PURPOSE:
To consider charges to the Economic Development Strategic Plan Update Work Group
BACKGROUND:
During 1988 and 1989, a 33-member Executive Committee led the effort to develop Orange
County's first comprehensive strategic plan for economic development. The Plan won a 1989
NACo Award and has served successfully as the blue print for economic development activities
over the past 6 years. Most of the specific program goals included in the Plan have been
implemented or accomplished and the Plan could be strengthened by an update. At the December
Board of County Commissioners'Retreat, the Commissioners discussed the idea of undertaking
an update. To begin this process, a charge has been prepared which would establish the group
and their work objectives(attached).
RECOMMENDATION:
The Administration recommends approval of the proposed charge and membership of the work
group.

CHARGE TO THE ECONOMIC DEVELOPMENT
STRATEGIC PLAN UPDATE WORK GROUP
BACKGROUND

Commissioners discussed and endorsed the idea of undertaking an update.
CHARGE
To review the Orange County Economic Development Strategic Plan and to recommend updated
goals and programs by-
1. Updating the Data Scan completed in 1988 to determine any changes or trends in Orange
County and any changes over the past 6 years..
2. Producing an Environmental Scan of existing programs and activities related to economic
development.
3. Reviewing the 1989 Plan and identifing areas of accomplishment and areas that need
additional work.
4. Promoting a broad discussion of major economic development issues facing Orange
County and its municipalities through the end of the century. These issues should include
but not necessarily be limited to growth, unemployment, underemployment, tax base,
utilities, tourism, affordable housing, agriculture, small business assistance, training, and
local regulations.
5. Prepare and recommend an updated Strategic Plan.
MEMBERSHIP
• Thirty three members of the 1998 Executive Committee or those people who have filled a
vacant position(such as school superintendents). See attached.
• The 3 EDC Strategic Plan Committee Chairs(Jim Gibson- Small Business; Guido
Demaere -Marketing; and Lindsay Efland - Target Advisory)who were not part of the
Executive Committee

• The current Chair of the EDC Board of Directors
• 1 representative from each municipality(4)
• 1 representative from the following organizations:
The Neighborhood Alliance
Tax Watch
Sierra Club
Alliance for Historic Hillsborough
Cross County Alliance
• 4 At-large citizen representatives

• 1/2-day kickoff assessment - May 20, 1995 (The public will be encouraged to attend and
to sign up to serve on subcommittees.)
• Subcommittee work - June- September
• Interim report to Board of County Commissioners - 1 st meeting in October
• Final report to Board of County Commissioners - 1 st meeting in December
