BACKGROUND: The State provides grants to local governments to help support local emergency management programs. The grant is based on the county population and a share of the program costa Counties with a population over 200,000 are eligible fora 100 percent matching cost grant based on certain emergency management functions. Counties with less than a population of 200,000 are eligible for a fifty (50) percent match. The grants are awarded each year and may vary depending on the federal funding available. This year, Orange County received funding during the primary grant process. However, additional funding was earmarked in the form of this Supplemental Award in the amount of $7,639.31. Orange County has already met the NIMS implementation compliance requirements for this grant. Orange County Emergency Services (OCES) has a tradition of Hazardous Material response in Orange County and has several pieces of equipment that have been used specifically for those responses. North Carolina Emergency Management has diverted all hazardous material response funding and effort towards the Hazardous Material Regional Response System, thereby eliminating the need for OCES to manage a Hazardous Materials Team. At the same time, OCES is the primary provider for Emergency Medical response in Orange County and has been working with the North Carolina Office of Emergency Medical Systems to build a stronger local response capability to medical mass casualty incidents. To continue this effort, OCES proposes the conversion of an existing Hazardous Material response truck to amulti-purpose response vehicle with the ability to perform rapid medical surge support, responder rehabilitation and short-term command closing a critical response gap. The grant funding would allow OCES to purchase the remaining supplies and equipment to put the vehicle into service. The North Carolina Division of Emergency Management has approved the project and in-kind match. FINANCIAL IMPACT: The grant requires a fifty (50) percent local match of funds totaling $3,819.66 in cash or in-kind contribution. Emergency Services will be providing the in-kind match through allocated equipment, effort, initial vehicle maintenance and training. No further funds are needed to meet the match. Homeland Security Presidential Du•ective - 5 requires NIMS compliance to receive federal preparedness assistance funding,. the FY 07 NIlVIS compliance metrics fact sheet states that Tier I metrics must be answered in the affirmative to be NIMS compliant for FY 07.. In addition, you must complete specific tasks below by the designated deadlines in order to be eligible for this EMPG supplemental funding: ^ Correct deficiencies in FY 2.007 NIMS Compliance Tier 1 Metrics by January 15, 2008; ^ Complete and xnll up the NIMSCAST FY 2007 NIMS Compliance Metrics to show you have corrected deficiencies identified in ,your' Corrective Action Plan by January 22, 2008.
