Board
The Orange County Economic Development department's advisory board of 10 total members has 4 current members
whose initial BOPCC appointments expired on 6/30/14.
Those members are as follows:
• D.R. Bryan — current Chair (representing the Core Business sector)
• Tom Underwood (representing the Core Business sector, and serving on the Small Business loan Program's
lending approval committee)
Delores Bailey (representing the Non - Profit sector)
• Nickolas Thomas (representing the Entrepreneurial sector)
With respect to their interest to continue to serve on my department's advisory board and seek a reappointment, I have
contacted each member. -
Torn Underwood is planning to retire from his current occupation as manager of PHE, Inc. in Hillsborough, and has
decided to step down from the advisory board. He replied that the County will be best served by a new representative
able to serve a new multi -year term. Prior to the BOCC deciding to replace Mr. Underwood on my board I would like to
request additional time to search for additional qualified candidates who can apply for the open position and fulfill the
Core Business sector.
D.R. Bryan, Delores Bailey and Nickolas Thomas have all replied verbally or in writing to me that they enthusiastically
agree to be reappointed for a new term, if the BOCC agrees to that action. Consequently, I request that the BOCC
approve their reappointment. As you know, the Orange County Economic Development office's advisory board was
reformed in 2012, following 2 years with no board in place. In 2012 the BOCC selected 10 new advisory board members
from a list of applicants representing several targeted business sectors (Agriculture, Core Business, UNC, Non Profits,
Entrepreneurial, and Tourism) that are meant to add experience and leadership to the advisory board. Over the
previous 18 months the advisory board has begun to make progress with several goals, such as formulating basic
guidelines about how to administer Article 46 funds (1/4 cent sales tax funds for economic development) for the
Business Investment Grants and Agriculture Grants. The advisory board, which meets every other month, has begun to
form working subcommittees among its members, with several pending reports now in progress. In conclusion, it is
desirable that D.R. Bryan, Delores Bailey and Nickolas Thomas be reappointed to the advisory board so they may
continue their contribution to Orange CountV and our economic development goals.

practices in renewable resource utilization, health risks, and business startup practices.
What unique perspective can you bring to the Orange County Planning Board?
A combination of successful product development and commercialization of products,
successful private business creation and management, successful coordination of commercial
business, academic research, and government agency activities, successful public relations
programs, and knowledge of the needs of government agencies for successful management of
their programs.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
Planning Board: provide complete and accurate recommendations to the BOCC in regard to
preparing that body to make confident and appropriate decisions in the realm of growth
opportunities for the County. The breadth and depth of my expertise and experience makes my
service as an Advisory Board member unique.
What do you consider to be be the most important issues facing Orange County related
to growth?
Maintenance of the rural atmosphere of the County while growing revenues in an economically
viable and sustainable manner; providing required services to the citizens of the County as
population and commercial growth continues; countering the health and environmental risks that
growth presents.

I lived in Chapel Hill for 11 years and have lived in rural Orange for 24 years.

Reasons for wanting to serve on this board:
I see tourism and visitors services as a tool for economic development. Yes, it is an industry that
gives a community opportunities to improve itself from a visual and experiential perspective. But
beyond that, it is industry and we need that -- as long as it is consistent with our values -- to grow
our tax base. This in turn enables us to continue to have jobs to our residents and to build our
capacity to serve our most vulnerable populations. This is not an easy balance, but one that I m
proud our county attends to.

We live in a small community and there is always a need to check ourselves and our motives
when it comes to conflicts of interest. I have prior and current working relationships with Orange
County Government and have done work for the Visitors Bureau. I would not entertain work for
financial compensation with the latter while serving on its board. I am assuming the board has a
conflict of interest policy and, if so, would abide by it.

Work Experience: I currently serve as the Executive Director of Orange County
Partnership for Young Children (OCPYC), the Smart Start and NC Pre K administrator in
Orange County. Prior to my four years with OCPYC, I served as the Deputy Director of the
Center for Child and Family Health and as a faculty member with Duke University
Department of Psychiatry. My responsibilities included managing all aspects of the mental
health clinic including budgeting, billing Medicaid and private insurance. My work at the

My earlier work included special projects aimed at children and families exposed to
violence at the Yale University School of Medicine Child Study Center in New Haven, CT.
