PURPOSE: To consider making appointments to the Local Revenue Options Education Advisory
Committee.
BACKGROUND: On September 19, .2007, Commissioners decided to seek voter approval of
the local revenue options on the May 6, 2008 ballot, agreed to a tentative timeline for seeking
voter approval and decided to seek input from community partners regarding which tax(es) to
include on the ballet and possible uses of the new revenues.
Local Revenue Options Education Advisory Committee Charge
• Become familiar with the history that led to the 2007 General Assembly granting counties the authority to
enact new local revenue options - either a .4% land transfer tax or an additional '/< cent sales tax
• Understand the needs that led the Board of County Commissioners to seek voter approval of the newly
authorized local revenue options
• Become familiar with the impact the new revenue will have on Orange County residents and Orange
County's revenue stream
• .Develop appropriate informational materials for the local revenue options
• Design and implement an educational component to distribute relevant factual information about the
Orange County voters in the most effective and efficient manner possible
• Design and implement a process for informational meetings with civic groups, non-profit agencies,
neighborhood associations, and other interested parties in the community
• Ensure that equal'access to factual information is provided to all individuals and groups, regardless of their
position for or against the referendum
• Encourage all eligible voters to participate in the May 6, 2008 election

I worked for 13 years in the Research Pharmaceutical field. Primarily doing Research
support and IT.
Volunteer Experience:
I have worked in the schools as a volunteer in the classrooms, with Coach Write, on the
PTA's and SGC's (now SIT's) for the last 12 years.l also volunteer at my church and work
with the Chapel Hill Museum on the Education Committee.
I am currently preparing to restart work with the a literacy council and am signed up to
take the Orange County training. I previously worked with the Durham Literacy Council.
Education:
I have a Ph.D in Chemistry. I have started work on my NC teaching license for high
school science.
Other Comments:
I recently attended a meeting of the Chapel Hill-Carrboro PTA Council where Laura
Blackmon presented some of the issues surrounding funding of county and school
district capital projects. I was interested in what she had to say and thought the idea of
forming this board was a good one. People need to understand the issues so they can
