Steve Brantley County Economic Development Director Morinaea America Status Report In September 2013, Orange County, the City of Mebane and the State of North Carolina jointly announced that Morinaga America Foods, Inc. selected a 21 -acre light industrial site where the Company will build a 98,000 square foot candy production facility to make the "Hi- Chew" snack product, employ 90 workers and invest up to $48 million. • The site has been annexed and rezoned by the City of Mebane. • Site work began in March 2014 and the Company plans to be in production by mid -2015. • The site location in the Buckhorn Economic Development District is large enough to accommodate additional plant expansions in the future. • The 3,500 -foot access road is under construction by the North Carolina Department of Transportation (NCDOT). Draft Master Roadway Plan & Network Concept Other Joint Economic Development Activities The Orange County Economic Development office continues to market various properties within the Buckhorn Economic Development District, such as the Oakwood Business Center in Mebane, and the empty 51,400 square foot former Hancor manufacturing facility on U.S. 70 near Buckhorn Road, to other industrial investment prospects. These properties have been submitted to an increasing volume of new project inquiries originating from the North Carolina Department of Commerce, from the listing realtor, local developers and the Research Triangle Regional Partnership. The Orange County Economic Development office has a good dialog with the City Manager's office and staff in Mebane, and anticipates seeing additional prospect activity developing. Finally, increased effort is underway to prepare updated site maps and marketing materials, and identify new properties for development within Mebane's city limits and ETJ. b) Infrastructure Update ...................... ..........................Craig Benedict, County Planning Director Buckhorn Mebane EDD Utilities Phase 2 is a $4 million dollar water and sewer project. Over 3 miles of 16" water main and over 3 miles of sewer gravity create 'backbone' utility infrastructure that will serve a 1,000 -acre economic development zone primarily south of the interstate. The Phase 2 (Phase 1 provided service to Gravelly Hill Middle School in 2007) water and sewer improvements are approaching completion. A portion of the 18" gravity sewer has been completed that provided for the Morinaga project to proceed. The 16" water line loop along East Washington Street to West Ten Road has been installed and is in the final testing phase. Completion is expected within the next several months. Darrell Russell, City Engineer Design, engineering and construction plans for the Efland Sewer Changeover are progressing and nearly complete. The final design as currently planned includes the following major components: The existing Brookhollow pump station (550 GPM peak & .32 MGD average) force main will be redirected to a new 12" gravity sewer line that will flow to a new pump station on West Ten Road (700 GPM peak & .40 MGD average). A 12" force main from the West Ten Road pump station will connect to the existing 18" gravity sewer in Rock Quarry Rd. that flows to the existing South Regional pump station (2500 GPM peak & 1.0 MGD average). The designs also provide for possible future flow increases to the West Ten Road pump station and the Southeast Regional pump station by pump or impeller change outs subject to treatment capacity availability. Future Considerations 1. City and County staff will need to develop an "Operation and Maintenance Agreement" for the operation of the Efland Sewer System prior to the changeover. 2. The City of Mebane will be developing policies and procedures to address protocol for new connections in the Efland sewer service area once the changeover is completed, including a flow tracking system. 3. Both the City and County need to evaluate the amount of Orange County's sewer capacity reservation. The Utility Service Agreement between Orange County and Mebane currently reserves 250,000 GPD in the Mebane Wastewater Treatment Plant (WWTP). With Morinaga (^'30,000 GPD) and Efland (^'50,000 GPD) coming on line in the near future, only 170,000 GPD remain in the current reservation. As previously indicated, low volume water users are desired for location in this area due to capacity limitations. Orange County may want to consider increasing the reservation by participating in a capacity increase at the WWTP. 4) Transportation ................................................ ............................... ..........................Craig Benedict a) Orange Public Transportation /Triangle Transit Connector Route Triangle Transit, in partnership with Orange County and City of Mebane staff, is refining logistical implementation details associated with the planned Mebane- Efland- Hillsborough- Durham express bus route (with Route 420 connections to Chapel Hill). Phase 1 of the Orange Durham Express (ODX) route has been implemented to Hillsborough. Phase II of Triangle Transit's ODX is scheduled to come online in January 2015 completing the Mebane - Hillsborough- Durham connection. During this same period, OPT will begin providing peak period service from Mebane to Efland to Hillsborough to link with Triangle Transit. Research has shown that over 1,400 people in the Mebane zip code work at Duke and UNC. Staff will provide any other information at the meeting, and the governing boards can discuss issues related to this item as necessary. b) Mebane Park and Ride Potential park- and -ride locations have been identified in Mebane near 1 -85/40 including the following near Mebane Oaks Interchange: 1. MeclCenter Mebane (Cone Health) 2. Tanger Outlets 3. Vacant land behind Wendy's Potential temporary sites for the park -and ride lots include: 1. Walmart Shopping Center 2. Mebane /Cone Health Medical Center There may be an opportunity for Triangle Transit to collaborate with the Piedmont Authority for Regional Transportation (PART) to implement a joint facility to serve both the Orange County /Triangle Transit regional express route and PART's plans for connections from the Burlington and Mebane areas to the Triangle region. f i IR 2l 3 c) Burlington- Graham Urban Metropolitan Planning Organization Staff will provide information at the meeting, and the governing boards can discuss issues related to this item as necessary. d) Mattress Factory Road Interchange Opportunities The Interchange Analysis and Corridor Study for Mattress Factory Road was completed in November 2012. A modified diamond interchange design was recommended for the interchange design. The conceptual design in this study considers one bridge structure over 1- 40/85 at the new interchange with Attachment 3a -1 - Mattress Factory Road study area a 5 -lane cross - section, and a bike lane and sidewalk. The interchange design would also require the relocation of a portion of the Industrial Drive Service Road. The Buckhorn Road intersection was studied as part of the Mattress Factory Road Study. The study found that under future (2018) traffic conditions, Buckhorn Road at 1 -40 Eastbound Ramps are expected to operate at level of service (LOS) F during the weekday peak hours. The traffic study did not consider any future developments in the Buckhorn EDD, so the impact to Buckhorn Road could be notably greater than anticipated by the study. The first development in the Buckhorn EDD will be completed next year, with more anticipated pending completion of public water and sewer infrastructure in the area. The 1 -85/40 New Interchange project is listed on the Burlington - Graham Metropolitan Planning Organization (B -G MPO) Transportation Improvement Program (TIP). In order to receive approval of an interchange at the proposed location from the Federal Highway Administration (FHWA), additional studies and coordination would be required. Staff will provide any other information at the meeting, and the governing boards can discuss issues related to this item as necessary. ff 12 3a -2 - Mattress Factory Road Recommended Interchange Design 5) School Site Collaboration ................................ ............................... ..........................Craig Benedict Bonnie Hammersley a) Future School Siting Process Orange County and the City of Mebane, over the years, have been pursuing collaborative planning in areas of mutual interest. Discussions between Orange County Schools (OCS) officials and County officials note that a new elementary school may be needed for the district before the SAPFO projection of 2022 -23. The Orange County Planning and Inspections Department, based on the guidance from the SOCC, is initiating the school siting process, if only for land - banking purposes to meet future needs. Past discussions have suggested the next OCS elementary school be sited within the City of Mebane's utility service area because of the continued growth within the western portion of the county concentrated around the City of Mebane. Planning staff has begun evaluating the existing "Policy on Planning and Funding School Capital Projects" and the pre - planning phase of the process. Criteria will be created based on national, state, and local guidelines, as well as utilizing smart growth principles and input from our planning partners at this phase to select a site that will be the most suitable and effective for a successful elementary school site. Once criteria has been created, staff will continue the process by creating a series of GIS maps to locate parcels in the search area that meet the list of criteria and analyze which sites may act best for a future land banking site. Future School Site Zones `' -� b) School Adequate Public Facilities Ordinance ( SAPFO) The Schools Adequate Public Facilities Ordinance ( SAPFO) and its Memorandum of Understanding are ordinances and agreements, respectively. Since annual changing conditions of membership, capacity and student projections may affect the School Capital Investment Plan (CIP), a formal annual report is completed each year as new information is available. The annual report and any comments from the Schools Adequate Public Facilities Ordinance partners is considered in the first half of each year by the Board of County Commissioners and "certified" to be formally considered in the process of the upcoming Capital Investment Plan. The City of Mebane lies partially within Orange County and students within the Orange County portion of Mebane attend Orange County schools. However, the City of Mebane is not a party to the SAPFO agreement and therefore does not require that CAPS (Certificate of Adequate Public Schools) be issued prior to development approvals. In previous years, development activity and platting of new subdivisions increased within the Orange County portion of Mebane. While the "Great Recession" somewhat curbed new platting and new construction in the past few years, Mebane has begun exhibiting strong residential growth in 2013 -14. The significant proposed residential growth occurring within Mebane's jurisdiction has not been fully entered into the historically based projection methods and there are still a substantial number of approved, but undeveloped residential lots. Currently, there are approximately 1,000 approved undeveloped residential lots in the portion of Mebane that lies within Orange County. With an uptick in residential activity, increased coordination with the City of Mebane regarding development issues may be necessary, especially as it relates to the SAPFO. 6) Recreation — Lake Michael Trails .......................... ..........................Chris Rollins, Asst. City Manager As Orange County continues to discuss a future bond referendum for public improvements, Mebane would be interested in funding some potential trail improvements within Orange County and Mebane. Mebane is planning to complete is Bicycle and Pedestrian Plan later this year which will show future trails in the Orange County side of Mebane and around Lake Michael. The following map shows some of the possible trails around Lake Michael.
