010 will also have $10,000 each available. Funding from Kate B. Reynolds Foundation will assist Orange County with the promotion of the Healthy Carolinians partnership in order to recruit new volunteers to both committees and the Council, partnership and leadership development efforts, and will provide needed support for the Healthy Carolinians Coordinator and committees. Half of the funds have been placed in professional contract services in order to contract with one or more part time persons to provide project support for committees and the Council. The Foundation required a match that is more than met through the County general fund support of the Healthy Carolinians Coordinator position. No additional County funds are required. FINANCIAL IMPACT: The grant provides an additional $10,000 for each of three years to provide support for the Healthy Carolinians of Orange County partnership. There are no additional County funds required. Since grant funding is on a calendar year rather than a fiscal year, it is recommended that a grant ordinance be created that allows for the total receipt of the grant funds. The mission of HCOC is to advocate, guide, and assist Orange County in planning and implementing health care strategies to promote healthy lifestyles, improve health status, and prevent premature deaths and injury for all residents. The structure includes a governing Council, a Healthy Carolinians Coordinator, and sub-committees. The governing Council oversees the work of HCOC by providing expertise, oversight, and direction to the committees. The full-time coordinator helps to facilitate all the work of the partnership including organization of meetings, member recruitment and sustainability, assisting committees with planning, implementing and evaluating activities, media facilitation and public education about Healthy Carolinians (HC). The committees, made up of professionals from across the county, work on specific priority areas for the County and help carry out partnership activities. As of July 1, 2006, the Orange County Government agreed to support the full cost of salary and benefits for the HC Coordinator. The County also provides limited funds for operational expenses of HC. Project activities are supported through grants, support from partner agencies, and in-kind support. Currently there are three committees working on specific project area. Below is a list of committees, along with their focus and major accomplishments to date. • Advocate for Adolescents: teen mental health. o Conducted an assessment to gather information on the attitudes, perceptions, and needs of adolescents related to mental health. o Developed and distributed a Teen Therapist Listing to help people identify mental health services available in the community o Sponsored Nothing to Hide: Mental Illness in the Family, a 2-month photo exhibit to create community dialogue and raise awareness about mental illness o Advocates for Children: prevention of child abuse/domestic violence. o Heid over SOBrown-Bag-Lunches and 1/2 day trainings for local professionals to increase their awareness about the prevalence and effects of domestic violence and child abuse and improve their skills to respond to these issues. o Heid the Real Men Rock event to highlight issues of Shaken Baby Syndrome. Due to its success, the event will be held again this year. • Healthy Choices: health promotion and disease prevention amon ag dults• o Established a worksite wellness program for the 800+ Orange County employees o Offered worksite wellness workshops to teach employees how to establish programs o Developed and distributed a Recreation Map highlighting the various recreation opportunities in the county In addition to the committee's projects, HCOC has engagedrn multiple initiatives, including the development of a marketing plan, support of Eat Smart Move More Churches a faith based health promotion initiative and participate on other coalition and local groups that support the mission of HCOC. At the current time, we are conducting a Community Health Assessment to determine any shifts in community perspective related to health issues and priority areas. Based on our findings, we will create new/reorganize current committees to work on the new priorities. Page 3 of 4 Healthy Carolinians Partnership Support Initiative -Applicant Information Sheet (continued) 5 Question 2: Staffing: With the coordinators position fully funded by the County, it ensures that there will be a staff person dedicated to sustaining the HCOC partnership overtime. In addition, some of the funds requested from KBR, will be used to secure an assistant for the coordinator to assist with marketing and publicity, membership development, meetings, and project activities. These key elements are essential to sustaining a healthy coalition. The assistant will aid in carrying out these key functions, which will help facilitate further growth and recognition of HCOC. • Mile Stone Yr 1, 2 and 3: County's continued funding of Coordinator's position and 100% coordinator's time remains dedicated to Healthy Carolinians. • Mile Stone Yr 1, 2 and 3: Assistant is hired. Fiscal: The coordinator will seek new funding opportunities each year to sustain the operations of HCOC and project activities. • Mile Stone Yr 1, 2 and 3: Application for and award of funding to complete projects, enhance marketing of the HC partnership, and support its operations. Membership: Orange County will maintain a strong, diverse community partnership and will recruit new members to work on projects and support the work of the coalition. • Mile Stone Yr 1, 2 and 3: Maintain Council membership according to HCOC bylaws: the Council will consist of no fewer than 12 and no more than 24 members at any time. • Mile Stone Yr 1, 2 and 3: New members will be recruited to support committees and replace HCOC participants as projects or areas of interest change. Partnership Collaboration and Activities: HCOC provides individuals the opportunity to collaborate with others who share common goals and want to make a difference in the community's health. Successful projects and activities will demonstrate forward movement and progress toward community health goals, and will result in retention of members. In order for projects to be successful, HCOC will provide limited operational expenses for committee's work. • Mile Stone Yr 1, 2 and 3: Members will actively participate on committees and collaborate to achieve action plan goals. • Mile Stone Yr 1: By December 2007, the Community Health Assessment will be complete and new priority areas identified. New committees will be formed around the priority areas, new partners will be brought on board who have the expertise and interest to address the topic area, and new action plans will be developed. The committees will begin implementing their work plans in May 2008 and will continue through December 2011. • Mile Stone Yr 2 & 3: Committees will assess their progress and determine if changes need to be made to their action plans to stay in line with the community's needs and interests. Recertification: Recertification will demonstrate that HCOC is meeting standards such as leadership, membership diversity, and progress towards the Healthy Carolinians 2010 goals. Recertification will also provide access to funding from the Office of Healthy Carolinians and Grantors such as Kate B. Reynolds. • Mile Stone Yr 1, 2 and 3: HCOC will be awarded recertification in 2008 (recertification occurs every 4 years). Question 3: HCOC will receive $5,000 matching funds each year from the Orange County Government through its support of the Health Carolinians Coordinator's salary and benefits.
